1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:01 p.m., the notice for which being
legally noticed on November 19, 2020. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

2. PRESENTATIONS
A. Mayor's Proclamation: Honoring Human Resources Technician Sharon Morrow
on the Occasion of Her Retirement
Mayor Callinan read the proclamation and presented it to Ms. Morrow, who was thanked for her
21 years of service to the City.
3. DEPARTMENT HEAD BRIEFING
A. Certificate of Achievement for Excellence in Financial Reporting presented to the
City of Rohnert Park for its Comprehensive Annual Financial Report for the Fiscal Year
ended in June 30, 2019

Finance Director Bali presented the item and thanked Finance staff for their hard work in
earning this award.
4. PUBLIC COMMENTS
Deputy City Clerk Machado read comments submitted by the following:
Brian Narelle stated he is concerned about a man who is often at G Park harassing others.
Dave Grundman requested a correction to a Recology study and city newsletter regarding a rate
increase.
Diane Borr spoke about comments made by councilmembers regarding a constituent's comment
regarding COVID made at the last meeting.

ACTION: Moved/seconded (Mackenzie/Stafford)to approve the Consent Calendar
with the exception of Item 5.B.8 and 5.C.
Motion carried by the following 4-0-1 roll call vote: AYES: Adams,

5.C. Adopt Resolution 2020-100 Accepting the Development Impact Fee Report for Fiscal
Year July 1, 2019 through June 30, 2020
ACTION: Moved/seconded (Mackenzie/Stafford) to approve Item 5.B.8. with the
following correction: section 7E should be titled "City of Rohnert Park's
Response to Novel Coronavirus (COVID-19)" and to approve Item 5.C.
with the following correction: Section 2A of the Resolution should read
Affordable Housing Linkage Fee.
Motion carried by the following 4-0-1 roll call vote: AYES: Adams,
Stafford, Mackenzie, and Callinan,NOES: None, ABSTAINS: None,
ABSENT: Belforte.
6. REGULAR ITEMS:
A. Receive an Informational Presentation Regarding the Climate Center's "Climate-
Safe California" Vice Mayor Mackenzie presented this item. Recommended Action(s):
Receive an informational presentation regarding the Climate Center's "Climate-Safe California."
PUBLIC COMMENTS: None.
Council received the informational presentation.
B. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
A verbal report was provided by City Manager Jenkins indicating that to get out of the Purple
Tier Category, the County needs to have under 7 cases and we currently have 16.9 cases per
100,000. He has heard that pop-up testing sites all around the County have been pretty full and
the County did add a pop-up testing site for this Friday,November 27, at 9:00 a.m. at the Burton
Avenue Rec. Center. Building officials and fire marshals have been working together to create
restaurant guidelines that were approved by the County's Health Department. The guidelines
are published now and the City is working to make sure businesses are adjusting to the new
guidelines.

PUBLIC COMMENT: Deputy City Clerk Machado read comments submitted the following:
Chris Borr spoke about comments made by Council at the last City Council meeting and
thanked City Manager Jenkins for his reports made for the past 9 months regarding COVID and
other topics.
Pedro Garcia spoke about the Latinx community not adhering to COVID guidelines and asked
what Council and the City can do to educate businesses owned by the Latinx community.
Council received and accepted the Report.

Councilmember Stafford reported on the meeting.

Vice Mayor Mackenzie reported on the meeting.

9. COMMUNICATIONS
Vice Mayor Mackenzie commented on the City's press release issued by the Department of
Public Works today regarding the City's Integrated Pest Management Program. He noted that
the City is working with a technical advisory committee related to which pesticides were being
utilized in our park system.
10. MATTERS FROM/FOR COUNCIL
Councilmember Adams thanked Janelle and her sister Paula, who are homeless advocates in the
City for their work. Councilmember Adams made a post on Facebook requesting socks for the
homeless community and quickly gathered 400 pairs of socks and $960 in donations to buy
socks.
