1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC SPECIAL MEETING -
CALL TO ORDER/ROLL CALL
Mayor Giudice called the special meeting to order at 2:30 p.m., the notice for which being
legally noticed on September 9, 2021.
Present: Gerard Giudice, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Willy Linares, Councilmember
Pam Stafford, Councilmember
Absent: None.
Staff present: City Manager Jenkins, City Attorney Kenyon, Assistant City Manager Schwartz,
Housing Administrator Garcia, Information Systems Operations Manager Rowley, Director of
Public Safety Mattos, Senior Code Compliance Officer Kirk, and Acting City Clerk Machado.
Mayor Giudice requested public comments be limited to one minute due to the number of persons
wishing to speak on Item 2.
2. UPDATE ON HOMELESSNESS AND REQUEST FOR DIRECTION ON
OPPORTUNITIES FOR SHORT-TERM AND PERMANENT HOUSING AND A NEW
CODE COMPLIANCE OFFICER POSITION
City Manager Jenkins, Assistant City Manager Schwartz, and Housing Administrator Garcia
presented this item. Recommended Action(s): 1. Receive update on City's response to
homelessness. 2. Discuss and provide direction on potential for use of City owned and other
properties for facilities to address homelessness. 3. Discuss and provide direction on creating a
new Code Compliance Officer I/II position to focus on public health and safety risks associated
with homeless encampments.
Vice Mayor Elward left the dais at 3:40 p.m.
PUBLIC COMMENTS: Julie Hull, Kim, Dr. Liz Burch, Nancy Hanson, Debbie Ziese, Ruth
Maloney, Carie Parisi, Sherie Breining, Katie On, Michael Ryan, Bill Johnson, Kirsten Perkett,

Tracey Sarganis, Cindy Antonetti, Bob Knapp, Rosalyn Exley, Paula Brown, Joe Callinan, Amy
Cooper-Graveman, Sandy Vevke, Shannon Potter, and Ryan McAllister spoke about this item.
Vice Mayor Elward returned to the dais at 4:14 p.m.
ACTION: By consensus (Adams opposed), Council directed staff to pursue Project
Homekey and any other available federal and state funding to establish
short-term and permanent housing for those experiencing homelessness
in Rohnert Park.
ACTION: By consensus (none opposed), Council directed staff to consider sites A
(751 Rohnert Park Expressway West) and B (6020 Labath Avenue) for
short-term and permanent housing.
ACTION: By consensus (none opposed), Council directed staff to work with
Providence Supportive Housing on short-term and permanent housing at
their property on Medical Center Drive.
ACTION: By consensus (none opposed), Council directed staff to return with a
resolution to approve adding a Code Compliance Officer I/II position that
will be focused on homeless encampments.
ACTION: Moved/seconded (Stafford/Adams) to permanently remove Goldridge
from any further consideration for any homeless sites.
Motion carried by the following 5-0-0 vote: AYES: Adams, Linares,
Stafford, Elward and Giudice NOES: None, ABSTAINS: None,
ABSENT: None.
4. ADJOURNMENT
