CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the special meeting to order at 1:00 p.m., the notice for which being legally noticed on June 15`h, 2020. There was no physical location for this meeting but the Agenda included language on how to observe the meeting and how to submit public comment. Participating via Zoom Video Communications: Joseph T. Callinan, Mayor Jake Mackenzie, Vice Mayor Susan H. Adams, Councilmember Gina Belforte, Councilmember Pam Stafford, Councilmember Staff attending via Zoom Video Communications: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director/City Engineer Pawson, Director of Human Resources Perrault, Director of Public Safety Mattos, Director of Public Works and Community Services McArthur, Senior Code Compliance Officer Kirk, Environmental Coordinator Bennett, Interim Finance Manager Orozco, and City Clerk Buergler. Staff Present: Assistant City Clerk Lopez Cuevas and Information Systems (IS) Operations Manager Rowley. 2. AGENDA ITEMS A. Update on Draft Community Engagement Plan Regarding Reviewing City Policies and Practices to Achieve Greater Equality. City Manager Jenkins presented the item. Recommended Action(s): Review the Draft Community Engagement Plan and provide direction related to receiving community input regarding inequality in policies and practices of the City. PUBLIC COMMENT: Office Assistant Machado and Assistant City Clerk Lopez Cuevas read comments submitted by: Holly Neal, Anferny Moore, Julie Royes, Yassenia Gutierrez, Tracy Si, Rebekah Hansen, Elizabeth Craven, Krista Martinussen, Sarah Griffith,Jackie Elward,Jim Duffy,John Ryan Elward, Susan Lamont,Joseph Persico,Will Prouty and Maria Shayna, who spoke in support of the City revising current policies and practices as well as community police oversight. City of Rohnert Park Special Meeting Minutes June 2, 2020 for City Council Page 2 of 2 ACTION: By consensus (none opposed) Council directed staff to prepare a resolution condemning racism,inviting the community to share their experiences with fellow community members, and making the My Brother's Keeper pledge with respect to police use of force policies as well as follow all the steps outlined in the staff report. For the record, Mayor Callinan stated that he believes that"the council and our community should stand in solidarity to support those who have been affected by the recent events. It is important that we acknowledge there is a problem and I believe all of us, black, white, brown, no matter our color, we need to come together and listen and support one another. It would make for a better place." B. Update on Draft Election Outreach Plan City Manager Jenkins presented the item. Recommended Action(s): provide input on the preliminary outreach plan staff has created to proactively educate residents about the upcoming district election and encourage their participation. PUBLIC COMMENT: Assistant City Clerk Lopez Cuevas read comments submitted by: Holly Neal and Chris Borr in support of this item. ACTION: By consensus (none opposed) Council directed staff to follow their proposed outreach plan. C. Authorizing the Mayor to Send a Letter of Opposition to State Constitutional Amendment 6 Regarding Expansion of Gambling City Manager Jenkins presented the item. Recommended Action(s): Authorize the Mayor to send a letter opposing State Constitutional Amendment 6 regarding expansion of Gambling. PUBLIC COMMENT: None ACTION: Moved/seconded (Adams/Stafford) to authorize the Mayor to Send a Letter of Opposition to State Constitutional Amendment 6 Regarding Expansion of Gambling. Motion carried by the following unanimous 5-0-0 roll call vote: AYES: Adams, Belforte, Stafford, Mackenzie, and Callinan NOES: None, ABSTAINS: None, ABSENT: None 3.
