Student Safety Policy
Arrest and Control
Impact Weapons
The Student Safety Policy concerning Arrest and Control and Impact Weapons Training shall be
in writing and given to all instructors. All students shall be informed of the policy prior to each
training session.
Facility Guidelines
Arrest and Control or Impact Weapons Training may take place at several sites, all of which
shall be adequate in size for the number of students to be trained and contain an appropriate ‘mat
room”.
Arrest and Control, along with Impact Weapons training will take place at one of the four below
listed facilities. Size of the facilities varies and the number of students will vary as well,
depending on space available.
1. Rohnert Park Department of Public Safety.

a. The training room consists of 625 square feet (25’ x 25’) of unobstructed floor
space. The space has a large roll up door for ventilation and a heater to conduct
the training.
b. The training room will be covered with fold out wrestling mats with 1 3/8” of
padding.
c. The room has a roll up door and is in the back of a fenced facility to keep learning
activities free of outside disturbances.
d. The facility includes restrooms, water fountains and separate locker rooms for
male and female students, each with showers.
e. Hand-sanitizer dispensers are located at the main doorways leading into the
building near the locker room access.
f. The training room has a readily accessible first-aid/trauma kit and AED.
g. The facility is a second run fire house equipped with fire extinguishers.
h. There is a telephone in the training room for quick communication with
emergency dispatch center.
i. The condition of the facility and equipment is regularly monitored by
instructional staff for any safety issues.
2. Burton Recreation Center

a. The training room consists of 5000+ square feet of unobstructed floor space for
training.
b. The training area will be covered with fold out mats and interlocking foam mats
for the training.
c. The training room is climate controlled with doors and windows for adequate
ventilation
d. Room windows are covered with blinds and tinting so learning activities can
occur without any outside interference or disturbances.
e. The facility has a sink and water fountain as well as separate restrooms for male
and female students.
f. Hand-sanitizer dispensers are located at the front door.
g. The training room has a readily accessible first-aid/trauma kit and AED
h. The facility has multiple fire extinguishers that are readily accessible.
i. Cell phones will be carried by instructors to ensure immediate access to
emergency communications.
j. The condition of the facility and equipment is regularly monitored by
instructional staff for any safety issues.
3. Rancho Cotati High School

a. The training room consists of 5000+ square feet of unobstructed floor space
for training.
b. The training area will be covered with three roll out wrestling mats with 1
3/8” foam.
c. The training room is climate controlled with doors and windows for adequate
ventilation
d. Room windows are covered with blinds and tinting so learning activities can
occur without any outside interference or disturbances.
e. The facility has a sink and water fountain as well as separate restrooms for
male and female students.
f. Hand-sanitizer dispensers are located at the front door.
g. The training room has a readily accessible first-aid/trauma kit and AED
h. The facility has multiple fire extinguishers that are readily accessible.
i. Cell phones will be carried by instructors to ensure immediate access to
emergency communications.
j. The condition of the facility and equipment is regularly monitored by
instructional staff for any safety issues.
4. Art Koch Range and Training Facility

