CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Giudice called the joint regular meeting to order at 5:05 p.m., the notice for which being legally noticed on September 9, 2021. Present: Gerard Giudice, Mayor Jackie Elward, Vice Mayor Susan H. Adams, Councilmember Willy Linares, Councilmember Pam Stafford, Councilmember Absent: None. Staff present: City Manager Jenkins, City Attorney Kenyon, Development Services Director Pawson, Finance Director Bali, Director of Public Safety Mattos, Director of Community Services Bagley, Director of Public Works Garrett, Senior Analyst L. Tacata, Senior Code Compliance Officer Kirk, Planning Manager Beiswenger, Accounting Supervisor Orozco, Accountant Valencia, Information Systems Operations Manager Rowley, and Acting City Clerk Machado. 2. PLEDGE OF ALLEGIANCE Led by Mayor Giudice. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming September 15 to October 15 as Hispanic American Heritage Month Mayor Giudice presented the proclamation to Maricela Ibarra of the Latino Alliance. B. Mayor's Recognition: Finance Department for Receiving Certificate of Achievement for Excellence in Financial Reporting Mayor Giudice presented the recognition to Finance Director Bali, Accounting Supervisor Orozco, and Accountant Valencia. By Charles Brody, Director of Legislative Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) Charles Brody was not present. Noelia Brambila, President, Sonoma State University Associated Students, reported that they welcomed almost 7,000 students and 2,000 of those are living on campus, they are up and running with their community partners such as Boys & Girls Club and Evergreen Elementary School, and wants to continue discussions about housing and food insecurity and fostering a partnership with the City. 5. DEPARTMENT HEAD BRIEFING None. Councilmember Adams left the dais at 5:19 p.m. Councilmember Adams returned to the dais at 5:23 p.m. 6. PUBLIC COMMENTS Gary Coffman spoke about public comments made during the September 14, 2021 Special Meeting and homelessness. Steve Keith spoke about the City's engagement with the public. Debra Nelson spoke about parking, trash, speeding, and fire hydrants being blocked on Santa Alicia Drive. 7. CONSENT CALENDAR 7.A. 7.A.1. PUBLIC HEARING (Noticed on September 3, 2021): Consider Alder(Seasons) Development Area Plan II: DAP II for 52 single-family detached homes consisting of four floor plan types with three building elevations for the University District LLC development. (CEQA Status: Consistent with Final EIR for the University District Specific Plan and the Addendum to the EIR) Planning Manager Beiswenger presented this item. Recommended Action(s): Staff recommends that the City Council conduct a public hearing, and adopt a resolution to approve: A Development Area Plan II (DAP II) for 52 single-family detached homes consisting of four floor plan types with three building elevations for the University District LLC development. City's Voting Position on Resolution Packet for the League of California Cities Annual Conference—September 22-24, 2021 Conference City Manager Jenkins presented this item. Recommended Action(s): Provide direction to the voting delegate and alternate regarding City's position on Resolution Packet and Proposed Bylaws Amendments for the League of California Cities Annual Business Meeting scheduled for Friday, September 24, 2021. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Stafford/Linares)to direct the voting delegate and alternate to vote yes on the resolutions and bylaw amendments. Discussion and Direction on Recommendations to Reduce the City's Outstanding CalPERS Unfunded Accrued Liability (UAL) and Refinance Part or All of the City's UAL Finance Director Bali presented this item. Recommended Action(s): Review recommendations to reduce the City of Rohnert Park's (City's) Outstanding CalPERS Unfunded Accrued Liability (UAL) and refinance part or all of the City's UAL. PUBLIC COMMENTS: Chris Meyer spoke about this item. ACTION: Moved/seconded (Stafford/Linares) to fund a portion of UAL through reserves and issue debt financing for remaining UAL. This maximizes annual and total savings, while using excess reserves.
