A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING THE ADDITION OF A CODE COMPLIANCE OFFICER I/II POSITION
TO THE DEVELOPMENT SERVICES DEPARTMENT AND INCREASING
APPROPRIATIONS IN THE AFFORDABLE HOUSING RESIDENTIAL FEE FUND
WHEREAS; the Development Services Department includes both the City's housing
staff and code compliance staff; and
WHEREAS, the City's code compliance staff has primary responsibility for enforcing
the provisions of the Municipal Code on private property; and
WHEREAS, the City's code compliance staff has increasingly been coordinating with
the City's housing staff to assist with the provision of services to individuals experiencing
homelessness and manage the abatement of public health and safety risks on public as well as
private property; and
WHEREAS, adding a Code Compliance Officer to the Department would allow staff to
respond to increasing need for abatement of public health and safety risks on public property as
well as manage the core Code Compliance Program; and
WHEREAS, the cost of the position, including the vehicle and equipment necessary to
support the position, can be funded by existing budget appropriations within Fund 189, however
using the budget that way would not allow the City to make capital investments in housing
projects, which it had anticipated doing; and
WHEREAS, the City has adequate fund balance in Fund 148, the Affordable Housing
Residential Fee Fund, to make the capital investments in housing projects, an allowable use of
this fee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve the addition to a Code Compliance Officer I/II in
Development Services Department at the existing rate 46RP in the City's approved salary rate
and range schedule.
BE IT FURTHER RESOLVED that the Finance Director is authorized to make
amendments to the City's budget and appropriations as necessary to cover the salary, benefits,
vehicle and equipment for the Code Compliance Officer I/II in Fund 189, reduce appropriations
of$185,250 in the contractual services budget in Fund 189, and increase appropriations by
$185,250 in Fund 148 to make capital investments in a housing project.
