2021/08/24 City Council Resolution 2021-093RESOLUTION NO.2021-093 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK ESTABLISHING A CASH FOR GRASS PROGRAM IN AMOUNT OF $40,000 AND AUTHORIZING THE CITY MANAGER TO ISSUE MONETARY REBATES UP TO $1,000 PER RESIDENCE FOR QUALIFYING PROJECTS AND APPROPRIATE AN ADDITIONAL $40,000 IN THE WATER ENTERPRISE FUND WHEREAS, the City of Rohnert Park is empowered to provide water service within certain boundaries; and WHEREAS, the City of Rohnert Park has the authority to provide rebates to water customers within its area of service while funds are available; and WHEREAS, on May 11, 2021, City Council declared a water shortage emergency and implemented Stage I Mandatory measures of the City's Urban Water Shortage Contingency Plan; and WHEREAS, staff is recommending implementation of a Cash for Grass rebate program consistent with other outreach and programs that nearby agencies are implementing to conserve water; and WHEREAS, the program intent is to encourage residents to reduce outdoor water use by reimbursing residents that convert their lawn to a water -efficient landscaping yard; and WHEREAS, the program is limited to residential customers at reimbursement of $1.00 per square foot of turf removed up to a total amount of $1,000 per residence; and WHEREAS, using an additional $40,000 in the Water Enterprise Fund to further leverage water savings throughout the community; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it recognizes the need to incentivize residents to use less water and directs staff to implement a Cash for Grass rebate program with a maximum $40,000 to be spent in in Fiscal Year 2021-2022 from the Water Enterprise Fund. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to disperse monetary rebates to water customers who qualify for the Cash for Grass program, up to $1,000 per residence. BE IT FURTHER RESOLVED that the Finance Director is authorized to increase appropriations by $40,000 for Fiscal Year 2021-22 in the Water Enterprise Fund (Fund 511) to fund the `Cash For Grass' rebate program DULY AND REGULARLY ADOPTED this 24th day of August, 2021.
