1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on March 19, 2020.
Participating via Zoom Video Communications:

Novel Coronavirus(COV ID-19) Update by City Manager Jenkins.
5. PUBLIC COMMENTS
City Clerk Buergler announced the March 24, 2020 Agenda included instructions on how to
submit a public comment electronically.

City Clerk Buergler read comments submitted by the following:
Bonnie Black,Chris Borr. Christina Meyer, Debbie Woods, Diane Borr, Eric Armstrong,Erin
Armstrong, Frankie Lemus, Jackie Elward, Lynette Rutowski, Holly Neal, and Wii Lee
expressed concerned about map 112 and chosen election sequencing.
Steve Keith expressed concerned regarding the City's Title 17 and home garage use and
requested Council direct staff to address these issues within the municipal code.
Zach Adams announced his work on a service project of collecting cans of food for NOAH,
Neighbors Organized Against Hunger, and stated how the community can help.

1. Adoption of Resolution 2020-029 Approving Amendments to Fiscal Year 2019-20
Capital Improvement Program (CIP) Budget and Related Actions
J. Adoption of Ordinance 947, an Ordinance of the City Council of the City of Rohnert
Park, California Amending Municipal Code Title 17 (Zoning) to Modify
Telecommunications Regulations (CEQA Status: Exempt)
ACTION: Moved/seconded (Stafford/Mackenzie) to approve the Consent Calendar.
Motion carried by the following unanimous roll call vote: AYES:
Adams, Belforte, Stafford, Mackenzie, and Callinan, NOES: None,

8. REGULAR ITEMS:
A. Consider Adopting a Resolution Approving EITHER 1) Second Amendment to the
Foxtail Golf Course Lease Adding Provisions for a Loan in the Amount of$850,000 for
Bunker Renovation on the North and South Courses and Replacing an Irrigation Pump
OR 2) Second Amendment to the Foxtail Golf Course Lease Adding Provisions for a
Loan in the Amount of$125,000 for Replacing an Irrigation Pump
1. Disclosure of potential conflict of interest:
Councilmember Adams stated that she resides within 500' of the golf course.
Councilmember Belforte stated that she resides within 500' of the golf course.
Councilmember Stafford stated that she resides within 500' of the golf course.
Mayor Callinan stated that he resides within 500' of the golf course.
2. Random selection of disqualified councilmembers:
Pursuant to the rule of necessity to establish a quorum, there was a random selection process
at the City Council Meeting of February 25, 2020, where Councilmember Adams and
Councilmember Stafford were selected to participate.
Mayor Callinan left the meeting at 5:46 p.m. and Vice Mayor Mackenzie assumed the gavel.
Councilmember Belforte left the meeting at 5:47 p.m.
City Manager Jenkins presented the item. Recommended Action(s): 1) Adopt Resolution
2020-030 Approving Second Amendment to the Foxtail Golf Course Lease Agreement adding
Provisions for a Loan in the Amount of $125,000 for Replacing an Irrigation Pump and
Increasing Appropriations from Infrastructure Reserve in the Amount of$125,000 in Fiscal
Year 2019-20 to Fund the Loan OR 2) Adopt Resolution 2020-031 Approving Second
Amendment to the Foxtail Golf Course Lease Agreement Adding Provisions for a Loan in the
Amount of$850,000 for Bunker Renovation on the North and South Courses and Replacing
an Irrigation Pump,and Increasing Appropriations from Infrastructure Reserve in the Amount
of$850,000 in Fiscal Year 2019-20 to Fund the Loan.

ACTION: Moved/seconded (Stafford/Adams) to adopt Resolution 2020-030. As
amended on the record, the Resolution will approve a Second Amendment to
the Foxtail Golf Course Lease Agreement adding Provisions for a Loan in the
Amount of$125,000 for Replacing an Irrigation Pump and will increase Fiscal
Year 2019-20 appropriations in Fund 640 by $125,000, in the discretion of the
City Manager,to fund the irrigation pump replacement loan in accordance with
the Second Amendment.
Motion carried by the following roll call vote: AYES: Adams, Stafford, and
Mackenzie,NOES: None,ABSTAINS: None, ABSENT: Belforte and Callinan
Mayor Callinan returned to the meeting at 6:02 p.m. and re-assumed the gavel.
Councilmember Belforte returned to the meeting at 6:02 p.m.

Vice Mayor informed that with the adoption of Item 7.C., he is now authorized as the
City's Representative to the Water Advisory Committee(WAC)to Recommend Approval
of the Sonoma Water's Proposed Fiscal Year 2020-2021 Budget.
C. Outside Agency Reports:
1. Mayors and Council Members' Association of Sonoma County Legislative Committee
Meeting(_3/20)
No Report.
D. Other Reports
Vice Mayor Mackenzie informed that he will be participating remotely tomorrow in the
North Bay Commissioners of the Metropolitan Transportation Commission (MTC) in the
Bay Area.

11. MATTERS FROM/FOR COUNCIL
A. Request for Future Council Item to Consider a Letter in Support of Sonoma County's
Ordinance Regarding Homemade Food Operations (AB 626 Passed 2019)
ACTION: By consensus (none opposed), Council will not be adding this item to a
future agenda.
