A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING AMENDMENTS TO THE GENERAL PLAN TO CLASSIFY BODWAY
PARKWAY AS A COLLECTOR ROADWAY
WHEREAS, the applicant, SOMO Village, LLC, filed a Planning application proposing
amendments to the General Plan (PLGP21-0001) in accordance with the City of Rohnert Park
Municipal Code ("RPMC"); and
WHEREAS, the proposed amendments would classify the existing segment of Bodway
Parkway between East Cotati Avenue and Maurice Avenue as a Major Collector, the existing
segment of Bodway Parkway between Maurice Avenue and Valley House Drive as a Minor
Collector, and the proposed segment of Bodway Parkway between Valley House Drive and
Railroad Avenue as a Minor Collector; and
WHEREAS, the proposed amendments require changes to the classification of Bodway
Parkway in the General Plan as attached to and incorporated in this Resolution as specified by
Exhibit 1; and
WHEREAS, the proposed amendments would amend Figure 2.2-1 (General Plan
Diagram), Figure 4.1-1 (Master Street Plan), and Table 4.1-4 (Roadway Improvements) to
implement the new roadway classification of Bodway Parkway, as shown in Exhibit 1 ("General
Plan Amendments"); and
WHEREAS, pursuant to California State law and the RPMC, public hearing notices were
mailed to all property owners within a 300-foot radius of the subject property and a public hearing
notice was published for a minimum of 10 days prior to the public hearing in the Community Voice;
and
WHEREAS, on July 29, 2021,the Planning Commission,upon reviewing and considering
the proposed amendments, adopted Planning Commission Resolution No. 202.1-13 recommending
that the City Council approve the General Plan Amendments; and
WHEREAS, on August 24, 2021, the City Council held a duly noticed public hearing at
which time interested persons had an opportunity to testify either in support or opposition to the
proposal; and
WHEREAS, the City Council has reviewed and considered the information contained in
the General Plan Amendment application for the proposal.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park makes the following findings and determinations with respect to the proposed General Plan
Amendments: that it does hereby authorize and approve the proposed General Plan Amendments.
Section 1. The above recitations are true and correct.
Section 2. Environmental Review:
A. The Planning Commission recommended and the City Council approved and
certified the original Program EIR for the Sonoma Mountain Village Project on July 22, 2010,
which included adoption of associated CEQA findings, Statement of Overriding Considerations,
and the Mitigation Monitoring and Reporting Program, as described in Resolution No. 2010-101
B. In March 2021, the City Council assessed the potential environmental impacts
associated with modifications to the SOMO Village Project and approved a Supplement to the
certified EIR(SEIR) and a Statement of Overriding Considerations as part of the SOMO Village
Project entitlements.
C. The proposed Tentative Map is consistent with the project analyzed in the Program
EIR and SEIR and will not result in additional environmental effects. Therefore, no additional
environmental review is necessary.
Section 3. Findings related to the General Plan Amendments. The City Council makes
the following findings concerning the General Plan Amendments proposed by Planning
Application No. PLGP21-0001:
1. That the proposed General Plan amendments would be consistent with specific
policies in the Land Use Element of the General Plan relative to the proposed
development.
Criteria Satisfied. The proposed General Plan Amendments are consistent with
specific goals and policies in Chapter 4 (Transportation) of the General Plan,
including:
• Goal TR-A Promote safe and efficient vehicular circulation throughout
Rohnert Park. Classifying Bodway Parkway as a Collector rather than an
Arterial will result in slower traffic speeds in an area where pedestrian
traffic and street crossings are anticipated to increase.
• Goal TR-C Build new roadways and improve existing roadways, where
necessary, in conjunction with new development. As the SOMO Village
project is constructed, improvements will be required to the frontage along
Bodway Parkway. Classification as a Collector will allow for the addition
of a protected bicycle path, pedestrian crossings, and other features that
will improve pedestrian and bicycle safety.
• Goal TR-F Encourage alternative modes of travel — including transit,
bicycles,and walking—by coordinating land use planning and development
with transportation and by promoting compact mixed-use development in
targeted areas. Improvements to Bodway Parkway will encourage
alternative modes of travel in conjunction with the SOMO Village mixed-
use development by creating a safer environment for walking and bicycling.
This will help promote the compact mixed-use development proposed within
SOMO Village and help connect to the Willowglen project to the east.
2. That a duly noticed public hearing has been held to receive and consider public
testimony regarding the proposed amendments to the General Plan Land Use Map.
Criteria Satisfied. A duly noticed public hearing on the proposed General Plan
Amendments was held by the Planning Commission on July 29, 2021 and a public
hearing was held by the City Council on August 24, 2021 to consider the General
Plan Amendments.
3. That the proposed General Plan amendments are consistent with the General Plan.
Criteria Satisfied. The General Plan envisions both the SOMO Village and
Willowglen developments as a mixed-use, pedestrian friendly areas with a wide

variety of housing types and non-residential activity. Designating Bodway Parkway
as a "Collector" will allow for the introduction of streetscape features that further
enhance the pedestrian friendly, mixed-use character of the project. In addition, a
portion of Bodway Parkway adjacent to M Park already supports parking and
pedestrian activity, despite designation as an "Arterial". Amending the General
Plan designation to reflect the current use of the roadway supports consistent
application of the General Plan.
4. The General Plan amendment approved for this Project will not cause the General
Plan to become internally inconsistent.
Criteria Satisfied. The General Plan Amendments proposed by the project
applicant are consistent with the proposed SOMO Village project, the Willowglen
Project and the current use of Bodway Parkway, particularly adjacent to M Park.
The General Plan Amendments and the remainder of the General Plan comprise an
integrated, internally consistent and compatible statement of polices for the City.
The various land uses authorized for the project are compatible with the objectives,
policies,general land uses,and programs specified in the General Plan,as amended.
The proposed street classification is compatible with and conforms to the
objectives,policies, general land uses, and programs specified in the General Plan.
The proposed street classification furthers the objectives and policies of the General
Plan and does not obstruct their attainment.
S. That the City has considered and evaluated the goals, objectives and policies of the
General Plan and finds that the proposed General Plan amendments are in
compliance with the General Plan.
Criteria Satisfied. The General Plan comprises many objectives, policies,
principles, programs, standards, proposals and action plans (collectively,
"policies"), as well as performance standards. The classification of Bodway
Parkway as a Collector implements many goals within the General Plan,
Transportation Chapter and supports the General Plan commitment to complete
streets.
Section 4. The City Council adopts the findings hereinabove, and approves the General
Plan Amendments amending the General Plan to classify Bodway Parkway as a Major Collector
between East Cotati Avenue and Maurice Avenue, and as a Minor Collector between Maurice
Avenue and Railroad Avenue, as described in Exhibit 1 attached to this Resolution by amending
Figure 2.2-1 (General Plan Diagram),Figure 4.1-1 (Master Street Plan),and Table 4.1-4(Roadway
Improvements)to implement the new roadway classification.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute documents pertaining to same for and on behalf of the City of Rohnert Park.
