2021/06/22 City Council Resolution 2021-071 RESOLUTION NO. 2021-071 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING THE PROJECT LIST FOR SB 1 FUNDING FROM THE STATE ROAD MAINTENANCE AND REHABILITATION ACCOUNT (RMRA)AND AUTHORIZING SUBMITTAL OF THE PROJECT LIST TO THE CALIFORNIA TRANSPORTATION COMMISSION WHEREAS, in 2017, the Governor signed Senate Bill ("SB1"), also known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation and critical safety needs on both the state highway and local streets and road system by increasing per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees; and WHEREAS,California cities and counties are eligible to receive funding from the Road Maintenance and Rehabilitation Account ("RMRA")created by SB 1 for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system; and WHEREAS, the City expects to receive$827,368 in RMRA funds in FY 2021-22; and WHEREAS,the RMRA funds provide a significant boost to the City's local streets and roads for basic maintenance and safety, investing in complete streets infrastructure, using cutting-edge technology, materials and practices, and has significant positive benefits; and WHEREAS, SB1 emphasizes the importance of accountability and transparency in the delivery of California's transportation programs, and therefore requires cities and counties to provide basic annual RMRA project reporting to the California Transportation Commission ("CTC") in order to be eligible for RMRA funding; and WHEREAS, prior to receiving an apportionment of RMRA funds from the Controller in a fiscal year,the City must submit to the CTC a list of projects proposed to be funded with these funds, and include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement. NOW,THEREFORE BE IT RESOLVED, ORDERED AND FOUND by the City Council of the City of Rohnert Park: 1. The foregoing recitals are true and correct. 2. The following previously proposed and adopted projects may utilize FY 2021-22 Road Maintenance and Rehabilitation Account revenues in their delivery.
