1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING- CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m.,the notice for which being
legally noticed on May 6, 2021. There was no physical location for this meeting but the agenda
included language on how to observe the meeting and how to submit public comment.

6.K. Approval of Contract with Coro Northern California for Leadership Rohnert Park
Program in Amount Not to Exceed$80,000
ACTION: Moved/seconded (Adams/Stafford)to approve Item 6.K. with a clause
added to the contract that if the program cannot happen in person, parties
will reach a mutual agreement on a new schedule.

7. REGULAR ITEMS:
A. Discussion and Direction Regarding Police/Community Relations and
Accountability
City Manager Jenkins and Director of Public Safety Mattos presented this item.
Recommended Action(s): Receive informational report on Public Safety in Rohnert Park
including updates on laws, policies, practices, and procedures to address accountability.
Review police use of force and traffic stop data sorted by race. Provide further direction to staff
regarding addressing Council's strategic priority for Public Safety.

ACTION: By consensus (Adams, Linares, Stafford & Giudice), Council directed
staff to return to Council with options regarding a Public Safety Audit.
Vice Mayor Elward would like to this discussion item after community
engagement is addressed.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with options regarding Public Safety Quarterly updates.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with options regarding shared training with Public Safety and Council
including topics of sensitivity, explicit & implicit bias, BIPOC, LGBTQ
and racial profiling. The training would be open to the public in the form
of a Council Meeting. Councilmember Stafford supported the training but
requests further discussion on training topics.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with options regarding the formation of a Roundtable/Kitchen
Cabinet/Advisory group for Public Safety.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with options regarding resiliency training for officers to support their
physical &mental health.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with information regarding Public Safety one-on-one stewardship or
mentorship interviews between officers and their ranking officers.
ACTION: By consensus (none opposed), Council directed staff to return to Council
with options regarding community engagement.
Mayor Giudice declared a recess at 7:46 p.m. and reconvened the meeting at 7:57 p.m.
B. Consider Adopting a Resolution Declaring a Water Shortage Emergency,
Implementing Phase I Mandatory of the City's Urban Water Shortage Contingency Plan
and Requesting Customers to Reduce Water Use by Twenty Percent
Development Services Director Pawson presented this item. Recommended Action(s): Adopt
Resolution 2021-053 Declaring a Water Shortage Emergency,Implementing Phase 1

Mayor Giudice read a portion of a letter received on May 11, 2021 expressing gratitude to the
Council and Senior Analyst Leo Tacata for the Rohnert Park Vaccination Clinic.

PUBLIC COMMENTS: Deputy City Clerk Machado read a comment submitted by: April
Garcia who spoke about in person City Council Meetings.
A. Councilmember's Request to add a future item to the agenda regarding In Person
City Council Meetings.
This request made by Councilmember Adams was not supported by another Councilmember
and therefore will not be added to a future agenda.
B. Councilmember's Request to add a future item to the agenda regarding volunteer
requirements for non-profits seeking funds from the Rohnert Park Foundation.
