ROHNERT PARK PARKS AND RECREATION COMMISSION MINUTES
January 27, 1990F
The Rohnert Park Parks and Recreation Commission met this date at 7:30 p.m. for an adjourned meeting
at the Rohnert Park city offices, 6750 Commerce Boulevard, Rohnert Park. The meeting was called to
order at 7:30 p.m. with Vice Chair Griffin presiding and leading the Pledge of Allegiance.
OATH OF OFFICE Recreation Director, James Pekkain, administered the Oath of Office to incoming
Commissioners Gay Carlson and Susan Allred.
ROLL CALL Present: (3) Commissioners Allred, Carlson, and Griffin
Late: (1)Commissioner Stevens
Absent: (1) Commissioner Plaisted
CHAIR AND Also present for the entire meeting was Director of Recreation, James Pekkain.
VICE CHAIR
APPOINTMENTS Commissioner Allred nominated Chair Griffin as Chair which was seconded by
Commissioner Carlson and unanimously approved.
Chair Griffin nominated Commissioner Stevens as Vice Chair which was seconded
by Commissioner Allred and unanimously approved.
STEVENS ARRIVESAt 7:36 p.m. Commissioner Stevens arrived.
OATH OF OFFICE Director Pekkain administered the Oath of Office to Commissioner Stevens.
APPROVAL
OF MINUTES Upon motion by Commissioner Allred and second by Chair Griffin, the minutes of
December 17, 1996, were unanimously approved as submitted.
ROBERTSLAKE
MEMORIAL
GROVE Commissioner Allred reported the committee studying placement of a memorial
grove at Roberts Lake toured the Lake on Friday, January 17, for possible sites.
Chair Griffin said the direction from the City Council was to establish a memorial
to which names could be added, such as Vietnam veterans. He presented
information on creating a brick walkway set in sand, similar to one that is located
in Catalina, which would surround a stone memorial. He passed around an
engraved brick and pictures. The fee to purchase a memorial brick in Catalina is
$50, but Chair Griffin stated the fee could be set by the city. Chair Griffin said he
has all the information on engraving and ordering bricks. Memorial bricks could

be purchased by private citizens or by the city and would not have to be for a
specific memorial.
Discussion followed regarding including this recommendation along with the
Memorial Plaque Guidelines and recommendations that is scheduled to be
discussed by the City Council at their January 28th meeting. The Director advised
he could withdraw the item for discussion so that this matter could be included.
Commissioner Allred suggested installing a generic memorial or rock with a plaque
in the ground with the brick walkway surrounding it. Chair Griffin said the entire
walkway is installed,and when a brick is engraved in memory of someone, the plain
brick is replaced by the engraved one. Discussion followed on who would cover
the cost of installing the walkway and memorial.
Commissioner Allred made a motion for the committee to continue researching the
possibility of installing a memorial surrounded by the engraved brick walkway,
including the costs. Commissioner Stevens seconded the motion.
Following discussion on the guidelines for purchasing bricks and what types of
memorials would be allowed, the motion was unanimously approved.
Chair Griffin Said he will continue with his research on the walkway and memorial,
and Director Pekkain said he will request that the guidelines for memorials in parks
be withdrawn from tomorrows City Council meeting so all the information can be
presented at one time.
A committee meeting was set for 7 p.m. on February 1 Ith prior to the City
Council meeting at City Hall.
REPORTS FROM
THE DIRECTOR
OF RECREATION
Monthly Reports Director Pekkain pointed out the increase in memberships at the Sports Center
from December 1995 to 1996 from 153 to 325.
All other monthly reports were accepted without comment.
CPRS Conference Director Pekkain said he will have confirmations for the California Parks and
Recreation Conference scheduled March 13-16, 1997, in Sacramento at the
February commission meeting. Commissioner Allred advised she will not be
staying Saturday night due to a prior commitment on Sunday.

Program Highlights The Director reviewed memos from Recreation Supervisors Miller and Hanlon
reviewing department highlights for 1996. Copies of the memos are attached to
the original copies of these minutes.
Department Goals
for 1997-98 Director Pekkain reviewed the department goals for 1997-98 which were initiated
at the department planning meeting in December. A copy of the goals is attached
to the original copy of these minutes.
The Director advised he has met with some nonprofit groups regarding offering
activities to people with disabilities. In addition, a separate section will be included
in the department's spring activity guide which will offer a four -week pottery class.
Chair Griffin requested that commissioners bring any goals they might have to the
February commission meeting for discussion.
1997 Pool Fees
and Schedule The Director reviewed the proposal for 1997 pool fees and schedules pointing the
differences in individual season passes and pool rental fees. A copy of the
proposal is attached to the original copy of these minutes.
Discussion followed on the change in fees for the individual season passes.
Commissioner Allred stated she did not understand how the new fees were
computed. After further discussion, Director Pekkain said he will get clarification
from Recreation Supervisor, Guy Miller, to be presented at the Commission's
February meeting.
The commission also discussed the season swim pass for residential daycare
providers.
CPRS Workshop The Director referred the commissioners to a flier they had received regarding a
California Parks and Recreation District I Workshop in Vacaville on February 7.
He invited the commissioners to attend if they were interested.
Commission
Appreciation Affair The Director informed the Commission that the annual Commissioners'
Appreciation Affair is scheduled for February 20th at the Performing Arts Center.
Bambino Baseball
Request Director Pekkain said that the Bambino Baseball League's request to change fields
from M Park to B Park will not be feasible since M Park includes multi -use fields
which the youth soccer league uses. The Director said the league has been
informed, but he will follow up with a letter.

Field Use Meetings The Director reported he has had one field use meeting with the youth baseball and
softball leagues and has another one scheduled for Thursday, January 30, for youth
baseball (13-18 years) and adult soccer, men's baseball and Pop Warner football.
He said he will keep the commission informed of any changes.
CPRS Awards
Banquet The Director informed the Commission that the annual CPRS community service
awards banquet will be held in Rohnert Park on March 1. The City's volunteer will
be honored and Recreation Supervisor, Guy Miller, will be inducted as incoming
president of the California Parks and Recreation Society - District I. He
encouraged the commissioners to attend. Commissioner Stevens said he has
another commitment and will not be there.
MATTERS FROM
COMMISSIONERS
Commission Committee
Appointments Chair Griffin reviewed the current committee assignments and asked incoming
Commissioner Carlson if she had any preferences. Commissioner Carlson said she
would be interested in the Senior Activities Committee and the Budget Committee.
She did not want to be part of the Skate Park Committee.
Director Pekkain stated that former Commissioner, Elizabeth Desmond, indicated
that she would be interested in staying on the Skate Park Committee as an ad hoc
member. Discussion followed on whether Commissioner Plaisted might be
interested in replacing former Commissioner Desmond on that committee.
Chair Griffin asked if one of the commissioners would be interested in being on the
committee studying activities for people with disabilities. None of the
commissioners indicated an interest.
Commissioner Stevens stated he would like to continue on the Aquatics
Committee and would be a back-up on the Budget Committee.
Director Pekkain advised that City Councilman, Jake Mackenzie, will be the
Council's liaison to the Parks and Recreation Commission.
Council Commission
Appointments Commissioner Stevens asked about the two commission appointments that were
not made by the City Council at their January 14th meeting. Chair Griffin said he
has been advised that he was being reappointed by Councilman Mackenzie.
Discussion followed regarding the other appointment.

ADJOURNMENT There being no further business, the meeting was adjourned at 8:33 p.m. to an
adjourned meeting on Monday, February 24, at 7:30 p.m. to be held in the City
Hall council chambers, 6750 Commerce Blvd.
