1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC SPECIAL MEETING
- CALL TO ORDER/ROLL CALL
Mayor Giudice called the special meeting to order at 12:00 p.m.,the notice for which being
legally noticed on January 4, 2021. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

2. DISCUSSION AND DIRECTION REGARDING CITY COUNCIL STRATEGIC
PRIORITIES
This Strategic Priorities Workshop was facilitated by Jan Perkins, Vice President of
Management Partners, who was assisted by Claire Coleman. Discussions lead by Jan Perkins
included the following topics: learn more about each other and set foundation for governing
together, share answers from council and city manager to two questions: (a) someone who
influenced me early in-life and (b) a successful team is one that; set the context for goal

setting; review accomplishments, challenges, current initiatives and opportunities; discuss and
establish council priorities; and discuss how to stay on course with the priorities.
Public comments read by Office Assistant Avila and Deputy City Clerk Machado:
Adrianne Lauby, Charleen Gavette, Alcina Horstman Kelsey Vero, Megan Gordon, Jim
Duffy, Jerry Threet requested police oversight.
Esa Wroth, Christopher Wroth and Marni Wroth spoke of the death of Branch Wroth.
Mackenzie Mackling spoke of affordable Housing, Renter Rights and Climate Change.
Pete Gang, Barbara Mackenzie, Jake Mackenzie, Carol Goodwin Buick, Jenny Blaker, Laurie
Eisler, Sonoma County Climate Activist Network (SoCoCAN!), Wayne Yamagishi, Mike
Turgeon, Matthew Renner, Ann V. Edminster, Shirley Johnson, Christine Hoex, Connie
Madden, Treebel Solimani Masihi and Lauren Ornelas spoke of Climate Emergency
Resolutions and/or climate change.
Sara Jordan spoke of transparency, public engagement, communication tools and the need to
address the needs of vulnerable populations.
Fanny Lam spoke of the need for a service center, climate change and commitment to have
the downtown area developed.
Steve Ketih spoke of Town Halls meetings and public engagement.
Julie Royes spoke of community engagement, transparency, COVID response and climate
change.
Paula Brown, Celeste Murad, Janal Reyes spoke of homelessness.
Chris Borr spoke of COVID-19 local response, oversight of public safety and 2021
redistricting requirements as well as homelessness and city financial performance.
Mayor Giudice declared a brief recess at 1:41 p.m. and reconvened the meeting at 1:51 p.m.
For the record, Councilmember Adams stated that the good work being done by the Rohnert
Park Public Safety Department should be recognized as well.

ACTION: By consensus (none opposed), Management Partners will complete a
workshop report that will include the feedback shared by Council
today, including Council's already established goals as well as
exploring three new goals: climate change, services for the unhoused
and police/community relations; Council will confirm these priorities
at a future City Council Meeting; Priority setting meetings are to be
held every two years.