Fairfield, CA 94533
a. The training facility consists of 3200 square feet of unobstructed floor space
for the training taking place
b. The floor will be covered with two roll out mats with 1 ½” foam padding.
c. The training room is climate controlled with doors and windows for adequate
ventilation.
d. Room windows are covered with blinds and tinting so learning activities can
occur without any outside interference or disturbances
e. The facility has a sink and water fountain as well as separate restrooms for
male and female students.
f. Hand-sanitizer dispensers are located at the entry doors to the facility.
g. The training room has a readily accessible first-aid/trauma kit and AED
h. The facility has multiple fire extinguishers that are readily accessible
i. Cell phones will be carried by instructors to ensure immediate access to
emergency communications
j. The condition of the facility and equipment is regularly monitored by
instructional staff for any safety issues.
The instructors and staff of all Arrest and Control or Impact Weapons Training courses shall
inspect the facility prior to the start of each training day to detect and correct safety hazards.
Safety Rules
A. Safety rules contained in the lesson plan are taught during the training classes and are
reemphasized prior to each active training session. Each student receives a copy of the
safety rules. These safety rules are also posted in the facility for individuals to review
prior to engaging in the exercises. Safety rules for arrest and control courses include the
following:
1. Stop action commands and procedures.
2. Location of first aid/trauma kits and procedures for medical aid incidents.
3. Mats shall be cleaned daily to minimize exposure to biohazards or airborne
particulate matter.
4. Instructors and students shall clean footwear each time they leave and return to the
mats.
5. Students shall immediately advise instructors of damage to the mats or other training
equipment
6. Possession of live weapons in the training room, including firearms, less lethal
munitions, chemical agents, electronic weapons, and edged weapons, is prohibited.
7. Designated blue rubber training weapons will be utilized where needed for given
exercises.
8. Students shall wear appropriate footwear and clothing to allow for flexibility of
movement, support, and personal safety.
9. The wearing of watches, rings and other jewelry during training exercises is
prohibited as they may represent a hazard to the wearer and other students.
10. Inappropriate behavior and horseplay will not be tolerated during instruction, practice
sessions or breaks.
11. Breaks will be scheduled and given no less than once every fifty (50) minutes of
training time. Breaks will be given as needed during more strenuous training
sessions.
12. Students will engage in instructor led “warm-up” and stretching exercises prior to any
training session. Additional “warm-up” and stretching will be conducted following
any extended break in training such as a lunch break.
13. Students will engage in instructor led “cool-down” exercises following any training
session.
14. Student must cover all open wounds and cuts before class begins. The wound shall be
covered with an appropriate sized band-aid or gauze pad and tape. If the injury occurs
during the training session, the student must notify the instructor immediately.
15. All instructional staff shall wear distinctive clothing so they may be easily identifiable
during training.
16. Communication equipment (portable radios and/ or cell phones) to be utilized in the
event of an emergency will be carried or shall be easily accessible by each instructor.
B. Students are provided with a demonstration of each exercise prior to the application
phase of training. This demonstration includes specific safety rules and appropriate
precautions inherent to the particular type of exercise being presented.
C. Designated instructor-to-student ratios apply to all students actively participating in
active exercises. Students not actively participating in the exercises remain at the staging
area and are supervised by an instructional staff member.
Instructor Qualifications
All lead instructors for Arrest and Control or Impact Weapons Training shall be a POST certified
Impact Weapons Training Instructor or the equivalent with required updates prior to training
classes.
Instructional Staff to Student Ratios
A. Due to inherent risks with arrest and control training, the number of instructors shall be
sufficient to provide adequate supervision over each participant. The ratio of staff to
students shall be:

Slow/Reduced Speed Practice Exercises 1/20
Warm Up/Cool Down Exercises 1/40
*All ratios except for Warm Ups/Cool Downs assume that one half of the students are actively
participating, and one half are passive. (e.g. An instructor/student ratio of 1 to 20 means that 10
students are actively demonstrating the technique and 10 students are assuming the “suspect”
role.)
Equipment
A. All training equipment is inspected and cleaned regularly.
B. Mats will be cleaned and disinfected prior to the start of each training session and this
action will be documented in the mat cleaning log.
C. Handcuffs will be examined prior to training use for damage and suitability for training.
D. Designated blue rubber training weapons will be utilized in lieu of actual weapons where
needed for given exercises.
Instructors shall be aware of student fatigue. Adequate breaks will be given in a location out of
the active training area. This area and students in the area shall be within view monitored by at
least 1 instructor to ensure safety and identify possible injuries.
Response to Injury
All injuries will be attended to as they occur and documented appropriately on the Departments
“Supervisor’s Report of Injury” form or a City’s Worker’s Compensation form. The POST
Regional Consultant shall be notified in writing within five (5) business days of any injury
requiring more than basic first aid.
ILLNESS OR INJURY GUIDELINES
I. Participants
A. MINOR ILLNESS OR INJURY: ROUTINE RESPONSE
1. On Site Instructors provides immediate evaluation and First Aid.
(Rohnert Park is a Public Safety Agency and therefore Police Officers
are trained as certified First Responders. This allows for on-site First
Responders during all training.)

B. IMMEDIATE, NON LIFE-THREATENING ILLNESS OR INJURY: URGENT
RESPONSE
1. On Site Emergency Medical Technician (EMT) provides immediate
evaluation and First Aid. . (Rohnert Park is a Public Safety Agency and
therefore Police Officers are trained certified Fire/EMS personnel also.
This allows for on-site EMT’s during all training.)
2. Instructors activate EMS by calling 911.

C. IMMEDIATE, LIFE-THREATENING ILLNESS OR INJURY:
EMERGENCY RESPONSE
On-Site Emergency First Responders SHALL:
1. Provide immediate evaluation and First Aid. (Rohnert Park is a Public
Safety Agency and therefore Police Officers are trained certified First
Responders. This allows for on-site First Responders during all training.)
2. Activate EMS by calling 911.
