Parks and Recreation Commission and in accordance with City Council Protocols. There
shall be no limitation on the number of terms a Committee member may serve.
IV. Meetings
A. The Committee will hold a regular meeting at least quarterly, on the first Tuesday
of January, April, July, and October at 6 o’clock p.m. The Committee meetings will
be open to the public and held at the Community Center, or other previously
announced locations. The Committee will approve an annual regular meeting
schedule by January 31st each year.
B. A quorum will consist of a majority of the established Committee members.
C. All Committee meetings will be conducted in accordance with City practices,
customs, and policies. The latest approved version of Rosenberg’s Rules of Order
shall be used as a guideline.
D. All actions of the Committee will be decided by a majority vote or consensus and
will be directed through the Committee Chair.
E. Members of the public may address the Committee on any matter on the agenda at
the time the Committee takes up the item. Speaker time will be limited in
accordance with City Council Protocols.
F. The Chairperson or any two members of the Committee may call a special meeting,
provided that appropriate notice, in accordance with the Ralph M. Brown Act, is
delivered.
G. All members present must vote, except when abstaining due to a declared conflict
of interest. A failure or refusal to vote when present (except for a declared conflict
of interest) will be construed as an affirmative vote.
H. Any stated or perceived conflict of interest will be addressed in accordance with
Rohnert Park City Council Protocols (II. Order of Business, J. Disqualification for
Conflict of Interest).
V. Officers
A. The Officers will consist of a Chairperson and Vice-Chairperson who will be
elected at the Committee meeting in October of odd-numbered years for two year
terms that commence the first meeting of the next calendar year.
B. The Chairperson will preside over all meetings of the Committee; provide items to
the Director, or Staff, for meeting agendas; and perform such duties as directed by
the Committee.
C. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson.
VI. Staff
The Director of Public Works and Community Services, or designee is the City Staff liaison
to the Golf Course Oversight Committee. The Director will designate a Public Works staff
representative to work in conjunction with the Golf Course operator in matters relating to
the Committee purpose. While City staff may work closely with the Committee, staff
