Chairperson Blanquie called the regular meeting to order at 6:00 p.m.

5.1 Approval of the Draft Minutes of the Planning Commission Meeting June 11,
2020.
ACTION: Moved/seconded (Guidice/Orloff) to approve the Draft Minutes of the
Planning Commission Meeting June 11, 2020.

6. 1 PUBLIC HEARING (Continued from the June 11, 2020 Planning
Commission Meeting) – TENTATIVE SUBDIVISION MAP – File No.
PLSD20 -0002 – Stephen Miller/Signature Homes – Consideration of Resolution
No. 2020-011 approving a two-year extension of a Tentative Subdivision Map to
allow the subdivision of property (commonly known as the Gee Property) located
south of Keiser Avenue and within the University District Specific Plan Area,
consisting of 42-single-family residential lots
Planner I, Suzie Azevedo, presented the item. Recommended Action(s): adopt Resolution
No. 2020-011 approving a two-year extension of a Tentative Subdivision Map to allow
the subdivision of property (commonly known as the Gee Property) located south of
Keiser Avenue and within the University District Specific Plan Area, consisting of 42-
single-family residential lots.
Public Hearing Opened.

Applicant Steve Miller from Signature Homes joined the meeting. For the record
Commissioner Haydon asked the applicant if there was full agreement with the edits to
the resolution for the reimbursement to the City for the sewer fees and for the PFFP
credits.
ACTION: Moved/seconded (Giudice/Haydon) to adopt Resolution No. 2020-011
approving a two-year extension of a Tentative Subdivision Map to allow the
subdivision of property (commonly known as the Gee Property) located south of
Keiser Avenue and within the University District Specific Plan Area, consisting
of 42-single-family residential lots.

6.2 SITE PLAN AND ARCHITECTURAL REVIEW – File No. PLSR18-0010 -
Steve Beauchamp/Panattoni Development Company - Consideration of the
following resolutions:
1. Planning Commission Resolution 2020-015 - Approving the Mitigated
Negative Declaration for the Dowdell Avenue Industrial Park Project (APN
143-040-134)
2. Planning Commission Resolution 2020-016 – Approving Site Plan and
Architectural Review for the Dowdell Avenue Industrial Park Project (APN
143-040-134)
Planner I, Suzie Azevedo, presented the item and answered questions from the
Commission including: the transportation study and parking spaces; ensuring the Tribe
was contacted regarding the tribal cultural resources section of the environmental review;
the main entrance existing on Dowdell; the location of the sound wall; if the parking will
be monitored with the nearby residences; the difficulty in determining the colors from the
plans submitted; clarity on the 800 daily trips generated and the resulting change in air
quality; the existing zoning; on and off-street parking adequacy, the intended use of the
site; alternative future uses such as commercial uses; upgrades of nearby bike lanes; if
breweries or nightclubs are permitted in this zone; the requirement of a conditional use
permit required as part of the resolution; and the Kimley Horn study regarding parking
requirements. Recommended Action(s): adopt the following resolutions:
1. Planning Commission Resolution 2020-015 - Approving the Mitigated
Negative Declaration for the Dowdell Avenue Industrial Park Project (APN
143-040-134)
2. Planning Commission Resolution 2020-016 – Approving Site Plan and
Architectural Review for the Dowdell Avenue Industrial Park Project (APN
143-040-134).
Applicant Steve Beauchamp with Panattoni answered questions from the Commission
including: prospective tenants including Amazon; if a single tenant could occupy a single
building; the ingress and egress and traffic circulation on Business Park Drive versus
Dowdell; the existing water tank on Dowdell; parking mitigation of nearby residents;
infrastructure and the buildout to accommodate food processing; solar installation and
other energy efficiency installations; and, parking lot lighting.
ACTION: Moved/seconded (Giudice/Orloff) to adopt Resolution 2020-015 -
Approving the Mitigated Negative Declaration for the Dowdell Avenue Industrial
Park Project (APN 143-040-134).

6.3 SITE PLAN AND ARCHITECTURAL REVIEW – File No. PLSR20-0003 –
Mike Deutsch/Green Acres Nursery and Supply – Consideration of Resolution
No. 2020-017 approving the Site Plan and Architectural Review for the Green
Acre Nursery and Supply Addition and Remodel located at 4601 Redwood Drive
(APN 045-055-023)
Planner I, Suzie Azevedo, presented the item and answered a question from the
Commission regarding the elimination of parking and its effects. Recommended
Action(s): adopt Resolution No. 2020-017 approving the Site Plan and Architectural
Review for the Green Acre Nursery and Supply Addition and Remodel located at 4601
Redwood Drive (APN 045-055-023).
Applicants Travis Gill and Mike Deustch with Green Acres, answered questions from the
Commission including: percentage of business from supplies versus the nursery; the type
of plant products offered; the anticipated build-out time; target customers; and, the
number of anticipated employees.
ACTION: Moved/seconded (Borba/Orloff) to adopt Resolution No. 2020-017
approving the Site Plan and Architectural Review for the Green Acre Nursery and
Supply Addition and Remodel located at 4601 Redwood Drive (APN 045-055-
023).

Staffperson Beiswenger stated requested a re-adoption for the Resolution 2020-016 for
item 6.2.

Park Project (APN 143-040-134).

6.4 SITE PLAN AND ARCHITECTURAL REVIEW – File No. PLSR20-0004 –
Milo Terzich, USA Properties Fund – Consideration of Resolution No. 2020-018
approving Site Plan and Architectural Review for the Terracina at Rohnert Park
Apartment Homes, a 73 unit apartment complex within the Stadium Area Master
Plan (APN 143-040-139)
Planner I, Suzie Azevedo, presented the item and answered questions from the Commission,
including: the gated exit for emergency evacuation; if residents would have access to the
nearby pool and park; if parking spaces could be eliminated to increase amenities; and, if the
Commission will be able to review changes, including reorientation of the buildings and
amenities, to what is proposed. Recommended Action(s): adopt Resolution No. 2020-018
approving Site Plan and Architectural Review for the Terracina at Rohnert Park Apartment
Homes, a 73 unit apartment complex within the Stadium Area Master Plan (APN 143-040-
139)
Staffperson Garcia joined the meeting and answered questions from the Commission,
including: the differences in moderate, low and very low income designations, and request
that these designations be included in future staff reports; if the letter from YIMBY
(supplemental item) was related to the CASA compact; and, if this project would qualify for
the grant discussed in the proposed SESP affordable home project.
Applicants Milo Terzich, Steven Gall and Larry McElwain with USA Properties answered
questions from the Commission including: the separation of the nearby apartments due to
different ownership; that laundry rooms will be provided in lieu of in unit washers and
dryers; setback requirements off of Martin; if residents will have access to the nearby pool;
the appearance of the segregation of the amenities between the complexes and pedestrian
access; clarity of the fences and gates between the proposed affordable and currently existing
