FOUNDATION BOARD/CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the meeting to order at 5:00 p.m., the notice for which being legally noticed on September 17, 2020. There was no physical location for this meeting but the agenda included language on how to observe the meeting and how to submit public comment. Participating via Zoom Video Communications: Joseph T. Mayor's Recognition: Recognizing the City of Rohnert Park Information Technology Department for their service to the City during the COVID-19 pandemic. Mayor Callinan read and presented it to IT Operations Manager Rowley, IT Analyst Son, IT Technician Viduya and Part Time IT Assistant Reischenbock. B. Mayor's Proclamation: Proclaiming October 2020 as Domestic Violence Awareness Month. Mayor Callinan read and presented it to Madeleine Keegan O'Connell, CEO of YWCA Sonoma County. PUBLIC COMMENTS Deputy City Clerk Machado read comments submitted by Kimberley Finale, who spoke about RVs and oversized vehicles parked by homeowners on public streets and requested Council to add this issue to an agenda. 5. Approval of Minutes of Board Special Meeting held on January 14, 2020 6.3. Acceptance of 2020 Financial Report ACTION: Moved/seconded (Mackenzie/Belforte) to approve the Foundation Board Consent Calendar. Motion carried by the following 4-0-1 roll call vote: AYES: Adams, Belforte, Mackenzie, and Callinan,NOES: None, ABSTAINS: None, ABSENT: Stafford 7. REGULAR ITEMS: A. Authorize Staff to Waive Minor Temporary Use Permit (TUP), and Minor Encroachment Permit Fees and Building and Fire Inspection Fees Associated with Minor TUPs for Outdoor Business Service Expansions as a Response to COVID-19, Refund Fees Collected to Date and Appoint an Ad-Hoc Subcommittee to Assist Staff as Necessary. Development Services Director Pawson. Recommended Action(s): 1) Authorize fee waivers for Minor Temporary Use Permits, Minor Encroachment Permit Fees and Building and Fire Inspection Fees associated with Minor Temporary Use Permits for outdoor business service expansion program; 2) direct staff to refund fees that have been paid to date by early applicants; and 3) form COVID-19 Business Support Ad Hoc Committee for the purpose of providing advice regarding additional minor fee waivers by outdoor operations, to serve for the duration of one year, and appoint committee members. PUBLIC COMMENTS: Deputy City Clerk Machado read comments submitted by Cullen "Cully" Williamson who requested restaurant be allowed tents with at least 2 sides. ACTION: Moved/seconded (Callinan/Adams)to Form Ad Hoc COVID-19 Outdoor Business Subcommittee for the purpose of providing advice regarding additional minor fee waivers and potential operating regulations for outdoor business service expansions, to serve for the duration of one year, and appoint Mayor Callinan and Councilmember Stafford to serve as committee members. Motion rescinded by Mayor Callinan. ACTION: Moved/seconded (Callinan/Mackenzie) to 1) authorize fee waivers for the common permits and inspection services associated with the outdoor business service expansion program in order to encourage businesses to work with the City without fear of additional financial burden and 2)direct staff to refund fees that have been paid so that early applicants are not penalized for their efforts to work with the City. Motion carried by the following 4-0-1 roll call vote: AYES: Adams, Belforte, Mackenzie, and Callinan,NOES: None, ABSTAINS: None, ABSENT: Stafford ACTION: By consensus (none opposed), Mayor Callinan will attend the Mayors and Councilmembers Meeting this Friday with Dr. Maze and return to Council- Foundation Board & City of Rohnert Park City Council September 22, 2020 RPFA/CDC Successor Agency Page 4 of 5 to discuss County's direction regarding the State's definition of"outside operations." B. Council Discussion Regarding Sunrise Park Improvements Director of Public Safety Mattos and Council discussed the use of the park by unpermitted groups. Director Mattos informed that he has been consistently assisting Community Services at"S Park"to offer encouragement and education regarding large gatherings and current health order to the public. ACTION: By consensus (none opposed) Chief Mattos shall have discretion to move from education and encouragement to enforcement of current health orders. City Manager Jenkins discussed potential improvements to "S Park" with the Council and requested Council to add an item to the agenda increasing appropriations to 1) install nets between the back to back pickle ball courts; and 2) add striping to existing tennis courts to increase the number of pickle ball courts. ACTION: By consensus (none opposed), Council directed staff to move forward with the installation of the portable nets and have the Parks and Recreations Commission review the potential striping of the existing courts and come back to Council at a future City Council Meeting with a request to increase appropriations. PUBLIC COMMENT: Deputy City Clerk Machado read comments submitted by the following: April Garcia stated all community members and unpermitted groups should follow COVID protocols to ensure player safety. Vincent Bunker spoke of the demand for the turf field and"S Park" use by unpermitted groups and groups from other cities. Vincent Bunker requested Public Safety to be present at the park during the hours of 6:30 and 7:00 p.m. C. City of Rohnert Park's Response to Novel Coronavirus (COVID-19) A verbal report was provided by City Manager Jenkins, who shared and explained the "Blueprint for a Safer Community 7-Day Data" for our County and stated that we are currently on the Tier One (Purple or Widespread) Category. City Manager Jenkins further informed what facilities may re-open if the County moves from Tier 1 to lower categories. He also provided an update regarding staffing work shifts based on exposure and department needs. PUBLIC COMMENT: None. Council received and accepted the Report. 8. Sonoma Count,,Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) Board of Directors Meeting(9/14) Vice Mayor Mackenzie reported on the meeting. 2. Zero Waste Sonoma Board of Directors Meeting(9/16) No Report D. Other Reports: 1. 2020 Fall Economic Forecast with Dr. Chris Thornberg (9/16) Councilmember Adams provided a summary on her attendance to this conference and informed that Dr. Thornberg's forecast is very positive due to the public having funds waiting to be spent once the pandemic is over. 9. COMMUNICATIONS None. 10. MATTERS FROM/FOR COUNCIL At the request of Councilmember Belforte and Mayor Callinan, staff is directed to add an item to the next agenda to consider waiving permit fee for the installation of an emergency generator as requested by Robert Stewart, Vice President of Neighbors Organized Against Hunger(NOAH) By consensus (none opposed) staff is directed to add to a future agenda a discussion item to discuss rates/fees for the installation of generators and how they compare with other cities' fees. 11.
