W H E R EA S, John E. Borba was appointed to the City of Rohnert Park Planning Commission on January I,
2009 and has served as a Planning Commissioner with extraordinary distinction for over 11 years (2009-2020); and
WHEREAS, given his natual leadership ability as a facilitator and possessing the utmost of respect of his
colleagues, John E. Borba served as Vice-Chair of the Planning Commission for one ( 1) year (2015) and presided as
Chair of the Planning Commission for three (3) years (2009, 2010, 2016) respectively; and
WHEREAS, while presiding as Chair of the Planning Commission, John E. Borba played a significant role
in numerous projects of interest to the community, most notably the approval of the Stadium Lands Five Creek Planned
Development bringing in to Rohnert Park a 135 unit apartment complex, a 132 room hotel, a 0.65 park and a 34,300
square foot retail center, for which Commissioner Borba participated in a General Plan amendment approved in 2020
eliminating the retail site to allow development of a 73-unit high density residential project.
WHEREAS, John E. Borba with his expertise and knowledge of land use development and keen legal eye,
provided remarkable assistance in the review and processing of numerous land use actions: adoption and annexation
of the Southeast Specific Plan, and Northwest Specific Plan, countless design reviews of Development Area Plans
within the University District; the design review and approval of four (4) new hotels to the City of Rohnert Park
(Oxford Suites, Cambria, Fairfield Inn and Home 2 Suites); active participant in the Development Area Plan for Amy's
Kitchen Drive-Thru, one of the nation's top brands of natural and organic foods and the first ever drive-thru of its
kind; and the development and implementation of countless land use and municipal code policies that have and will
shape Rohnert Park now and in the future; and
WHEREAS, it is the sincere and heartfelt desire of the Planning Commission and each of its members to
recognize and honor, with utmost gratitude, by this Resolution, the outstanding service Mr. Borba had rendered to the
City of Rohnert Park, its civilians, and property owners.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Rohnert Park
hereby honors John E. Borba for dedicating his valuable time and tireless efforts to improve the quality of life for
the present and future civilians of the City of Rohnert Park and declare profound appreciation to John E. Borba for
his outstanding leadership on the Planning Commission as member, Vice Chair and Chair.

W H ER EAS, Susan Haydon was appointed to the City of Rohnert Park Planning Commission on January 1,
2011 and has served as a Planning Commissioner with extraordinary distinction for over 9 years (2011-2020); and
WHEREAS, given her natual grace and unwavering stewardship as a member of the Planning Commission
and possessing the utmost of respect of her colleagues, Susan Haydon served as Vice-Chair of the Planning
Commission for four (4) years (2012, 2016, 2019, 2020) and presided as Chair of the Planning Commission for one
(1) year (2017) respectively; and
WHEREAS, while presiding as Chair of the Planning Commission, Susan Haydon played a significant role
in numerous projects of interest to the community, most notably the approval of a Site Plan and Architectural Review
and Conditional Use Permit for Clearwater @ Sonoma Hills, a 90 unit, 114 bed assisted living and memory care
facility providing a much needed senior service that was desired in the City of Rohnert Park. Additionally, under the
guidance and leadership of Susan Haydon, the 92 unit high density residential project known as Avram House, was
entitled and is currently under construction.
WHEREAS, Susan Haydon with her expertise and knowledge of land use development and a passion for
environmentally friendly conscious land development, provided remarkable assistance in the review and processing
of numerous land use actions: adoption and annexation of the Northwest Specific Plan; adoption of the Stadium
Lands Planned Development, the approval of four (4) new hotels to the City of Rohnert Park (Oxford Suites,
Cambria, Fairfield Inn and Home 2 Suites); active participant in the adoption of Design Guidelines for Commercial,
Mixed-Use and Multi-Family Buildings as well a decision making member of the Planning Commission in the
development and adoption of the Form Based Code for the larger Downtown District Amenity Zone; and the
development and implementation of countless land use and municipal code policies that have and will shape
Rohnert Park now and in the future.
WHEREAS, it is the sincere and heartfelt desire of the Planning Commission and each of its members to
recognize and honor, with utmost gratitude, by this Resolution, the outstanding service Ms. Haydon had rendered to
the City of Rohnert Park, its civilians, and property owners.
