1. CALL TO ORDER
Chairperson Orloff called the regular meeting to order at 6:00 p.m.

5. CONSENT CALENDAR - ADOPTION OF MINUTES
5.1 Approval of the Draft Minutes of the Planning Commission Meeting of July 8,
2021.
ACTION: Moved/seconded (Austin-Dillon/Blanquie) to adopt Minutes of the
Planning Commission Meeting of July 8, 2021.
Motion carried by the following unanimous (5-0-0) roll call vote: AYES:
Austin-Dillon, Blanquie, Striplen, Lam and Orloff; NOES: None; ABSTAIN:
None; ABSENT: None.

6 .1 S tu d y S e s s io n - Outdoor Seating Areas
Planning Manager, Jeff Beiswenger, presented the item and answered questions from the
Commission.
ACTION: by Consensus (none opposed), the Commission received the
informational presentation and participated in the study session by offering input
on various topics such as: current enforcement of outdoor seating areas; making
cost-effective solutions available to businesses; addressing pedestrian and bicycle
safety; separation of outdoor dining areas and outdoor cafes; enforcement of best
practices without being too restrictive; preventing advertising with extended
space; incentivizing LID (lowimpact development) for urban runoff, inclusion of
vegetation, and ornamentation; the cost and timing of obtaining a temporary use
permits and administrative use permits; life-span of administrative use permits;
life-span of outdoor seating areas operating under temporary use permits; adjacent
outdoor seating areas and their impact on parking availability; design safety of
outdoor seating areas in parking lots; grant availability for outdoor seating areas
for businesses; and, notification to businesses of the necessity to remove
temporary canopies and other coverings.
