1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on May 21, 2020. There was no physical location for this meeting but the agenda
included language on how to observe the meeting and how to submit public comment.

2. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming the fourth week in May 2020 as Emergency
Medical Services (EMS) Week. Mayor Callinan read the Proclamation and presented it to
Deputy Chief Bates.

4. PUBLIC COMMENTS
City Clerk Buergler read comments submitted by the following:
Julie Royes, Holly Neal, Chris Meyer, Chris Borr, and Debbie Woods commented against the
current district election sequencing.
Julie Royes commented on item 5H and requested the City include information regarding the
dangers of synthetic pesticide use and list of safer alternatives in the weed abatement letter.

and Pedestrian Advisory Committee to fill Katie Musick's Term Expiring December 31, 2020
and Councilmember Stafford's appoint of Jeff Tatman to the Parks and Recreation
Commission fill Linda Canterbury's Term Expiring December 31, 2022
ACTION: Moved/seconded (Mackenzie/Stafford) to approve Item 5.D.

ACTION: At the request of Mayor Callinan and Vice Mayor Mackenzie, staff is

5.G Adoption of Resolution 2020-046 Authorizing the Postponement of the Scheduled Sewer
Rate Increase and Sewer Capital Preservation Fee Increase
ACTION: Moved/seconded (Stafford/Adams)to adopt Resolution 2020-046.

6. REGULAR ITEMS
A. Discussion and Direction Regarding Sales and Use of"Safe and Sane" Fireworks
Director of Public Safety Mattos presented this item. Recommended Action(s): Receive this report
and provide direction regarding amendments to the City's Municipal Code concerning use and sales
of fireworks within the city.
PUBLIC COMMENT: Office Assistant Machado read comments submitted by:
Corey Foster, Sara Feeny, Deena Morgan, Crissy Willson, Barbara Ruch, Angela Metlenko,
Vickie Gilbert, Jason Klafter(on behalf of self, Erica Klafter, Tyler Klafter and Dylan
Klafter), Luis& Michelle, Sean Sage, Ryan Kelly, Amanda O'Daniel, Kristi Schuetz, Rob
Schuetz, Kevin Gingher, Andrienne Claborn, Michelle Wing, Sofia Brouse, and Pastor
Jonathan Blatt who spoke in support of allowing firework sales to continue.
Holly Neal and Gary Coffman spoke in opposition of allowing firework sales to continue.
ACTION: By Majority (Mayor Callinan opposed) Council directed staff to bring back an
urgency ordinance restricting the use of fireworks on commercial parking lots.
ACTION: By Consensus (none opposed) Council directed staff to bring back an urgency
ordinance imposing permit conditions to address risks of COVID-19.

B. Discussion and Direction Regarding November 3, 2020 Election Regulations
Regarding City Council Candidates' Statements of Qualifications. City Clerk Buergler presented
this item. Recommended Action(s): Provide direction on the adoption of regulations to continue the
established 200 word limit and allow the City to pay for the printing of a candidate's Statement of
Qualification in both English and Spanish.
Disclosure of potential conflict of interest:
Mayor Callinan stated that he will be running in the November 2020 Election and therefore has
a potential financial conflict of interest and will recuse himself from this item.
Vice Mayor Mackenzie stated he will be running in the November 2020 Election and therefore
has a potential financial conflict of interest and will recuse himself from this item.
Mayor Callinan and Vice Mayor Mackenzie departed the meeting at 6:38 p.m.
Mayor Pro Tempore Stafford assumed the gavel.
PUBLIC COMMENT: None.
ACTION: By Consensus(none opposed) Council directed staff to move as proposed and
bring back a resolution adopting regulations to continue the established 200
word limit and allow the City to pay for the printing of a candidate's Statement
of Qualification in both English and Spanish.
Mayor Callinan returned to the meeting and re-assumed the gavel at 6:41 p.m.
C. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
Verbal report was provided by City Manager Jenkins. Recommended Action(s): Bring back an item
to the June 29 2020 special meeting to discuss policy options for food trucks.
Vice Mayor Mackenzie returned to the meeting at 6:42 p.m.
PUBLIC COMMENT: None.
Council Received and Accepted the Report.
ACTION: By consensus (none opposed), Council directed staff to move forward as
proposed.
