1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY JOINT REGULAR MEETING -
CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 p.m.,the notice for which being
legally noticed on October 22, 2020. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

3.A City Clerk and Public Safety Update Regarding In-Person Voting Places and Ballot
Drop Boxes.
City Clerk Lopez Cuevas reported on voting options, ballot drop box and in-person polling
locations in Rohnert Park, and the operating hours of polling places. Lieutenant Koffler reported
on secure and safe voting in Rohnert Park.

5.E Authorize the City Manager to Execute Amendment 1 to Task Order 2020-01 with GHD,
Inc. for Additional Design Services for the Commerce, Adele, and Alison Sewer
Replacement Project(Sewer System Master Plan Implementation Project- CIP 2019-20)
in an amount not to exceed $167,927 and a total Task Order amount not to exceed
$246,387

6.A Discussion and Direction Regarding Code Compliance Division—Activity Update
and Quarterly Report—Third Quarter,2020. Senior Code Compliance Officer Kirk
presented this item. Recommended Action(s): Receive and File Code Compliance Division
Quarterly Report for Third Quarter, 2020.

6.B City of Rohnert Park's Response to Novel Coronavirus(COVID-19)
A verbal report was provided by City Manager Jenkins, who shared that COVID-19 cases in
Rohnert Park have risen 43% in 4 weeks, with 59 new cases in the last week. Out of all Bay Area
Counties, Sonoma County is the only county that continues to he in the Purple/Widespread
transmission tier. Rohnert Park is at 20 cases per day per 100,000, which is worse than the county
average. He also shared that the County is doing COVID-19 testing at the Burton Rec. Center and
provided information on resources the County is providing for those who test positive.

Mayor Callinan reported there was not a quorum to hold the meeting but they did
received an update from General Services Operations Manager Kelly that the golf
course is in the worst shape it has ever been in.

No report.
3. Rohnert Park-Cotati Library Advisory Board Meeting(10/20)
Councilmember Adams reported on meeting.
4. Chamber of Commerce Board of Directors Meeting(10/20)
Councilmember Stafford reported on meeting.

8. COMMUNICATIONS
Councilmember Stafford spoke about a news article written about Council's discussion regarding
climate change at the October 13, 2020 City Council meeting. Councilmember Stafford stated the
Council does believe in climate change and was discussing how to include it in the General Plan.
