1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm,the notice for which being
legally noticed on July 23, 2020. There was no physical location for this meeting but the
Agenda included language on how to observe the meeting and how to submit public comment.

Mayor Callinan stated for the record"I want to address a comment I made during our June 23
meeting. When referring to My Brother's Keeper's Pledge I signed on behalf of our
community, I was asked, 'What about the girls?' Here was my response: `1 get that but I didn't
take that as just boys. Maybe I am the only naïve one but I thought everyone was included in
this. Every race, every person, every him, her, it, whatever happens to be. I see what you are
saying and I agree with you 100%.' I intended to say him, her and they. I wanted to be sure I
included everyone during our citywide policy review and used the wrong pronoun instead of a
gender-neutral pronoun. As a result, I made a hurtful comment in reference to transgender
people. It certainly was not my intent. I apologize. I know better and in the future, I'll do
better."

Acting Assistant City Clerk Machado read comments submitted by the following: Anferny
Moore expressed disappointment in the Council and lack of response/public statements;
Anita Felton stated existing city ordinances are not sufficient to deal with noise disturbances
and need to be revised to be enforceable and requested to the City deny any requests for
garage conversion on rental properties. Chris Borr, on behalf of FAIR-RP, requested an
apology to the LBGTQ community for the misuse of pronouns at the June 23, 2020 meeting.

A. Introduce an Ordinance to amend Chapter 3.32 of the Rohnert Park Municipal
Code - Cost Recovery— Fee and Service Charge System to Modify the Annual
Reporting Requirements (CEQA Status: Exempt). Development Services Director
Pawson presented this item. Recommended Action(s): Adopt Ordinance 949.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Mackenzie/Stafford)to introduce Ordinance 949,an
Ordinance of the City Council of the City of Rohnert Park Amending
Chapter 3.32 - Cost Recovery—Fee and Service Charge System to
Modify the Annual Reporting Requirements. Title read by Mayor
Callinan.

B. Discussion and Direction Regarding Code Compliance Division—Activity Update
and Quarterly Reports for First and Second Quarters. Senior Code Compliance Officer
Kirk presented this item. Recommended Action(s): Receive and File Code Compliance
Division Quarterly Reports for First and Second Quarters, 2020.
PUBLIC COMMENT: None.
Council received and accepted the Report.
ACTION: By consensus, (none opposed) Council directed staff to look into
revising the noise ordinance and report back to Council.
C. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
City Manager Jenkins provided a verbal report, and informed that the Board of Supervisors is
considering adopting an ordinance on August 6, 2020 allowing local authorities to issue
citations for non-compliance of COVID-19 related orders; City Manager Jenkins also
provided updates regarding the Cares Act and Heroes Act.

D. Update on Community Listening Sessions
City Manager Jenkins provided a verbal report on the sessions held on Wednesday, July 22
and Monday, July 27. City Manager Jenkins informed that there will be another Listening
Session on August 12, 2020 at 6:00 p.m. and that a Spanish interpreter will be available.

Councilmember Stafford reported on the meeting.
C. Outside Agency Reports:
1. Sonoma County Transportation Authority/Regional Climate Protection Authority
(SCTA/RCPA) Board of Directors Meeting (7/13)
Vice Mayor Mackenzie previously reported on this meeting at the July 14, 2020 City
Council Meeting.
2. Zero Waste Sonoma Meeting of the Board of Directors (7/15)
Councilmember Stafford informed she did not attend the meeting.
3. Russian River Watershed Association Board of Directors Meeting (RRWA) (7/23)
Councilmember Stafford reported on the meeting.
By consensus, (none opposed), staff is to add an item to a future agenda to discuss the role of
the City in the RRWA.
D. Other Reports:
Councilmember Adams reported on the Ad Hoc Homeless Committee Meeting (7/28)
and informed that there was discussion regarding the new services contracted from
Catholic Charities in the City. There was also discussions about requesting Council to
add to the Public Safety Department, a full time social worker to work with mental issues
related to public safety and homeless outreach in the City.
City Manager Jenkins informed that a proposal regarding changes to the Leadership
Council will be brought to Council in the future.

9. MATTERS FROM/FOR COUNCIL
At the request of Councilmember Adams and Mayor Callinan, an item regarding hiring a full
time Social Worker will be added to a future agenda.
10. PUBLIC COMMENT
Acting Assistant City Clerk Machado read comments submitted by Maria Thorn, who
requested a stiffer ordinance that will prohibit frat houses and sorority houses in the City and
Chris Borr who thanked the Mayor for his apology to the LBGTQ community tonight.
11. ADJOURNMENT
Mayor Callinan adjourned the joint regular meeting at 6:14 p.m.
