CITY COUNCIL/RPFAISUCCESSOR AGENCY TO THE CDC JOINT SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the special meeting to order at 5:00 p.m., the notice for which being legally noticed on June 20h, 2020. There was no physical location for this meeting but the Agenda included language on how to observe the meeting and how to submit public comment. Participating via Zoom Video Communications: Joseph T. Callinan, Mayor(departed the meeting at 5:02 p.m.) Jake Mackenzie, Vice Mayor(departed the meeting at 5:02 p.m.) Susan H. Adams, Councilmember Gina Belforte, Councilmember Pam Stafford, Councilmember Staff attending via Zoom Video Communications: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director/City Engineer Pawson, Director of Human Resources Perrault, Director of Public Safety Mattos, Director of Public Works and Community Services McArthur, Management Analyst Beran, Interim Finance Manager Orozco, and Office Assistant Machado. Staff Present: Assistant City Clerk Lopez Cuevas and Information Systems (IS) Operations Manager Rowley. 2. AGENDA ITEMS A. Adoption of Resolution 2020-064 Adopting Regulations for Candidates for Elective Office Pertaining to Candidate's Statements Submitted to the Voters at an Election to be Held on November 3, 2020. City Manager Jenkins presented the item. Recommended Action(s): Adopt regulations that continue the established 200 word limit which is in alignment with the limits established with the County and allow the City to pay for the printing of a candidate's SOQ in English and Spanish because this may reach more of the Rohnert Park community. Disclosure of potential conflict of interest: Mayor Callinan stated that he will be running at the November 2020 Election and therefore has a potential financial conflict of interest and will recuse himself from this item. Mayor Callinan and Vice Mayor Mackenzie departed the meeting at 5:02 p.m. Mayor Pro Tempore Stafford assumed the gavel. PUBLIC COMMENT: None. For the record, Councilmember Belforte stated "... my support of this does not erode my displeasure on how this Council has handled district elections. It does not erode my displeasure of the total disregard of our communities of interests or the total disregard for the communities that came before us and spoke before us.No comments, nothing listening to those communities and our constituents, so I am going to vote for this but again my comments were for the record and I am not supportive of the way these district elections have been handled." ACTION: Moved/seconded(Stafford/Adams)to adopt Resolution 2020-064 Adopting Regulations for Candidates for Elective Office Pertaining to Candidate's Statements Submitted to the Voters at an Election to be Held on November 3, 2020. Motion carried by the following unanimous 3-0-2 vote: AYES: Adams Belforte and Stafford; NOES: None, ABSTAINS: None, ABSENT: Mackenzie and Callinan 3.
