CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Giudice called the joint regular meeting to order at 5:00 p.m., the notice for which being legally noticed on May 20, 2021. There was no physical location for this meeting but the agenda included language on how to observe the meeting and how to submit public comment. Participating via Zoom Video Communications: Gerard Giudice, Mayor Jackie Elward, Vice Mayor Susan H. Adams, Councilmember Willy Linares, Councilmember Pam Stafford, Councilmember Absent: None. Mayor Giudice called for a moment of silence to commemorate the first anniversary of the murder of George Floyd. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming June 2021 as LGBTQ+ Pride Month Mayor Giudice read the proclamation and presented it to Christopher Kren-Mora, Sonoma County Pride President, Director of Marketing & Technology. Report on the 2019 Amendments made to the Rohnert Park Municipal Code Regarding False Alarms Director of Public Safety Mattos presented this item and stated the City has had a 24% decline in false alarms and a 38% decline in repeat false alarms since the amendments made to the municipal code regarding false alarms. 5. PUBLIC COMMENTS Deputy City Clerk Machado read a comment submitted by: Jim Duffy, Marni Wroth, Martha Paul, Joanne Collens, and Susan Collier Lamont, who spoke about police oversight; Chaska Wroth and Esa Wroth, who spoke about the death of Branch Wroth; Steve Keith, who spoke about in person City Council Meetings; Vicenzo Corazza who spoke about a Memorial Day event; Paul V. Anderson, who spoke about CAHOOTS; and Nichole Niklewicz, who spoke about police/community relations. 6. CONSENT CALENDAR 6.A. Acceptance of Reports from Finance Department: 6.A.1. Adopt Resolution 2021-055 Adopting an Appropriation Limit for the City of Rohnert Park for the 2021-22 Fiscal Year Pursuant to Article XIII B of the California Constitution 6.E. Adopt Resolution 2021-056 Authorizing and Approving the Increase of Appropriations for the Payment of the Post Employment Retirement System (CalPERS) Unfunded Accrued Liability 6.F. Adopt Resolution 2021-057 Declaring Weeds to be a Nuisance and provide for Weed Abatement pursuant to Government Code Sections 39560 through 39588; Article 2 - Alternative Procedures for Weed and Rubbish Abatement and set a Public Hearing for June 22, 2021 6.G. Receive and File Certification of Referendum Petition Against Ordinance No. 954, an Ordinance Repealing and Replacing Chapter 9.49 of the Rohnert Park Municipal Code to Prohibit the Sale and Use of Fireworks and Provide Direction Regarding Repeal or Election City Clerk Lopez Cuevas presented this item. Recommended Action(s): Receive and File Certification of Referendum Petition Against Ordinance No. 954, an Ordinance Repealing and Replacing Chapter 9.49 of the Rohnert Park Municipal Code to Prohibit the Sale and Use of Fireworks, and provide direction to staff regarding repeal or election. PUBLIC HEARING (Noticed May 14, 2021): Consider UDLLC Tentative Map and Development Area Plan I: Tentative Map to create 203 residential lots and DAP I for single family detached lots, mailboxes, parkway strips, tubular fencing,walls, basin, pilasters, and bike trail for the University District LLC development. (CEQA Status: Consistent with Final EIR for the University District Specific Plan and the Addendum to the EIR) Planning Manager Beiswenger presented this item. Recommended Action(s): Conduct a public hearing, and adopt resolutions to approve a Tentative Map for a 203 small-lot single- City of Rohnert Park Joint Regular Meeting Minutes for City Council May 25, 2021 RPFA/CDC Successor Agency Page 4 of 6 family subdivision and a Development Area Plan I (DAP I) for single family detached lots, mailboxes,parkway strips, tubular fencing, walls, basin,pilasters, and bike trail for the University District LLC development. Mayor Giudice declared a recess at 6:20 p.m. and reconvened the meeting 6:25 p.m. Kevin Pohlson, applicant, stated he is appreciative of the staff report and thanked the City for the vision they created with the 2000 General Plan for the University District. Discussion and Direction Regarding Replacement of Honeybee Wading Pool Director of Public Works and Community Services McArthur presented this item. Recommended Action(s): Provide direction for the replacement option for the wading pool at Honeybee Pool. PUBLIC COMMENTS: None. Discussion and Direction Regarding Potential Changes in Business Regulations to Facilitate Recovery Following the COVID-19 Pandemic, Including Fee Waivers, Streamlining of Design Review and Other Permitting, Signage, and Permanent Outdoor Activity Spaces Senior Code Compliance Officer Kirk and Planning Manager Beiswenger presented this item. Recommended Action(s): Provide direction to staff on potential changes in business regulations to facilitate recovery following the COVID-19 pandemic, including fee waivers, City of Rohnert Park Joint Regular Meeting Minutes for City Council May 25, 2021 RPFA/CDC Successor Agency Page 5 of 6 streamlining of design review and other permitting, signage, and permanent outdoor activity spaces. Joint Education Committee and Cotati-Rohnert Park Unified School District(5/12) Mayor Giudice reported on the meeting and stated Ramona Faith, Petaluma Healthcare District, provided information on their programs and grants they offer. Assistant City Manager gave a presentation on what the City is doing regarding homelessness. B. Liaison Reports: 1. Golf Course Oversight Committee (5/10) Councilmember Linares reported that he reported on this meeting during the May 11, 2021 City Council Meeting. 2. Chamber of Commerce Board of Directors (5/18) Councilmember Linares reported on the meeting. C. Outside Agency Appointments: 1. Zero Waste Sonoma(5/20) Councilmember Stafford reported on the meeting. 2. Mayors and Council Members' Association of Sonoma County Legislative Committee 5( /21) Vice Mayor Elward reported on the meeting. D. Other Reports: 1. Sonoma County Community Development Committee (5/19) Councilmember Adams reported on the meeting. 2. Association of Bay Area Governments (ABAG) Executive Board (5/20) Councilmember Adams reported on this meeting. 9. COMMUNICATIONS Mayor Giudice stated that many times it is councilmembers' spouses that bear the brunt of their service. Mayor Giudice thanked his wife of 29 years and congratulated Vice Mayor Elward and Jon who are celebrating their 181h year and thanked all of the councilmembers' significant others for the sacrifices they make so that they can help they City. MATTERS FROM/FOR COUNCIL Councilmember Stafford requested an update on having in-person City Council meeting. City Manager Jenkins provided a COVID-19 related update stating that councilmembers have expressed that they would like OSHA's updated workplace regulations prior to having in- person. These updated workplace guidelines are scheduled to be vote on by OSHA on June 3`d and the regulations would not go into effect until June 15t' so at the June 22°d meeting, at least the Councilmembers, City Manager, and City Attorney can be in person in the Council Chambers. The Governor may also change his executive order that allowed virtual meetings. 12. PUBLIC COMMENT None. 13.
