ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., the notice for which being
legally noticed on June 3, 2021. There was no physical location for this meeting but the agenda
included language on how to observe the meeting and how to submit public comment.

Mayor Giudice read the Proclamation and presented it Donata Mikulik, Sonoma County Elder

Also present was our Community Services Supervisor Foley who announced that our Senior
Center will reopen June 21, 2021.
Mayor Giudice stepped away from the meeting and Vice Mayor Elward assumed the gavel at
5:11 p.m.
B. Mayor's Proclamation: Proclaiming June 19, 2021 as Juneteenth in the City of
Rohnert Park
Vice Mayor Elward read the proclamation and presented it to Tina Rogers and Elaine B. Holtz.
Mayor Giudice returned to the meeting and reassumed the gavel at 5:18 p.m.

A. Consider adopting a Resolution Calling for a Special Election Regarding
Ordinance No. 954, an Ordinance of the City Council of Rohnert Park Repealing and
Replacing Chapter 9.49 of the Rohnert Park Municipal Code to Prohibit the Sale and Use
of Fireworks; Requesting Consolidation with the District Attorney Recall Election to be
held on September 14, 2021; Requiring Preparation of an Impartial Analysis; and
Establishing Requirements Regarding Ballot Arguments
City Clerk Lopez Cuevas presented this item. Recommended Action(s): Adopt Resolution
2021-065 Calling for a Special Election Regarding Ordinance No. 954, an Ordinance of the
City Council of Rohnert Park Repealing and Replacing Chapter 9.49 of the Rohnert Park
Municipal Code to Prohibit the Sale and Use of Fireworks; Requesting Consolidation with the
District Attorney Recall Election to be held on September 14, 2021; Requiring Preparation of
an Impartial Analysis; and Establishing Requirements Regarding Ballot Arguments; and
provide direction to staff on whether or not the Council would like to submit a direct argument
on behalf of the City.
PUBLIC COMMENTS: None.

be submitting a direct argument for this ballot measure.

B. Update on City's Fireworks Spectacular Show on July 4,2021
Deputy Director of Community Services Bagley presented this item. Recommended
Action(s): Receive an update regarding the plans for the City's "New Beginnings: Fireworks
Spectacular" fireworks display on July 4, 2021.
PUBLIC COMMENTS: City Clerk Lopez Cuevas read a comment submitted by: Sarah
Reid, who spoke about this item.
ACTION: By consensus(Linares, Stafford and Elward),Council directed staff to not
move forward with the City's "New Beginnings: Fireworks Spectacular"
fireworks display on July 4, 2021.
Mayor Giudice returned to the meeting and reassumed the gavel at 6:32 p.m.
C. Update on Foundation Replacement Funding Program for Non-Profit Fireworks
Booth Operators
Senior Analyst L. Tacata presented this item. Recommended Action(s): Receive an update
regarding the plans for the City of Rohnert Park Foundation's Summer Grant Program to
replace non-profits' fireworks fundraising revenue.
PUBLIC COMMENTS: City Clerk Lopez Cuevas read a comment submitted by: Jamie
Black, who spoke about this item.
ACTION: By consensus (Adams, Linares, Stafford and Elward), Foundation Board
directed staff to cancel the Replacement Funding Program for Non-Profit
Fireworks Booth Operators.
D. PUBLIC HEARING (Noticed: May 28, 2020): Proposed City of Rohnert Park
Community Facilities District No. 2021-01 (Bristol Services), Adopting a Resolution
Establishing the Community Facilities District and Certifying the Results of the Special
Tax Election and Introduce an Ordinance Levying the Special Tax (CEQA Status:
Consistent with the Environmental Impact Report for the University District Specific
Plan)
Director of Development Services Pawson presented this item. Recommended Action(s):
conduct a public hearing, adopt Resolution 2021-066 Establishing City of Rohnert Park
Community Facilities District No. 2021-01 (Bristol Services), authorizing the Levy of Special
Taxes and Calling an Election Therein; adopt Resolution 2021-067 Acting as the Legislative
Body of City of Rohnert Park Community Facilities District No.2021-01 (Bristol Services),
Certifying the Results of the June 8, 2021 Special Tax Election in said Community Facilities
District; and introduce and waive reading of Ordinance 955, An Ordinance of the City Council
of the City of Rohnert Park, California, Acting in its Capacity as the Legislative Body of City
of Rohnert Park Community Facilities District No. 2021-01 (Bristol Services), Authorizing the
Levy of a Special Tax within said Community Facilities District

City Clerk Lopez Cuevas conducted the election, tabulated the ballots cast, and declared
the election results. There was one(1)qualified voter in the Community Facilities District
and its ballot was cast. The results of said election and the number of votes cast for
Propositions A and B were unanimous, in favor of both propositions.

City Clerk Lopez Cuevas presented this item. Recommended Action(s): Recommended
Action(s): 1) supporting submitted letters of interest for various City Selection Committee and
Mayors' and Councilmembers' Association appointments. It is also recommended that if late
nominations are received or if the City Selection Committee or Mayor's and Councilmembers'
Association recommends alternates, that the City Council authorize the Mayor or his/her
designated representative the authority to vote on these late nominations or recommendations
at the City Selection Committee or Mayor's and Councilmembers' Association meeting.

ACTION: Councilmember Stafford nominated Rohnert Park Mayor Gerard
Giudice for Golden Gate Bridge, Highway & Transportation District.

fill a vacated term of David Cook Sonoma. (Unspecified term)
2. Mayors' and Councilmembers' Association Board Appointments
a. North Bay Division, League of California Cities, one position (primary/alternate),
currently being filled by alternate John Sawyer(February 2021) (Santa Rosa), due
to resignation of Rachel Hundley, Sonoma. Term expires two years from
appointment.
ACTION: Councilmember Stafford nominated John Sawyer(Santa Rosa) for the

the City of Rohnert Park Foundation Budget for Fiscal Year 2021-2022.

Senior Analyst L. Tacata presented this item. Recommended Action(s): Direct staff to
develop recommendations to City Council to fund projects as proposed in the staff report to be
funded through American Rescue Plan Act program; approve proposed applicants and award
amounts listed on the staff report; and Adopt Foundation Board Resolution 2021-002
Authorizing Executive Director or his Designee to Enter Into City of Rohnert Park Foundation
Small Grants Program Agreements for Fiscal Year 2021-2022.

forward with their recommended actions.

10. COMMUNICATIONS
Mayor Giudice stated he participated at the Sonoma County Pride Parade and it was a
wonderful experience and was proud to represent Rohnert Park.
11. MATTERS FROM/FOR COUNCIL
A. Councilmember's Request to add a future item to the agenda regarding consideration
of a Flag Policy
Mayor Giudice requested staff to add a future agenda item to discuss the City's Flag
Policy. The request was supported by Vice Mayor Elward. In accordance with City Council
Protocols, this item will be placed on an upcoming City Council agenda for consideration
by the full Council.
B. Councilmember's Request to add a future item to the agenda regarding Districts and
Governing the whole City
Councilmember Stafford requested a future agenda item to discuss adopting policies or
guidance that deal with governing in districts. The request was supported by
Councilmember Adams. In accordance with City Council Protocols, this item will be
placed on an upcoming City Council agenda for consideration by the full Council.
