1997/09/10 Parks and Recreation Commission Minutesr ROHNERT PARK PARKS AND RECREATION COMMISSION MINUTES OF ADJOURNED MEETING September 10, 1997 The Rohnert Park Parks and Recreation Commission met this date at 7:00 p.m. for an adjourned scheduled meeting at the Rohnert Park Community Center 5401 Snyder Lane, Rohnert Park, with Commissioner Griffin presiding and leading the Pledge of Allegiance. ROLL CALL Present: (4) Commissioners Allred, Griffin, Stevens and Tatman Absent: (1) Commissioner Carlson Also present for the entire meeting was Director of Recreation, James Pekkain. POSTING OF MEETING'S knowledged the posting of meeting's agenda by the AGENDA Chairman Griffin ac Director of Recreation. PUBLIC HEARING Chairman Griffin stated the purpose of tonight's meeting was to hear comments regarding the construction of a flat skate park in the southwest section of Golis Park (G-Park). STAFF REPORT Recreation Director Pekkain gave a brief report on how the design of the skate park was proposed and why Golis Park was selected as the location for the skate park over Eagle Park or Benicia Park. He mentioned the City Council's suggestion to add trees as a buffer for houses in the vicinity of the proposed skate park and to consider metal coating in the design plans due to the importance of attractiveness. He also mentioned AB 1296 and the conditions for liability immunity for cities. A copy of the report is attached to the original copy of these minutes. Director Pekkain stated, for the record, he had received a petition opposed to the construction of a flat skate park area in Golis Park with (105) signatures. He also indicated the Gold Ridge PTA opposed the construction of a flat skate park in Golis Park and (24) teachers at Gold Ridge Elementary School opposed the skate park near any elementary school. (Copies of the petitions and the letter from the Gold Ridge Elementary School PTA are attached to the original copy of these minutes.) Commissioner Allred ^ said she felt adults were setting poor adult role models. She indicated the kids designed the facility and needed a place to call their own. Commissioner Stevens said he felt the skate park might be located farther from the elementary school and control of hours and restrictions on the skate park needed to be set. Commissioner Griffin said he felt the visibility of the skate park was good and the kids were involved with the skate park design. Director Pekkain suggested the Commission review their decision at the next Parks & Recreation Commission meeting on Monday, September 15, 1997, to allow for additional input and then make their final recommendation for the City Council's review. The Commission agreed and set the next meeting for their final recommendation. Commissioner Allred stated she would be of town during the Monday meeting. MATTERS FROM COMMISSIONERS Joint -Meeting with the City Council Chairman Griffin stated Thursday, September 25, was the night the City Council set for a joint meeting with the Commission to be held at Mountain Shadows Golf Course starting at 6:30 p.m. Page - 3 Rohnert Park Parks and Recreation Commission Minutes September 10, 1997 Joint -Meeting Agenda Items Chairman Griffin requested agenda items for the meeting. The following items were submitted: update on Director of Recreation's position, fencing at schools, use of Creekside Middle School play field, and use of school facilities. Chairman Griffin stated this item will be on the agenda for Monday's meeting and additional items may be suggested. ADJOURNMENT There being no further business, the adjourned meeting was adjourned at 9:00 p.m. to a regular meeting on Monday, September 15, 1997, at 7:30 p.m. to be held in the City Hall council chambers, 6750 Commerce Blvd. Chairman Page-4
