1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:01 p.m., the notice for which being
legally noticed on August 20, 2020. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

2. PRESENTATIONS
Mayor's Proclamation: Proclaiming August 26 as Women's Equality Day in the City of
Rohnert Park. Mayor Callinan read and presented the certificate to Trisha Almond, Chair of the
Commission on the Status of Women for Sonoma County.
3. DEPARTMENT HEAD BRIEFING
A. Update on Current Emergencies (Wildfires, COVID-19, Power Outages, etc.)
City Manager Jenkins provided an update on COVID-19, extreme heat wave, potential for
rolling blackouts ordered by California Independent System Operator, as well as the wildfires
that commenced following the lightening.

4. PUBLIC COMMENTS
Deputy City Clerk Machado read comments submitted by the following: Chris Borr and Sara
Jordan spoke about the listening sessions; Robert Stewart, Vice President of Neighbors
Organized Against Hunger(NOAH) requested Council waive the permit fee for the installation
of an emergency generator.

S.C. Receive Annual Community Services Facility Fee Waiver Report
S.D. Adopt Ordinance 950, an Ordinance of the City Council of the City of Rohnert Park,
California, Amending Rohnert Park Municipal Code Title 17 - Zoning With respect to
Accessory Dwelling Units and Junior Accessory Dwelling Units, including Sections
17.04.030 (Definitions of Words and Terms), Section 17.07.020 (Footnotes), Section
17.10.060 (Accessory Structures), and 17.16.040 (Parking Exemptions) (CEQA Status:
Exempt)
S.E. Adopt Resolution 2020-079 Authorizing the Submittal of an Application to 2020 Open
Space Matching Grant Program for Up to $2.4 Million for the Trail to Crane Creek
Regional Park, Connecting Infrastructure, and Park Expansion Project
ACTION: Moved/seconded (StaffordBelforte)to approve the Consent Calendar.

A. PUBLIC HEARING (Noticed: August 14, 2020) Introducing an Ordinance
Repealing Chapter 9.48 - "Alcohol Offense/Loud Parties" and Replacing it in its entirety
with Chapter 9.48—"Alcohol Offenses, Loud and Unruly Gatherings, and Social Host
Accountability" to Impose Stricter Criminal and Civil Penalties Against Alcohol Offenses
and Loud Parties. Senior Code Compliance Officer Kirk presented this item. Recommended
Action(s): Conduct a Public Hearing and Introduce Ordinance 951, an Ordinance of the City
Council of the City of Rohnert Park Repealing Chapter 9.48 - "Alcohol Offense/Loud Parties"
and Replacing it in its entirety with Chapter 9.48 —"Alcohol Offenses, Loud and Unruly
Gatherings, and Social Host Accountability"to Impose Stricter Criminal and Civil Penalties
Against Alcohol Offenses and Loud Parties.

For the record, Vice Mayor Mackenzie stated that his "preference would be to have the number
six as supposed to the number two in terms of crowd size."
ACTION: Moved/seconded (Stafford/Adams)to introduce Ordinance 951. Title read
by Mayor Callinan.

B. Discussion and Direction on the Roles and Responsibilities of Home Sonoma County
Regarding Homelessness in Sonoma County. Assistant City Manager Schwartz presented this
item. Recommended Action(s): 1) Authorize the Mayor to sign a letter reflecting the City's
high-level positions and 2) Appoint a Councilmember to join a new Ad Hoc Committee with
representatives from each City to collaborate on making changes to Home Sonoma County,
including the Leadership Council

Deputy City Clerk Machado read comments submitted by the following: Teddie Pierce and
Adrienne Lauby, who spoke in support of this item.
ACTION: By consensus, (none opposed) Council directed staff to move forward
with their recommendations and appointed Councilmember Adams as the
City representative in the new Ad Hoc Committee.
C. Consideration of City Councilmember Request to Hire a Full-time Social Worker
to Address Mental Health Issues in Public Safety and Police-Mental Health Collaborations.
City Manager Jenkins and Director of Public Safety Mattos presented this item. Recommended
Action(s): 1) Consider councilmember suggestion to hire a full time social worker to address
mental health issues related to Public Safety and mental health issues related to homeless
outreach and 2) Further pursue a Tailored Approach to Police-Mental Health Collaborations.
PUBLIC COMMENT:
Deputy City Clerk Machado read a comment submitted by Holly Neal, who spoke in support of
this item.
ACTION: By consensus, (none opposed) Council directed staff to further discuss,
review, and analyze the Tailored Approach for a layered Police-Mental
Health Collaboration with in-house staff and return to Council with staff
findings.
D. Consideration of a Letter Commenting on Sonoma County's Use of a $149 Million
Settlement from PG&E for 2017 Sonoma Complex Fires. City Manager Jenkins presented
this item. Recommended Action(s): Consider whether to send a letter making suggestions to
City of Rohnert Park Joint Regular Meeting Agenda for City Council August 25, 2020
RPFA/CDC Successor Agency Page 4 of 5
Sonoma County regarding potential uses of PG&E Settlement for the 2017 Sonoma Complex
Fires. If Council wishes to send a letter, provide direction on the content of the letter.
PUBLIC COMMENT:
Deputy City Clerk Machado read comments submitted by the following: Julie Royes, who spoke
in support of this item and requested more funding to address climate change; Colleen O'Neal,
who spoke in support of this item and requested more funding to address homelessness.
ACTION: By consensus, (none opposed) Council directed staff to send the letter with
the corrections described on the record by the City Manager.
E. Authorize the City of Rohnert Park to Acquire a Local Government Commission
Membership. City Manager Jenkins presented this item. Recommended Action(s): Authorize
the City of Rohnert Park to Acquire a of a Local Government Commission (LGC) Membership.
PUBLIC COMMENT: None.
ACTION: By consensus, (none opposed)Vice Mayor Mackenzie may join the Local
Government Commission at the Elected Official rate rather than at the
Agency Fee rate. If Vice Mayor Mackenzie's budget does not have
enough funds to pay for this membership,the fee may come out of Mayor
Callinan's budget.
F. Consideration of a Letter Consideration of Designating a Voting Delegate for the
League of California Cities Annual Conference—October 7-9,2020, Virtual Conference.
Deputy City Clerk Machado presented this item. Recommended Action(s): Appoint
Councilmember Adams as the voting delegate and direct staff to complete the Voting Delegate
Form and submit it to the League
PUBLIC COMMENT: None.
ACTION: By consensus, (none opposed) Council directed staff to move as proposed
and confirmed Councilmember Adams as the voting delegate.

8. COMMUNICATIONS
Councilmember Adams indicated a resident raised a concern about the City's Municipal Code
regarding home garage use. Home occupation and garage use were discussed at the February 11,
2020 City Council Meeting. Councilmember Adams stated for the record: "the item is discussed
beginning at the index time 1:44:50..." and "...rather than raise a question tonight, I would like
to review that with Lou Kirk and also the citizen and then consider actions moving forward."
Councilmember Belforte requested the City Attorney to clarify if candidates running for districts
are considered incumbents. City Attorney Kenyon stated that there are no incumbents in the
districts for which the candidates are running because we are having our first district election.
