1. CALL TO ORDER
Chairperson Orloff called the regular meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Led by Chairperson Orloff.

Absent: None.
Staff attending via Zoom Video Communications: Planning Manager, Jeff Beiswenger,
Housing Specialist, Jenna Garcia and Recording Secretary, Jennifer Sedna.
Staff present: IS Analyst, Mike Son.

5. CONSENT CALENDAR - ADOPTION OF MINUTES
5.1 Approval of the Draft Minutes of the Special Joint BPAC/Planning Commission
and Regular Planning Commission Meeting of March 26, 2021.
ACTION: Moved/seconded (Striplen/Austin-Dillon) to adopt Minutes of the
Special Joint BPAC/Planning Commission and Regular Planning Commission
Meeting of March 26, 2021.
Motion carried by the following unanimous (5-0-0) roll call vote: AYES:
Austin-Dillon, Blanquie, Striplen, Lam and Orloff; NOES: None; ABSTAIN:
None; ABSENT: None.
6. AGENDA ITEMS
6.1 PUBLIC HEARING – CONDITIONAL USE PERMIT - File No. PLUP21-
0002 – Michael Hayward/Faith Community Church - Consideration of Resolution 2021-
05 to operate a mobile shower unit within the existing parking lot south of the existing
church building at 7352 Boris Ct. (APN 143-370-008). The property is zoned high
density residential (R-H).
Planning Manager, Jeff Beiswenger, and Housing Specialist, Jenna Garcia, introduced the
item and answered questions from the Commission, including: service hours related to
the nearby school lunch hours; scenario planning for usage planning; length of use
permit; increasing the days of service; sign permit
Public Comment Open.
Applicant Michael Hayward with Faith Community Church joined the meeting and
addressed the Commission regarding access to the school.
Janal Reyes and Paula Brown from Unsheltered Friends Outreach joined the meeting and
expressed their gratitude for the consideration of this project.
Recording Secretary Sedna read comments submitted by the following: Michelle Baynes,
Stacie Isaacs, Carol Stephens, Chris Bongardt, Deena Morgan, Nancy Garibay, and an
anonymous person, who expressed support of the mobile shower unit and serving the
homeless population in the City.
Public Comment closed.
ACTION: Moved/seconded (Blanqie/Striplen) to adopt Resolution 2021-05,
adding a condition to allow a directional sign to be used during the event and,
approving a Conditional Use Permit (CUP) to operate a mobile shower unit at
7352 Boris Ct.
Motion carried by the following unanimous (5-0-0) roll call vote: AYES:
Austin-Dillon, Blanquie, Striplen, Lam and Orloff; NOES: None; ABSTAIN:
None; ABSENT: None.

9. ITEMS FROM THE DEVELOPMENT SERVICE STAFF
Staffperson Beiswenger noted that there are many meetings upcoming with items from
the University District Specific Plan Area.
