MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:03 p.m., the notice for which being
legally noticed on February 4, 2021. There was no physical location for this meeting but the
agenda included language on how to observe the meeting and how to submit public comment.

Mayor Giudice read the proclamation and presented it to Vice Mayor Elward.
B. Mayor's Proclamation: Recognizing February 12, 2021 as Chinese New Year
Mayor Giudice read the proclamation and presented it to Planning Commissioner Fanny Lam.

4.SSU STUDENT REPORT
Yeimi Perez Bravo, Senator for Community Affairs and Emily Ann Miller, Vice President of
External Affairs of Sonoma State University Associated Students, Inc. (SSU ASI) provided an
update and spoke about SSU monitoring the budget, preparing advocacy strategies and
fulfilling basic needs for on and off campus students by providing food. SSU is also launching
a virtual tutoring program for grade students.

6.PUBLIC COMMENTS
Deputy City Clerk Machado read comments submitted by:
Brian Narelle, Bonnie Black, Rita Maloney and Terrie O'Dell spoke in support of the Best
Friends Canine Club and of harassment against Best Friends Canine Club by a resident.
Steven Keith spoke of public not having face-to-face contact with council during public
comment and requested meetings be open to the public.
Chris Meyer spoke about 2040 General Plans and requested Council to change "gasoline
service stations" to "EV charging stations."
Penny Link spoke in support of the Best Friends Canine Club.
Kelly Child stated racial equity requires reinforcing the social and mental construct of racial
segregation.

Finance Director Bali and Pun Group Auditor Vanessa Burke presented this item. Also present
was Pun Group Auditor Andrew Roth. Recommended Action(s): Adopt Resolution 2021-011
Authorizing the City Manager to Increase Appropriations for FY 2021-21 to Transfer Assigned

Planning Manager Beiswenger presented this item. Recommended Action(s): Conduct a
Public Hearing and Adopt Resolution 2021-012 Approving a Development Area Plan
DAP) for Vast Oak North Phase 3B Development Area Plan I: Motor-Court (Four-
Pack)/Conventional Lots and Parkways Strips at University District(Various APNS)

C. Discussion and Direction Regarding a Climate Change Emergency Resolution
City Manager Jenkins presented this item. Recommended Action(s): Provide direction
regarding a climate emergency resolution including direction to bring back a resolution(with
revisions based on discussion) for adoption at a future meeting.
Tanya Narath, STCA/RCPA Director of Climate Programs, provided an update on the Climate
Mobilization Strategy.
PUBLIC COMMENTS:
Deputy City Clerk Machado read comments submitted by Jake Mackenzie,Julie Royes and
Holly Neal, who spoke in support of this item and Kelly Child, who spoke against this item.
ACTION: By consensus (none opposed), Council directed staff to bring back the
draft resolution presented tonight for further discussion and direction at
a future meeting.
9.COMMITTEE/LIAISON/OTHER REPORTS
A. Standing Committees:
1. Education Committee (2/2)
Mayor Giudice reported that the history and scope of the committee was discussed. It
was decided that there was interest in meeting on a regular basis with SSU. The
Committee has organized a meeting on Wednesday February 17, 2021 with Dr. Eyler
and Joyce Lopes from SSU. The Committee wants to re-kindle the 2x2x2 meetings
between the City of Cotati, the Cotati-Rohnert Park Unified School District and the
City of Rohnert Park. Staff has placed Mayor and Vice Mayor on the School District's
agenda for February 16, 2021. In addition, the Committee learned that Cotati has a
desire to participate and staff will set a date to begin meeting again.

10. COMMUNICATIONS
Councilmember Stafford spoke about the Education Foundation and reminded residents they
may donate and drop off children's school supplies at the Department of Public Safety.
Mayor Giudice informed he attended the Mayor's Consortium last week. Their guest speaker
was Assembly Speaker Anthony Rendon who spoke about CARES Act and the need to treat
California equitably regardless of a city's population.
Mayor Giudice stated he meets with all Sonoma County Mayors and the Chair of the Board of
Supervisors every Thursday at 4pm. He reminded residents to visit socostopscovid.org for
more information. Mayor Giudice also reminded those who are retired healthcare workers or
ex-military health care professionals who are interested in volunteering to visit
healthcarevolunteers.ca.gov.
Mayor Giudice stated he met with the new SSU Police Chief Nader Oweis and discussed
community outreach and his excitement to collaborate with the City.
Mayor Giudice reported that he addressed the Rancho Cotate High School Associated Student
Body. The students are interested in environmental causes, equity and diversity.
