COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the board special meeting and joint regular meeting to order at 5:00 p.m.,
the notice for which being legally noticed on February 18, 2021. There was no physical
location for this meeting but the agenda included language on how to observe the meeting and
how to submit public comment.
Participating via Zoom Video Communications:

A. Black History Month Presentation by Tina Rogers
Tina Rogers presented this item and spoke about the history of Black History Month, the
history of American music, and teaching multi-cultural arts to students in Sonoma County.
4. DEPARTMENT HEAD BRIEFINGS
A. Department Briefing regarding Updated Rohnert Park Municipal Code 9.48,
Alcohol Offenses, Loud and Unruly Gatherings, and Social Host Accountability
Director of Public Safety Mattos presented this item and spoke about the amended ordinance
regarding loud and unruly gatherings and enforcement activities.
B. Traffic Signal Upgrade: Flashing Yellow Arrows
City Manager Jenkins presented this item and spoke about the City's plan to install flashing
yellow arrows.
ACTION: Moved/seconded (Giudice/Adams) to reorder agenda to have Item 8
moved to Item 12.B.

04 with GHD, Inc for Additional Engineering Services for the Sewer Collection System
Master Plan for an Additional Amount of$19,642 and a New Total Amount of$283,959
6.K Approve and Authorize the City Manager to Execute a Consultant Agreement
Amendment#2 with WRA Environmental Consultants for an Additional Amount of
$46,000 and a Total Consultant Agreement Amount of$132,360 for the Keiser Avenue
Widening Project (Project 2017-18)

Mayor Giudice declared a recess at 7:05p.m. and reconvened the meeting at 7:12 p.m.
B. Consider Authorizing Staff to Waive Permit Fees, Including any Applicable
Planning, Engineering or Building Permit Fees, for a Mobile Shower Unit to Serve
Unsheltered Individuals at the Faith Community Church of Rohnert Park Facility
Director of Development Services Pawson presented this item. Also present were Janal Reyes
and Paula Brown from Unsheltered Friends Outreach. Recommended Action(s): Authorize
staff to waive permit fees, including any applicable planning, engineering and building permit
fees, for a mobile shower unit to serve unsheltered individuals at Faith Community Church of
Rohnert Park, located at 7352 Boris Court.

City Manager Jenkins presented this item. Recommended Action(s): Provide direction
regarding a climate emergency resolution including direction to bring back a resolution(with
revisions based on discussion) for adoption at a future meeting.

E. Update of the City's Application Process for a Competitive Grant through the
Statewide Park Program for the Revitalization of Alicia Park and Discussion and
Direction Regarding the Submittal of the Application
Deputy Director of Community Services Bagley presented this item. Recommended
Action(s): Receive an update on the City's application process for a competitive grant through
the Statewide Park Program for the revitalization of Alicia Park. Provide staff with direction
regarding the submittal of the application.

10. COMMITTEE/LIAISON/OTHER REPORTS
A. Standing Committees:
1. Economic Development Committee (2/11)
Mayor Giudice reported they discussed current strategies on business attraction and
retention, being proactive in communicating with businesses, streamlining code
enforcement and the idea of our residents spending their excess stimulus dollars in the
City. A representative from the United States Department of Commerce attended the
meeting and Mayor Giudice had a follow up phone call with her where they discussed
the next round of grants available through the CARES Act, the City, the disadvantaged
communities, downtown, specific plans, and shared community with the Federated
Indians of Graton Rancheria.
2. Education Committee (2/17)
Mayor Giudice reported that Dr. Eyler and Joyce Lopes from Sonoma State University
(SSU) attended the meeting. Discussions included SSU's plans for housing and to bring
back students in the fall, overview of housing and food insecurity resources for
students, diversity and equity, environmental and sustainable programs, SSU's strategic
plan for 2025, and the suggestion of a future presenter being Dr. Sawyer, VP of Student
Affairs. Also discussed was the idea of a spirited community event involving SSU,
Cotati, Rohnert Park, and the Cotati-Rohnert Park Unified School District. The event
will be discussed further at the 2x2x2 meeting.

Mayor Giudice reported this meeting was cancelled and rescheduled to Friday,
February 26, 2021.
D. Other Reports:
Mayor Giudice reported that a letter was sent opposing SB9 unless it is amended and
encouraged residents and groups to write letters to our assembly member and State
Senators Bill Dodd and Mike McGuire, Pro tem Atkins, and to the Governor.
Mayor Giudice reported he attended a mayor's weekly meeting. The Governor has
mandated a change to the third party administrator for vaccine distribution; it will now be
Blue Shield.
Mayor Giudice reported he attended a consortium of mayors meeting where they discussed
lobbying days and engaging professional lobbyists.
Mayor Giudice reported he will be doing two videos a month: one with another
councilmember on topic that resonates with the councilmember and another by himself.
11. COMMUNICATIONS
Councilmember Adams stated she received a letter from Ginny, the owner of Cal State, about
her water bill and asks that a discussion be brought to council to future agenda.
ACTION: At the request of Councilmember Adams and Mayor Giudice, staff is
directed to add a discussion item to a future agenda regarding relief for
businesses that have been completely closed during the pandemic.

12. MATTERS FROM/FOR COUNCIL
A. Councilmember Request to Add Fireworks Discussion to a Future Agenda
ACTION: At the request of Vice Mayor Elward and Mayor Giudice, staff is
directed to add an item to a future agenda to discuss banning fireworks,
how to help the nonprofits affected by the ban and providing a
community celebration to a future agenda.
B. Receive Information Update on 2020 Small Grants Program and Consider a Small
Grants Program for 2021
Senior Analyst L. Tacata presented this item. Recommended Action(s): Receive report on
2020 Small Grants Program and provide direction whether to authorize a Small Grants
Program cycle in Fiscal Year 20/21.
