1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on April 23, 2020 included language on how to observe the meeting and how to
submit public comment.

3. PRESENTATIONS
Mayor's Proclamation: Mayor's Proclamation: Proclaiming April 19 through April 25, 2020
as National Library Week. Mayor Callinan read the certificate and presented to Barbara
Mackenzie, Library Commissioner, City of Rohnert Park. Barbara Mackenzie provided a
brief update on library services being provided in the City.

5. PUBLIC COMMENTS
City Clerk Buergler read comments submitted by the following: Eris Weaver commented on
National Bike Month activities and free online classes available to the public and Bonnie Black
and Jamie Black, Holly Neal, Chris Borr and Jackie Elward commented against Ordinance 944
and current district election sequencing.

Amendment to Antenna Site Lease Agreement with Metro PCS California LLC for

6.D. Adoption of Resolution 2020-036 Requesting from the Metropolitan Transportation
Commission an Allocation of Fiscal Year 2020-21 Transportation Development Act

Assistance or Related Funding, to Accept Funds if awarded, and to Negotiate and
Execute all related documents to support the City’s Response, Recovery and Related
Actions

City Manager Jenkins presented the item.
PUBLIC COMMENT: None.
Councilmember Adams stepped away from the meeting at 6:00 p.m. and returned at 6:01 p.m.
Council accepted the staff report.

Vice Mayor Mackenzie reported on the meeting. At the request of Councilmember
Belforte, Vice Mayor will inquire about AB828 at the next Mayors and Council
Members’ Association of Sonoma County Legislative Committee Meeting.
3. Redwood Empire Municipal Insurance Fund Board Meeting (4/23)
City Manager Jenkins reported on the meeting.
4. Sonoma Clean Power Authority Community Advisory Committee Meeting (4/20)
No Report as this was a Community Advisory Committee.

Vice Mayor Mackenzie reported on Metropolitan Transportation Commission meeting.

10. MATTERS FROM/FOR COUNCIL
Mayor Callinan, his Wife and Councilmember Adams created at Fundraiser for the seniors at
Rancho Cotate. Further, they would like to place signs at the community center and utilize
their digital billboard to announce the Valedictorian graduates for the Rancho Cotate High
School. City Manager Jenkins will discuss the request with the City Attorney.
11. PUBLIC COMMENT
City Clerk Buergler read a comment submitted by Paula Brown about the need for toilets and
handwashing stations for the shelterless in the City.
12. ADJOURNMENT
Mayor Callinan adjourned the joint regular meeting at 6:49 p.m.
