MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on April 10, 2020.

Mayor's Proclamation: Recognizing April 2020 as Sexual Assault Awareness Month. Mayor
Callinan read the certificate, which will be sent to Verity via U.S. Mail.

5. PUBLIC COMMENTS
City Clerk Buergler read comments submitted by the following:
Joe Gaffney requested Council to work with the school district to re-open the track at Tech
High on Southwest Blvd. for public use during the shutdown.

Julie Royes, Chris Borr(on behalf of Diane Borr, Holly Neal, Debbie Woods, Jackie Elward
and Trish Luna Hatley), Christina Meyer, Gerard Giudice and Chuck Striplen requested
Council to reconsider Ordinance 944 and chosen election sequencing.
Steven Keith requested Council to open up parks and courses, to question emergency
measures and retain both "public comments" on the agenda.

B. Adoption of Resolution 2020-032 Authorizing and Approving a Master
Consultant Services Agreement and Task Order 2020-01 for Traffic
Engineering Services with Iteris Inc. and Related Actions
C. Authorize the City Manager to Execute Task Order 2020-02 with Brelje & Race
for Construction Inspection Services for the Fire Station#3 Project (2004-13)
for an amount not to exceed $169,500
D. Authorize the City Manager to Execute an Agreement for Print and Mail
Services with Moonlight BPO
E. Authorize the City Manager to Execute Task Order 2020-02 with GHD for
Design and Project Management Services for the Southwest& Commerce
Roundabout Project(CIP Project 2017-07) in an amount not to exceed $414,141
F. Authorize the City Manager to Execute a Consultant Services Agreement with
Steven Grover and Associates (SGA) for the Highway 101 Bike & Pedestrian
Feasibility Study project (CIP Project 2017-20) in an amount not to exceed

B. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
City Manager Jenkins presented a video of the City of Rohnert Park's Easter Bunny Tour and
collection of almost 5 tons of food for Neighbors Organized Against Hunger (NOAH). City

Manager Jenkins thanked staff for their coordinated effort to make the tour happened and also
thanked Andy Adams for creating this video.

PUBLIC COMMENT: None.
Council Received and Accepted the Report.
ACTION: By majority (Belforte opposed) Council directed staff to draft a letter from the
Mayor directed to the Board of Supervisors asking them to reevaluate
construction policies.
ACTION: By consensus (none opposed) Council directed staff to focus on recovery,
bring back a proposed grant program designated to assist small businesses in
the City, and reach out to small business to find out what assistance is needed.
A. Consideration of a Resolution Adjusting Fiscal Year 2019-20 Appropriations in
Response to the COVID-19 Pandemic and Related Financial Crisis and Other Fiscal
Year 2019-20 Mid-Year Budget Amendments
City Manager Jenkins presented the item. Recommended Action(s): Adopt a Resolution to
adjust Fiscal Year 2019-20 appropriations in response to the financial crisis as a result of the
COVID-19 Pandemic and other Fiscal Year 2019-20 Mid-Year Budget Amendments.
PUBLIC COMMENT: City Clerk Buergler read a comment submitted by Laurie Alderman.
ACTION: Moved/seconded(Stafford/Adams)to adopt Resolution 2020-033 Authorizing
and Approving the Finance Manager to Increase Appropriation for FY 2019-
20 within various accounts as incorporated in Exhibit A of the resolution.

C. Discussion and Direction Regarding Eviction Protections for Residential and
Commercial Tenants
City Attorney Marchetta-Kenyon presented the item.Recommended Action(s): consider and
discuss state and local eviction protections in response to the COVID-19 pandemic and
provide feedback to staff.

ACTION: By consensus (none opposed), Council will not implement local moratoriums
regarding evictions or foreclosures as residential evictions in the City are
subject to the urgency ordinance adopted by the Board of Supervisors of the
County of Sonoma on March 24, 2020. Additionally, residential evictions in
the state are subject to the March 27, 2020 Executive Order N-37-20 issued by
Governor Newsom. Any evictions or foreclosures are also subject to the
Judicial Council of California's emergency rules issued April 6, 2020.

ACTION: By consensus (none opposed), the Town Hall Meeting will be rescheduled.
