CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on March 5, 2020. Present: Joseph T. Callinan, Mayor Jake Mackenzie, Vice Mayor Susan H. Adams, Councilmember Gina Belforte, Councilmember Pam Stafford, Councilmember Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director Pawson, Director of Public Safety Mattos, Director of Public Works and Community Services McArthur, Management Analyst Beran, Senior Analyst Tacata, and City Clerk Buergler. 2. PLEDGE OF ALLEGIANCE Led by Mayor Callinan. 3. PRESENTATIONS Mayor's Recognition: Animal Shelter League of Rohnert Park for their remarkable contributions to our community through fundraising and community outreach. Mayor Callinan read the certificate and presented it to Robin and Cheryl members of the Animal Shelter League of Rohnert Park. 4. DEPARTMENT HEAD BRIEFING None. 5. SSU STUDENT REPORT None. 6. PUBLIC COMMENTS Gerard Giudice, Holly Neal, Chris Borr, Diane Borr, Bonnie Black, Trish Hatley, Julie Royes, and Chris Meyer expressed concern with the district map and sequencing chosen by City Council and requested Council reconsider. ACTION: Moved/seconded (Stafford/Mackenzie) to reorder the agenda and move Item 7 after Item 13. Authorize the City Manager to Execute Task Order 2020-02 with W-Trans for Traffic Design Engineering for the Protective-Permissive Left Turn Phasing Project(CIP Project 2018-30) in an amount not to exceed $111,400 D. Motion carried by the following unanimous roll call vote: AYES: Adams, Belforte, Stafford, Mackenzie, and Callinan, NOES: None, ABSTAINS: None, ABSENT: None 8.E Adoption of Resolution 2020-022 Approving the Public Safety Main Lobby Improvements and Interior Paint and Floor Replacement Project No. 2017-028, Finding the Project Exempt from CEQA, Approving and Adopting Plans and Specifications, Authorizing the Finance Manager to Increase Appropriations in FY 19-20 for the Project and Awarding the Contract to August-Jaye Construction. ACTION: Moved/seconded (Stafford/Mackenzie) to adopt Resolution 2020-022 with an amendment to include the alternate bid of$4,500 to replace the flooring and paint in the first floor conference room. ACTION: Moved/seconded (Belforte/Stafford) to adopt Resolution 2020-023. ACTION: Moved/seconded (Mackenzie/Stafford) to adopt Resolution 2020-024. PUBLIC HEARING (Noticed: February 28, 2020) Introduction of an Ordinance to Amend Telecommunication Regulations in Section 17.07.020 (Footnotes) of the Municipal Code by Adding Subsection E (Wireless Communication Facilities) and Repealing and Replacing Subsection F (Communication Facilities) with Subsection F (Amateur Radio Service Installations) (CEQA Status: Exempt) City of Rohnert Park Joint Regular Meeting Agenda for City Council March 10, 2020 RPFA/C IX'Successor Agency Page 4 of 5 Planning Manager Beiswenger presented the item. Also present was consultant Bill Ilammett. President and CEO of Hammett & Edison Inc. Recommended Action(s): Introduce Ordinance No. 947, an Ordinance of the City Council of the City of Rohnert Park, California Amending Municipal Code Title 17 (Zoning) to Modify Telecommunications Regulations. Public Hearing Opened: 5:54 pm Public Comment: Julie Royes is not in support of 5G and expressed concern of the impact on property values and health issues, and requested the towers not be camouflaged. Catherine Dodd is not in support of 5G and expressed concern of the negative impact on health issues, 10 year master agreements, add CEQA requirements. She suggested adding additional insurance requirements and annual inspections by independent experts, do not camouflage towers, and requested the Council postpone the decision. Public Hearing Closed: 6:04 pm ACTION: Moved/seconded (Mackenzie/Adams)to introduce Ordinance No. 947 with a technical edit to Section 7a(1)(e)delete the word "technically" from the sentence. Other Reports Councilmember Stafford reported she represented the City at the Miss Sonoma County event. Vice Mayor Mackenzie reported on the 30`h birthday of Spreckels Performing Arts Center event. COMMUNICATIONS None. 12. MATTERS FROWFOR COUNCIL None. 13. PUBLIC COMMENTS Julie Royes requested the City expand the organic pest control program be expanded throughout the City. Catherine Dodd stated Switzerland and Sweden have not banned 5G and has sent an email to the Council listing the countries that have enacted a moratorium on 5G. Mayor Callinan called for a moment of silence in honor of Norma Adams, Rohnert Park's first secretary. 7. CLOSED SESSION Mayor Callinan made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 6:47 p.m. in Conference Room 2A to consider: A.
