MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:07 p.m., the notice for which being
legally noticed on January 7, 2021. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

A. Presentation by Rohnert Park and Petaluma Health Center Chief Administrative
Officer Pedro Toledo Regarding Rohnert Park Health Center's Covid-19 Response.
Pedro Toledo spoke about health disparities and how to increase access to prevention focused
healthcare to the people of Rohnert Park and surrounding areas.

Finance Director Bali informed that there was a formatting issue on page 2 of the cash report,
which has been corrected by way of submission of Supplemental Item 6.A.1. and requested
Council to adopt Supplemental Item 6.A.1. as part of the consent calendar.

including Supplemental Item 6.A.1.

A. Council Consideration of Proposed FY 2021-22 Budget Work Session Schedule
Finance Director Bali presented this item. Recommended Action(s): Select dates in April
2021 for budget-hearing work sessions to consider the City of Rohnert Park's proposed FY
2021-2022 budget.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed Staff to schedule budget-
hearing work sessions on April 12 and April 22, 2021 from noon to 5:00
p.m.
B. City of Rohnert Park's Response to Novel Coronavirus (COVID-19)
City Manager Jenkins presented this item. Recommended Action(s): Receive report on
COVID-19 Emergency and provide direction regarding City's response to COVID-19
Emergency.

Priscilla Mendoza requested Council to consider providing aid to small businesses.

ACTION: By consensus (none opposed), Council directed Staff to introduce Pedro
Toledo from the Rohnert Park Health Center with the Rohnert Park

C. PUBLIC HEARING (Noticed: January 1, 2021): Receive Update on SOMO Village
Project, Conduct a Public Hearing and Consider Approval of Large Lot Tentative Map
for the SOMO Village Project (PROJ2014-0008) (CEQA Review: Consistent with Sonoma
Mountain Village Program EIR(SCH No. 20070521116)
Director of Development Services Pawson presented this item. Recommended Action(s): 1)
Receive an update on the project; 2) Conduct a Public Hearing; and 3) Adopt Resolution 2021-
007 Approving a Large Lot Tentative Map to Allow the Subdivision of Property Located South
of Camino Colegio, West of the Southeast Specific Plan, East of the Smart Rail and North of E.
Railroad Avenue (APNS 46-051-040, 46-051-042, and 46-051-045)
Disclosure of potential conflict of interest:
Mayor Giudice stated that he leases premises in SOMO Village and therefore has a potential
financial conflict of interest and will recuse himself from this item.
Mayor Giudice departed the meeting at 6:29 p.m.
Vice Mayor Elward assumed the gavel.
Vice Mayor Elward declared a brief recess at 6:40 p.m. and reconvened the meeting at 6:50
p.m.

Applicants Brad Baker, Owner, SOMO Village LLC and Jack Robertson, President, Tableau
Development Company(Development Consultant to SOMO) spoke in support of this item.
Britanny and Sean Roney, Deborah Stratton, Emily Donahue, Mireille Belofsky and Natalie
Ayers-Jones spoke in opposition of this item.
Jane Huneke spoke against building buildings higher than two-stories adjacent to her street.

D. General Plan Update— Climate Change Element
Planning Manager Beiswenger presented this item. Recommended Action(s): Receive a
presentation and provide direction on the incorporation of climate action policies into the
General Plan.
PUBLIC COMMENTS: None.
Council received and accepted the Report.
ACTION: By Majority (Linares and Giudice opposed), Council directed Staff to
move forward with their recommendation to have a blended approach and
incorporate climate change policies throughout the General Plan as well
as having a standalone Climate Change Element.

Council Meeting.
