1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on July 9th, 2020. There was no physical location for this meeting but the Agenda
included language on how to observe the meeting and how to submit public comment.

2. PRESENTATIONS
Mayor's Proclamation: Declaring July 2020 as "Parks Make Life Better!@" Month.
Mayor Callinan read the Proclamation and presented it to Cindy Bagley, Deputy Director of
Community Services.
Mayor's Proclamation: Recognizing JoAnne M. Buergler, City Clerk, as an Honorary
Citizen for her Extraordinary Commitment and Dedication to the City of Rohnert Park.
Mayor Callinan read the Proclamation and presented it to JoAnne M. Buergler, MMC.
Acting Assistant City Clerk Machado read a comment submitted by Steve Keith thanking Mrs.
Buergler for her service to the City.

3. DEPARTMENT HEAD BRIEFING
A. Introduction of New Finance Director, Nishil Bali, by City Manager Jenkins
B. City Clerk's Office Update
Acting City Clerk Lopez Cuevas announced dates of the nomination period, districts
that are eligible for election this year and provided Council with an update regarding
election outreach efforts.
C. Update from Director of Public Safety Tim Mattos
Director of Public Safety Tim Mattos provided an update to the Council regarding 4th of
July activity, calls for service, arrests and administrative citations regarding the illegal
use of fireworks.
D. Update from City Attorney Michelle Marchetta Kenyon
City Attorney Michelle Marchetta Kenyon informed there is no Resolution denying the
Southeast Specific Plan (SESP) project on today's agenda because of the way the
Council formulated the motion, a resolution to deny the project was not needed.
4. PUBLIC COMMENTS
Acting Assistant City Clerk Machado read comments submitted by the following: Frank and
Bonnie Black, who called for the ban of the sale of fireworks; Sue Hirsch, who requested
Council to allow the slaughter of chickens and rabbits for meat in the City; Chris Borr, on
behalf of FAIR-RP, requested the Mayor to apologize to the LBGTQ community for the
misuse of pronouns at the last meeting.

5.H Adoption of Resolution 2020-068 Approving Updated Job Descriptions, Job Title
Changes, Reclassifications and Salary Ranges for positions in the Service Employees'
International Union(SEIU) Local 1021 and Approving Amendment One to the
Memorandum of Agreement (MOA)between the City of Rohnert Park and the Service
Employees International Union (SEIU) Local 1021 Maintenance Workers
For the record, Mayor Callinan stated"I plan to vote in favor of this item because I know it was
important for the City to support an efficient and productive workforce. However, I do have
some concerns with the certification and license program that is being proposed here as it
doesn't seem to acknowledge the experience of long term employees who might not be
certified."

6. REGULAR ITEMS:
A. Discussion and Direction on Expansion of Property Tax Financing Options for
Seismic Strengthening and Wildfire Safety. BC Capps, County of Sonoma, Energy and
Sustainability Analyst and Jane Elias, County of Sonoma, Energy and Sustainability Program
Manager presented this item. Recommended Action(s): Bring back a contract amendment
with the County to expand the Sonoma County Energy Independence Program financing
within the city limits.
PUBLIC COMMENTS: None
ACTION: By consensus, (none opposed) Council directed staff move forward with their
recommended actions.

B. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
City Manager Jenkins provided a verbal report including case statistics, Governor's orders
regarding business closures and how the community can minimize the spread of the virus.
PUBLIC COMMENT: None.
Council received and accepted the Report.
C. Update on Community Listening Sessions
City Manager Jenkins provided a verbal report and provided dates and times of listening
sessions as well as information on how to RSVP for the event.
ACTION: By majority, (Belforte and Adams opposed) Council directed to keep scheduled
dates for virtual meetings only.
ACTION: By consensus, (none opposed) Council directed staff to look into having a
sensitivity training for both Council and City staff.
PUBLIC COMMENT:
Acting Assistant City Clerk Machado read a comment submitted by Jim Duffy who expresses
concerns and requested a RFP (Request for Proposals) for consultants to work on this matter.
Council received and accepted the Report.

PUBLIC COMMENT:
Acting Assistant City Clerk Machado read a comment submitted by Xinci Tan who
commended Vice Mayor Mackenzie for voting to approve the GoSonoma Expenditure Plan
and thanked the Council for supporting this sales tax extension, and requested Council to
consider improvements and expansion of dedicated walking paths and bike trails.
8. COMMUNICATIONS
Vice Mayor Mackenzie informed that Planned Bay Area 2050 is under development and there
will be a virtual workshop on August 5, 2020.
9. MATTERS FROM/FOR COUNCIL
At the request of Councilmember Belforte and Mayor Callinan, staff is directed to add an item
on the agenda to discuss our current ordinance regarding chickens in the City.
Councilmember Belforte stated that silence is not benign and she will support the Council if
they ever decided to state that they have made a mistake.

11. CLOSED SESSION:
Mayor Callinan made the closed session announcement pursuant to Government Code
§54957.7 and Council recessed to Closed Session at 7:28 p.m. to consider:
