Mayor Callinan read the Proclamation and called upon the residents of Rohnert Park to visit actionalz.org to learn more about Alzheimer's and become part of the effort to combat this disease. City Attorney Marchetta Kenyon stated that item 5.F needs to be pulled because Mayor Callinan and Vice Mayor Mackenzie have a conflict and as such, they are not able to vote on this item. Because we only have four council members tonight,we will need to continue this item to a date when we will have three council members who can vote on the item present. A special meeting will be called so this item can be voted on before the July 14 City Council Meeting. PUBLIC HEARING: (Noticed: June 12, 2020) Conduct a Public Hearing; Consider Amendments to the General Plan, Southeast Specific Plan (SESP), and Development Area Plan to eliminate 10,000 square feet of commercial and allow the development of a 36-unit affordable housing project (CEQA Review: Consistent with the EIR for the Southeast Specific Plan); and Approve an Award of a $1,000,000 Loan to Penn Grove Mountain LLC, to Provide Gap Funding for a Second 36-Unit All- Affordable Housing Project. Planning Manager Beiswenger and Housing Administrator Garcia presented this item. There were many duplicate repetitive comments both in support of and in opposition to the project; therefore, direction was requested from Council regarding public speaking time limits. PUBLIC HEARING (Noticed: June 12 & June 19,2020) Consider Accepting and Filing the Development Services Cost Recovery Annual Report for Fiscal Year 2019- 20. Development Services Director Pawson presented the item. Recommended Action(s): Conduct a Public Hearing, accept and file the Development Services Cost Recovery Annual Report for FY 2019-20, modify the Rohnert Park Municipal Code to allow this - report to be given at a public meeting and not a public hearing; make the report after the City of Rohnert Park Joint Regular Meeting Agenda for City Council June 23,2020 RPFA/CDC Successor Agency Page 8 of 9 close of the fiscal year, consider new planning fees for a preliminary housing development application, design review for the Central Rohnert Park PDA downtown area and SOMO Village, and updated fees for site plan and architectural review, sign program review and certificates of zoning compliance. Additionally, staff recommends changes to the encroachment permit fee structure to allow the City to better recover its inspection costs for large encroachment projects (for example, PG&E gas line replacement projects).
