CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on March 21, 2019. Present: Gina Belforte, Mayor Joseph T. Callinan, Vice Mayor(until 8:54 p.m.) Susan Hollingsworth Adams, Councilmember Jake Mackenzie, Councilmember Pam Stafford, Councilmember Absent: None. Mayor's Certificate of Recognition: Honoring the Rancho Cotate Cougars Girls' Varsity Basketball Team for Winning the North Bay League Championship Mayor Belforte read and presented the certificate to Coach Mario Newton, Assistant Coach Charles Buckley and team members. B. Marin Sonoma Mosquito and Vector Control District update by Phil Smith Manager District Manager Phil Smith provided the update with a PowerPoint and video presentation and informed the Council that there will be an open house in May. Public Safety: Update on 2018 Part 1 and II Crimes Public Safety Director Mattos and Crime Analyst Kempf presented the update. S. PUBLIC COMMENTS John McEntagart spoke regarding the IBEW Local 551 electrical workers union apprenticeship program. Dave Molidor expressed concern regarding the negative health effects of electromagnetic frequencies used in 5G wireless cellular technology and the small cell installations being placed in neighborhoods. Chris Sner spoke regarding the Cement Masons Local 600 apprenticeship program, and the opportunity for the local economy from the Station Avenue project. 6. CLOSED SESSION A. Mayor Belforte made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 5:17 p.m. in Conference Room 2A to Consider: 1. FISCAL YEAR 2018-19 FINANCIAL MID-YEAR UPDATE Finance Director Howze presented the item. Recommended Action(s): Receive the FY 2018-19 Mid-Year Financial Update. Public Comment: None. ACTION: By Consensus(none opposed) City Council received the FY 2018-19 Mid- Year Financial Update. 9. CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM (CaIPERS) CONTRACT AMENDMENT Consideration and Adoption of Resolution of Intention to Approve California Public Employees' Retirement System (Ca1PERS) Contract Amendment and Introduction of Ordinance Authorizing Contract Amendment City of Rohnert Park Joint Regular Meeting Minutes March 26, 2019 for City Council/Rohnert Park Financing Authority/Successor Agency Page 4 of 7 Human Resources Director Perrault presented the item. Recommended Action(s): Approve Resolution of Intention to Approve an Amendment to the City's Contract with Ca1PERS; and Introduce an Ordinance Authorizing the Contract Amendment. ACTION: Moved/seconded (Stafford/Callinan) to introduce Ordinance 931 an Ordinance of the City of Rohnert Park, California, Authorizing an Amendment to the Contract between the Board of Administration of the California Public Employees' Retirement System (CaIPERS) and the City Council of the City of Rohnert Park. Title read by Mayor Belforte. Motion carried by the following unanimous 4-0-1 Roll Call vote: AYES: Adams, Stafford, Callinan, and Belforte. NOES: None, ABSTAINS: None, ABSENT: Mackenzie. Councilmember Mackenzie returned to the dais at 6:53 p.m. 10. Discussion and Direction on Land Use Alternatives for the General Plan Update Planning Manager Beiswenger and General Plan Consultant Rick Rust with Mintier Hamish presented the item. Recommended Action(s): Receive presentation on the General Plan Update—Alternatives Choices and provide direction to staff and General Plan consultant team for further analysis. Councilmember Stafford stepped away from the dais at 7:36 p.m. and returned at 7:39 p.m. Public Comment: Daisy Pistey-Lynne, Executive Director of Sonoma County Conservation Action and expressed concerned about the expiration of the Urban Growth Boundary and requested it be put in the March 2020 ballot; Teri Shore, Greenbelt Alliance, requested a timeline regarding the Urban Growth Boundary moving forward. Vice Mayor Callinan stepped away from the dais at 8:08 p.m. and returned at 8:16 p.m. Councilmember Mackenzie stated for the record he is on the Board of Directors of the Greenbelt Alliance and was the co-chair of the Measure M campaign in 2000. Discussion on Requests for General Plan Amendments for Property West of Highway 101 and Deferral of Amendment to the 2020 General Plan Update Process Planning Manager Beiswenger presented the item. Recommended Action(s): Adopt a resolution which defers all General Plan Amendment (GPA) requests for property west of Highway 101 to the 2020 General Plan Update process. Public Comment: Matt Waken, Owner/Developer of Five Creek, spoke on behalf of his development plan and requested the last area of his project be exempt from the deferral program. Alicia Guerra, on behalf of Buchalter represents Stadium RP Development Partners, LLC, spoke about her comments submitted in the form of a letter and received as a supplemental item. "Peri Shore, Greenbelt Alliance, spoke in support of the item. ACTION: Moved/seconded (MacKenzie/Stafford) to adopt Resolution 2019-034 Authorizing and Approving Deferral of General Plan Amendment Requests for Property West of Highway 101 to the 2020 General Plan Update Process, with the exception of the Stadium RP Development Partners Five Creek Project. Motion carried by the following 3-0-2 vote: AYES: Adams, Mackenzie and Stafford, NOES: None, ABSTAINS: Callinan and Belforte, ABSENT: None. Vice Mayor Callinan left the meeting at 8:54 p.m. 12. Sonoma County Mayors' & Councilmembers' Association Matters Consideration of Supporting "Letters of Interest" for Appointments to Vacancies by the Mayors' and Councilmembers' Association Board and City Selection Committee on April 11, 2019 Recommended Action(s): Consider supporting the requests of those submitting letters of interest for various City Selection Committee and Mayors' and Councilmembers' Association appointments. Public Comment: None. ACTION: Moved/seconded (Stafford/Adams) to nominate Rachel Hundley for North Bay Division, League of California Cities, Executive Board. Term expires two years from appointment.
