1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on January 21, 2021. There was no physical location for this meeting
but the agenda included language on how to observe the meeting and how to submit public
comment.

[Due to the storm expected today] Mayor Giudice announced that if we lose connection to
zoom communications due to a power outage, we will reschedule this meeting; if a
councilmember is disconnected but there is a quorum, the meeting will continue.

3. PRESENTATIONS
A. Mayor's Annual Report by Phil Smith, District Manager of Marin Sonoma
Mosquito and Vector Control District
Phil Smith spoke about public education campaigns, mosquito related diseases, and district
budget for 20-21. Also present was Veronica Siwy, newly appointed City Representative to
the Marin/Sonoma Mosquito & Vector Control District.
B. Military Banner Program Update by Andy Durkee
Andy Durkee spoke about the program background, procedure and funding and informed that
the City of Rohnert Park has 42 current active military banners installed throughout the City.
4. DEPARTMENT HEAD BRIEFING
A. "I Heart Rohnert Park" Celebration Plan Update.
Deputy Director of Community Services Cindy Bagley provided the update and spoke of
how the City is going to celebrate "I Heart Rohnert Park" including providing promotional
items for participants, sharing recipes, talent show,prize drawing, scavenger hunt, virtual 5K
and other activities.
5. PUBLIC COMMENTS
Office Assistant Mia Avila read comments submitted by:
Kevin Hager spoke about City's fees charged for the Golis Park baseball field by the Best
Friends K-9 Club versus baseball teams.
Paula Brown stated Public Safety relations with the shelterless have improved and requested
portable restrooms and handwashing stations be added to a future agenda.
Janal Reyes requested a timeline for prioritizing the homeless services hub.

7. REGULAR ITEMS:
A. Discussion and Direction Regarding the Purchase of a New Type 1 Fire Engine
for the Public Safety Department.
Deputy Chief Bates presented this item. Recommended Action(s): Purchase a new Type 1
Fire Engine not to exceed the amount of$637,102.18. Staff will follow up with a future item
on the Consent Calendar to appropriate the funds and make the purchase.

B. Update on 2040 General Plan Update.
Planning Manager Beiswenger presented this item. Recommended Action(s): Receive a
presentation on the work completed to date on the Rohnert Park, 2040 General Plan Update.
PUBLIC COMMENTS:
Office Assistant Mia Avila read a comment submitted by Chris Meyer,who stated that
outreach stopped in 2019 and requested public be included in this process.
ACTION: By consensus (none opposed), Council directed Staff to move forward
with their recommended action regarding Introduction, Community
Development (Land Use) Element and Economic Development
Element.
ACTION: By consensus (none opposed), Council directed Staff to bring back
options to potentially include racial equity in the General Plan.
Mayor Giudice declared a recess at 7:30 p.m. and reconvened the meeting at 7:40 p.m.
C. Discussion and Direction on Amendments to the Northwest Specific Plan Area
for a Hotel Project Proposed by Ishaq Trading Corporation on a 7.7 Acre Parcel,
Located at the Northwest Corner of Dowdell Avenue and Golf Course Drive West
Director of Development Services Pawson presented this item. Recommended Action(s):
Consider and provide direction on amendments to the Northwest Specific Plan to allow for a
7.7 acre hotel project proposed by Ishaq Trading Corporation.
Councilmember Linares and Vice Mayor Elward departed the meeting at (due to loss of
electric power)
Mayor Giudice declared a recess at 7:50 p.m. Councilmember Linares and Vice Mayor
Elward returned to the meeting and the meeting was reconvened at 7:57 p.m.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed Staff to move forward
with amending the Northwest Specific Plan to allow the proposed
hotel project to move forward, including the proposed hotel height and
the hotel being allowed on a site smaller than 10 acres.
Mayor Giudice declared a recess at 8:02 p.m. and reconvened the meeting at 8:09 p.m.
D. Sonoma County Mayors' and Councilmembers' Association Matters:
Consideration of Supporting "Letters of Interest" for Appointments to Vacancies by
the Mayors' and Councilmembers' Association Board and the City Selection
Committee.
City Manager Jenkins presented this item. Recommended Action(s): 1) supporting
submitted letters of interest for various City Selection Committee and Mayors' and
City of Rohnert Park Joint Regular Meeting Minutes for City Council January 26, 2021
RPFA/CDC Successor Agency Page 5 of 9
Councilmembers' Association appointments. It is also recommended that if late nominations
are received or if the City Selection Committee or Mayor's and Councilmembers'
Association recommends alternates, that the City Council authorize the Mayor or his/her
designated representative the authority to vote on these late nominations or recommendations
at the City Selection Committee or Mayor's and Councilmembers' Association meeting; and
2) Confirm Mayor's letter designating an alternate voting representative to attend Mayors'
and Councilmembers' Association and City Selection Committee meetings.
1. Mayors' and Councilmembers' Association Board Appointments
a. ABAG Executive Board, two positions, to fill vacated terms of Jake Mackenzie
(June 2021) (Rohnert Park) (Member) and Michael Carnacchi (June 2021)
(Sebastopol) (Alternate). Term would expire June 2021.
ACTION: Mayor Giudice nominated Susan Adams (Rohnert Park) for ABAG
Executive Board Member. Seconded by Councilmember Stafford.

ACTION: Councilmember Linares nominated Ariel Kelley (Healdsburg) for

b. Sonoma County Agricultural Preservation& Open Space District Citizens
Advisory Committee, three positions, to fill the vacated terms of John Dell'Osso
(June 2021) (Cotati) and Leah Gold (February 2021) (Healdsburg); and the
expired term of Neysa Hinton(February 2021) (Sebastopol). Terms expire two
years from appointment.
ACTION: Councilmember Stafford nominated Brian Barnacle (Petaluma),Neysa
Hinton(Sebastopol) and Ariel Kelley (Healdsburg) for Sonoma
County Agricultural Preservation& Open Space District Citizens
Advisory Committee. Vice Mayor Elward seconded the nominations.

City Clerk Lopez Cuevas read a comment submitted by Neysa Hinton who requested Council
support her request for appointment to MTC and Ag+Open Space.
ACTION: Moved/seconded (Stafford/Adams) to confirm Mayor Giudice designation of
the other City Councilmembers as alternate voting representatives to attend
City Selection Committee or Sonoma County Mayors' and Councilmembers'
Association meetings if he is unable to attend.

Vice Mayor Elward requested City Manager to look into the comment related to Golis Park
and get back to the Council about the issue; the request was supported by Councilmember
Adams and Councilmember Stafford.
10. MATTERS FROM/FOR COUNCIL
Councilmember Adams thanked Senior Analyst L. Tacata and City Staff for securing a
vaccine distribution site in Rohnert Park.
11. PUBLIC COMMENT
Julie Royes spoke about the "I Heart Rohnert Park" event being inclusive and uplifting. She
requested residents names be left out of public comments.
