Mayor Callinan called the joint regular meeting to order at 5:11 pm, the notice for which being
legally noticed on February 6, 2020.

Yeymi Perez, Community Affairs Senator, Sonoma State University Associated Students, Inc.
(SSU ASI) reported on the attendance of Chief Mattos and Senior Code Compliance Officer
Kirk at the senate meeting and discussion of the loud party ordinance and other events occurring
at the University.

Peter Alexander (Cactus Pete) expressed concern for various social issues.
David Molidor encouraged the City Council to oppose 5G in the City of Rohnert Park and read
a portion of the Notice of Liability Counter Offer he delivered to the City today.
Susan Lamont expressed concern regarding the death of Branch Wroth and spoke in support of
community oversight of law enforcement.

A. PUBLIC HEARING (Noticed: February 7, 2020) Sixth Public Hearing to Receive
Input on Draft Maps and Potential Election Sequencing for By -District Elections.
Consider Adopting Ordinance 943 and/or Designation of a New Preferred Map and
Introduction of a New Ordinance Adding Chapter 2.66 Within Title 2 to Provide for
the Election of Members of the City Council by Five Districts (CEQA Status: Exem
Shalice Tilton, Senior Consultant for National Demographics Corporation presented the
item. Recommended Action(s): 1) Receive a report from National Demographics
Corporation 2) Hold a public hearing and 3) Waive the first reading and introduce by title
only Ordinance 944, an Ordinance of the City Council of the City of Rohnert Park
Amending Title 2 "Administration and Personnel" of the Rohnert Park Municipal Code t
add a Chapter 2.66, "District Elections" to Provide for the Election of Members of the Cit
Council by Five Districts; Establish the District Boundaries; and Election Order of Each
District" to establish district -based elections and confirm the selection of the district
boundaries and sequence of district elections or 4) Waive second reading and adopt
Ordinance 943, an Ordinance of the City Council of the City of Rohnert Park Amending
Title 2 "Administration and Personnel" of the Rohnert Park Municipal Code to add a
Chapter 2.66, "District Elections" to Provide for the Election of Members of the City
Council by Five Districts; Establish the District Boundaries; and Election Order of Each
District.

Public Comment: Chris Meyer supports Map 112 over Map I 10 until the redistricting
process. Paul Libeu spoke to the efforts made creating and choosing maps and spoke to a
fair and balanced process model for redistricting.

Senior Code Compliance Officer Kirk presented the item. Recommended Action(s):
Direction on Code Compliance processes and recent activity, and discuss future actions or
initiatives that the City Council would like to see undertaken by Code Compliance.

C. PUBLIC HEARING (Noticed on January 31, 2020) Introduction of an Ordinance-tte
Amend Section 16.14.020 (Park Dedication) of the Rohnert Park Municipal Code
Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a
Public Hearing, and Introduce Ordinance 945.
Mayor Callinan left the dais at 7:53 pin and Vice Mayor Mackenzie assumed the gavel. Mayor Callinan
returned at 7:55 pm and reassumed the gavel.

D. Consideration of Lump Sum Payment to CalPERS for Unfunded Pension Liability
from the Public Agencies Post -Employment Benefits Trust Program Administered
by Public Agency Retirement Services (PARS)
City Manager Jenkins presented the item. Recommended Action(s): Transfer
approximately $12 million from the City's PARS pension trust fund to CalPERS, the
City's pension provider.

recommended action.
Motion carried by the following 4-0-1 vote: AYES: Adams, Stafford,

E. Sonoma County Mayors' & Councilmembers' Association Matters: Consideration
of Supporting "Letters of Interest" for Appointments to Vacancies by the Mayors
and Councilmembers' Association Board on February 13, 2020
City Manager Jenkins presented the item. Recommended Action(s): Support the requests
of councilmembers submitting letters of interest for various City Selection Committee
and Mayors' and Councilmembers' Association appointments and Confirm Mayor's letter
designating an alternate voting representative to attend Mayors' and Councilmembers'
Association and City Selection Committee meetings.
