1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m.,the notice for which
being legally noticed on August 19, 2021.
Present: Gerard Giudice, Mayor

Absent: None.

3. PRESENTATIONS
Presentation on the Early Learning Institute by Michele Rogers
Michele Rogers spoke about the Early Learning Institute, the services and programs they
offer, the impact of fires and the pandemic, and their emerging needs and ideas.
4. DEPARTMENT HEAD BRIEFING
A. Introduction of Tiarra Wagner, Community Services Manager
Director of Community Services Bagley introduced Community Services Manager Wagner.

B. Police Accountability and Community Relations Meetings by Director of Public
Safety Mattos
Director of Public Safety Mattos announced the upcoming Police Accountability and
Community Relations Meetings.
C. Encampment Located at Roberts Lake Park and Ride Parking Lot by Housing
Administrator Garcia
Housing Administrator Garcia provided information about the encampment and the resources
being provided to the individuals at the encampment.
Councilmember Adams left the dais at 5:34 p.m.
Councilmember Adams returned to the dais at 5:35 p.m.
5. PUBLIC COMMENTS
Kerstin McConihe spoke about spoke about housing people and skilled labor and community
hire.
Chris Borr spoke about the Rohnert Park Districting Grand Jury Report.
Steve Keith spoke about conserving water by not washing City vehicles and expanding the
independent auditor roll to include other city departments.
Rick Luttman spoke about the United Nations Association and the seventeen world goals of
the United Nations.
John McEntagart spoke about fireworks.
Steve Rangoussis spoke about homelessness and QuickHaven.
Janice Minotti, Ben Honsvick, Dana Miller, and Larry Roudebush spoke about homelessness
and homeless encampments in Rohnert Park.

6.D Adopt Resolution 2021-093 Establishing a Cash for Grass Program in Amount of
$40,000 and Authorizing the City Manager to Issue Monetary Rebates Up to $1,000
per Residence for Qualifying Projects and Appropriate an Additional $40,000 in the
Water Enterprise Fund
6.E Adopt Resolution 2021-094 Adopting the Amended Community Services
Recreation Program Cost Recovery Policy
6.F Adopt Resolution 2021-095 Authorizing the City Manager to Increase
Appropriations in the Digital Infrastructure and Video Competition Special Revenue

A. PUBLIC HEARING (Noticed on August 13, 2021): Conduct a Public Hearing
RE Consider Development Area Plan II for Vast Oak North Phase 3B (Willow at
University District- PLSD21-0001) for 128 single family homes and Master Landscape
Plans (CEQA Status: Consistent with Final EIR for the University District Specific Plan
and the Addendum to the EIR)
Planning Manager Beiswenger presented this item. Recommended Action(s): Conduct a
public hearing, and adopt a resolution to approve a Development Area Plan II (DAP II) for
128 single-family detached homes consisting of three floor plan types with three building
elevations and Master Landscape Plans for the Vast Oak North Phase 3B (Willow at
University District) Development.

Applicants Chris Zaballos and Jordan Tappin spoke in support of this item and
answered questions of Council.

ACTION: Moved/seconded (Stafford/Linares) to adopt Resolution 2021-096.

Disclosure of potential conflict of interest:
Mayor Giudice stated that he has a business in SOMO Village and therefore has a potential
financial conflict of interest and recused himself from item 7.B.
Mayor Giudice departed the meeting at 6:31 p.m.
Vice Mayor Elward assumed the gavel.
B. PUBLIC HEARING (Noticed on August 13, 2021): Conduct a Public Hearing
RE PLGP21-0001, General Plan Amendment to Classify Bodway Parkway as a
Collector Roadway and PLSD21-0001 and Tentative Map for SOMO Village Phase 1N-
A (CEQA Review: Consistent with the SOMO Village EIR and SEIR)
Director of Development Services Pawson presented this item. Recommended Action(s):
Conduct a public hearing and adopt resolutions approving: 1. A General Plan Amendment to
City of Rohnert Park Joint Regular Meeting Minutes for City Council August 24, 2021
RPFA/CDC Successor Agency Page 4 of 6
classify Bodway Parkway as a Collector roadway. 2. A Tentative Map for SOMO Village
Phase 1N-A subdividing Blocks 3, 4, 5, and 9 into 117 residential lots, including 116 single-
family lots and 32 airspace condominiums, and four parcels.

C. Consideration of Designating a Voting Delegate for the League of California
Cities Annual Conference - September 22-24, 2021.
City Manager Jenkins presented this item. Recommended Action(s): Consider designating
a voting delegate(s) for the League of California Cities Annual Conference held September
22-24, 2021 and directing staff to complete the Voting Delegate Form and submit it to the
League of California Cities

ACTION: Moved/seconded (Stafford/Adams) to select Vice Mayor Elward as the
voting delegate and Councilmember Adams as Alternate.

D. Discussion and Direction Regarding an Updated Financial Policy for General
Fund Assigned Reserves
Finance Director Bali presented this item. Recommended Action(s): Discussion and
direction regarding an updated financial policy for the City of Rohnert Park's General Fund
Assigned Reserves.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed staff to move forward
with the updated financial policy.
E. Discussion and Direction of Fiscal Year 2021-2022 Capital Improvement
Program Project Additions
Director of Public Works Garrett and Capital Improvement Program Project Manager
Zwillinger presented this item. Recommended Action(s): Discussion and Direction of
Fiscal Year 2021-2022 Capital Improvement Program Project Additions.

ACTION: By consensus (none opposed), Council approved the Fiscal Year 2021-
2022 Capital Improvement Program Project Additions and
Transportation Priority List.

A. Standing Committees:
1. Joint Education Committee Meeting (8/11)
Mayor Giudice reported that Merith Wiseman, Sonoma State University (SSU) Director
of Community Engagement and Strategic Initiatives, attended the meeting and spoke
about the ways SSU faculty can participate our community and she will analyze data,
including the census data. Shelly Gomez, SSU Race & Ethnicity Program Coordinator,
spoke about the work they are doing regarding housing and food assistance. David
Goodman, Chief Executive Officer of Redwood Empire Food Bank, made a presentation
to the committee and stated 8,000 households in Rohnert Park were served in the past
year and requested financial aid from all the cities. The schools discussed back to school
plans and homeschooling opportunities. City Manager Jenkins amplified the Council's
request for assistance from the Cotati-Rohnert Park Unified School District in finding a
new facility for 4Cs.

Gary Coffman spoke about debris at city center, using treated water to water gardens, a car
crossing at State Farm, and looking into why Cotati removed a roundabout.
