1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on October 7, 2021.

A. Mayor's Proclamation: Proclaiming October 2021 as Filipino American History
Month
Mayor Giudice presented the proclamation to Leo Tacata, City of Rohnert Park Senior
Analyst; Hanna Alferez, Filipino American Association of Sonoma State University; Cora
Bacani, Pilipino American Association of Rohnert Park; Efren "Jay Jay"Rico, Jr., Rohnert
Park Parks and Recreation Commission Commissioner; Elizabeth Escalante, Sonoma County
Commission on Human Rights Vice Chair; Michael Viloria, Filipino American National
Historical Society President; and Jeanette Anglin, Author, Trustee of the Sonoma State
University Foundation, and a Federated Indians of Graton Rancheria Tribal Member.

Mayor Giudice presented the proclamation to Nichole Warwick.
C. Mayor's Proclamation: Proclaiming October 2021 as National Bullying Prevention
Month
Mayor Giudice presented the proclamation to Dr. Mayra Perez, Cotati-Rohnert
Park Unified School District Superintendent; Christina Lund, University Elementary at La
Fiesta Principal; and Dr. Louis Gamier, Rancho Cotate High School Principal.
Councilmember Adams left the dais at 5:36 p.m.
Councilmember Adams returned to the dais at 5:39 p.m.
4. SSU STUDENT REPORT
A. By Charles Brody,Director of Legislative Affairs, Sonoma State University
Associated Students, Inc. (SSU ASI)
Charles Brody reported about 45 percent of classes are in-person, 92 percent of students are
in compliance with SSU's vaccination policy as of October lst, and the infection rate has
been 2.5 per 1,000 people. The Associated Students philanthropic branch, Join Us Making
Progress (JUMP), is expanding its basic needs initiative, is doing active outreach to sign
students up for CalFresh, has initiated two days of service per month, and is providing
homework help two days per week through the study buddies program.

7.D Adopt Resolution 2021-113 Approving the Fourth and Fifth Amendments to the
Master Maintenance Agreement between University District LLC and the City of
Rohnert Park and Related Actions (CEQA: Consistent with the University District
Specific Plan Area EIR)
7.E Adopt Resolution 2021-114 Authorizing the City Manager to Execute a Master
Agreement and Program Supplement Agreement with California Department of
Transportation for the Local Roadway Safety Plan Grant Amount of$72,000,
Increase Appropriations in Project 2020-25 by $225,000, and Authorize the City
Manager to Execute a Program Supplement Agreement with California Department
of Transportation for the Highway Safety Improvement Program Grant Amount of
$225,000
7.F Adopt Resolution 2021-115 Authorizing the City Manager to Create Two New
Capital Improvement Program (CIP) Projects, Increase Appropriations in the Fiscal
Year 2021-22 to the Capital Improvement Program, and Increase Funding for New
Projects No. 2021-05 "Building Conditions Assessment Project" and No. 2021-06

SAFE Team (Specialized Assistance For Everyone) to Provide an Alternative Crisis
Response to our Communities
Director of Public Safety Mattos presented this item. Recommended Action(s): Approve a
resolution authorizing the City Manager to execute a Memorandum of Understanding (MOU)
with the City of Cotati and Petaluma People Services Center to operate and manage the
Rohnert Park/Cotati the SAFE Team (Specialized Assistance For Everyone)to provide an
alternative crisis response to our communities.

City Manager Jenkins and Housing Administrator Garcia presented this item.
Recommended Action(s): Adopt a resolution authorizing the joint application to and
participation in the Homekey Program for the 6020 Labath Avenue Site and guarantee
provision of operating funding should other funding be interrupted or unavailable.

C. Discussion and Direction on General Plan Update—Climate Change Element
Planning Manager Beiswenger and Della Acosta, Consultant with Ricon Consultants,
presented this item. Recommended Action(s): Receive a presentation and provide direction
on the Climate Change Element goals and policies in the draft General Plan.
PUBLIC COMMENTS: Jake Mackenzie, Steve Keith, Julie Royes, and Chris Meyer
spoke about this item.
ACTION: By consensus (none opposed), Council directed staff to move forward
with the draft Climate Change Element.
D. Consider Adoption of Resolutions Authorizing an Increase in Appropriations of
$24.3 Million and Authorizing the Issuance of Pension Obligation Bonds To Refund
And Prepay Certain Pension Obligations, Authorizing Judicial Validation Proceedings
Related to Issuance of Such Bonds, and Approving Bond Purchase and Trust
Agreements, and Authorizing Execution of Contracts with Stradling Yocca Carlson &
Rauth to Serve as Bond and Disclosure Counsel and Fieldman, Rolapp & Associates to
Serve as Municipal Advisor

Finance Director Bali presented this item. Recommended Action(s): 1. Consider adoption
of a resolution authorizing an increase in appropriations in the General Fund to pay $24.3
million towards the City's Unfunded Accrued Pension Liability using reserves and funds
accumulated in the City's Public Agency Retirement Services (PARS) Trust. 2. Consider
adoption of a resolution authorizing the issuance of Bonds to refund and prepay certain
pension obligations ("POBs" or "Bonds") of the City, approving the form and authorizing the
execution of a Trust agreement and Bond Purchase agreement, authorizing judicial validation
proceedings related to issuance of such Bonds, and approving additional actions related
thereto.

Zwillinger presented this item. Recommended Action(s): Discussion and Direction of Fiscal
Year 2021-2022 Capital Improvement Program Budget.

ACTION: By consensus (none opposed), Council directed staff to move forward
with the proposed Fiscal Year 2021-2022 Capital Improvement Program
Budget and to evaluate the possibility of an emergency bridge between
Fauna and Holly.
