1. CALL TO ORDER
Chairperson Orloff called the regular meeting to order at 6:00 p.m.

5. CONSENT CALENDAR - ADOPTION OF MINUTES
5.1 Approval of the Draft Minutes of the Planning Commission Meeting of April 8,
2021.
ACTION: Moved/seconded (Striplen/Blanquie) to adopt Minutes of the Planning
Commission Meeting of April 8, 2021.
Motion carried by the following unanimous (5-0-0) roll call vote: AYES:
Austin-Dillon, Blanquie, Striplen, Lam and Orloff; NOES: None; ABSTAIN:
None; ABSENT: None.
6. AGENDA ITEMS
6.1 PUBLIC HEARING DEVELOPMENT AREA PLAN AND TENTATIVE
MAP (Continued from the March 25, 2021 Meeting) – File Nos. PLSD20-0003
and PLDP20-0003 – Brookfield Homes – Consideration of the following
Resolutions:
1. Resolution 2021-06 Recommending to the City Council the approval of a
Tentative Map to allow the subdivision of property located south of Rohnert Park
Expressway, east of the Green Music Center, and north of Copeland Creek (APN
047-131-026 and 027).
2. Resolution 2021-07 Recommending to the City Council the approval of a
Development Area Plan I (DAP I) for the single-family lot types and preliminary
front door placement, the stormwater basin, mailbox enclosures, common area
landscaping, subdivision fencing and walls, street trees, bike trail and
subdivision entry features at University District LLC on Property located south
of Rohnert Park Expressway, east of the Green Music Center, and north of
Copeland Creek (APN 047-131-026 and 027).
Planning Manager, Jeff Beiswenger, and Consultant Emmanuel Ursu, introduced the item
and answered questions from the Commission, including: the use of redwood trees in
regards to water intensity; plant species selected for landscaping; encouraging the use of
drought-tolerant native species for biodynamics and pollinators during drought; the
placement of houses (#1-19) near open space wetland area near Petaluma Hill Road and
Snyder Road and potential impacts; if this is an increase in houses from prior approvals;
total houses that have been approved in this specific plan; square footage of lot sizes; and,
limits of lot size in regards to the zoning designation.
Public Comment opened.
Applicant Kevin Pohlson from Brookfield Homes joined the meeting and answered
questions from the Commission, including: maximizing use of water conserving plants;
the use of recycled water for conservation; opportunities to increase the use of native
species while keeping consistent with the specific plan; approvals of the project including
the large lot tentative map; increasing landscaping in lots 38 & 39 to adhere to the
maximum lot size; total units approved (1,645) in the UDSP; and setbacks in the
wetlands in development area and open space to maintain the wetlands.
