1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:02 p.m., the notice for which
being legally noticed on September 23, 2021.
Present: Gerard Giudice, Mayor
Jackie Elward, Vice Mayor
Willy Linares, Councilmember
Absent: Susan H. Adams, Councilmember
Pam Stafford, Councilmember
Staff present: City Manager Jenkins, Assistant City Attorney Bazzano, Assistant City Manager
Schwartz, Development Services Director Pawson, Finance Director Bali, Director of Public
Safety Mattos, Director of Community Services Bagley, Director of Public Works Garrett,
Human Resources Director Perrault, Senior Analyst L. Tacata, Senior Code Compliance
Officer Kirk, Information Systems Operations Manager Rowley, Housing Administrator
Garcia, Homeless Service Coordinator Quig, Environmental Coordinator Bennett, and Acting
City Clerk Machado.
Mayor Giudice called for a moment of silence for Kyrene Gibson.
2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming October 11, 2021 as Indigenous Peoples' Day
Mayor Giudice presented the proclamation to Federated Indians of Graton Rancheria Tribal
Council Secretary Melissa Elgin and Member at Large Robert Stafford.
B. Brighter Future Presentation by Dr. Chris Halle and Chris Meyer

Dr. Chris Halle, Chris Meyer, and Environmental Coordinator Bennett spoke about the
Brighter Future program at Sonoma State University and the program's past, current, and
future projects.
4. DEPARTMENT HEAD BRIEFING
A. Water Conservation Update by Director of Public Works Garrett
Director of Public Works Garrett spoke about actions taken by the City to conserve water, the
decrease in water consumption, and available city programs.
5. PUBLIC COMMENTS
Debbie Ziese spoke about Item 6.D.
Steve Keith spoke about the General Plan Climate Change Element agenda item continued
from the September 14, 2021 meeting.
Christal Barquero spoke about the Special Meeting on September 14, 2021.
Julie Hall spoke about a petition signed by residents at Oak View of Sonoma Hills regarding
the homeless shelter proposed at 1401-1450 Medical Center Drive, zoning, and building
parking and tent homeless encampments.

Exceed $519,152, and Amend the Project Budget from $505,000 to $705,000 Using
the Sewer Capital Preservation Fund (Fund 530)
6.G Adopt Resolution 2021-110 Approving a Budget Amendment for the Water Tank 8
Project (CIP Project No. 2006-09)
6.H Approving Amendment 1 to CSG Task Order 2020-01 in the amount $150,000 and
CSG Task Order 2021-02 in the amount of$250,000

6.I Acceptance of Fiscal Year 2020-21 Annual Financial Report for the City of Rohnert
Park Foundation
6.J Authorize a Grant Program to Support Community Child Care Council of Sonoma
County to Relocate Subsidized Child Care Program
ACTION: Moved/seconded (Linares/Elward) to approve the consent calendar
with the exception of Item 6.D.
Motion carried by the following 3-0-0-2 vote: AYES: Linares,
Elward, and Giudice,NOES: None, ABSTAINS: None, ABSENT:
Adams and Stafford.
6.D Adopt Resolution 2021-107 Approving the Addition of a Code Compliance Officer
I/II Position to the Development Services Department and Increasing Appropriations
in the Affordable Housing Residential Fee Fund
ACTION: Moved/seconded (Linares/Elward)to adopt Resolution 2021-107.
Motion carried by the following 3-0-0-2 vote: AYES: Linares,
Elward, and Giudice,NOES: None, ABSTAINS: None, ABSENT:
Adams and Stafford.
7. REGULAR ITEMS
A. Update on Homekey Program Grant Applications for Housing for Persons
Experiencing Homelessness or At Risk of Homelessness
City Manager Jenkins presented this item. Recommended Action(s): Receive an update and
provide staff with direction regarding potential City co-applications to the California
Homekey Program for housing persons experiencing homelessness or at risk of
homelessness.
PUBLIC COMMENTS: Chris Meyer, Adrienne Lauby, and Debbie Ziese spoke
about this item.
ACTION: By consensus (none opposed), Council received the report and directed
staff to continue working with non-profits to evaluate sites and projects
for suitability under the Homekey program.
B. Discussion and Direction Regarding Project Location Selection for Parks and
Water Bond Act of 2018 (Proposition 68) Per Capita Program Funding
Director of Community Services Bagley presented this item. Recommended Action(s):
Provide staff with direction regarding the project location to be selected for funding from the
Parks and Water Bond Act of 2018 (Proposition 68), a statewide parks bond measure.

ACTION: By consensus (none opposed), Council directed staff to return with a
resolution for adoption to approve an application to apply for Parks and
Water Bond Act of 2018 (Proposition 68) per capita funds to renovate
Lydia Park and a resolution to appropriate funds for an award match.
C. Discussion and Direction Regarding Recreation Facility Use Fees
Director of Community Services Bagley presented this item. Recommended Action(s):
Receive a report and provide direction regarding recreation facility use fees.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed staff to return with a
resolution for adoption to adopt the proposed amendments to the fee
schedule and return with an item to discuss a policy for grandfathering
in longtime rentals and user groups at their current rates.
Mayor Giudice declared a recess at 7:13 p.m.
Mayor Giudice reconvened the meeting at 7:23 p.m.
D. Discussion and Direction on Expanding City's Communications and Community
Assistant City Manager Schwartz presented this item. Recommended Action(s): Discuss
and provide direction on options for expanding the City's public communications and
community engagement.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed staff to boost posts on
social media on important topics and to move forward with staff's
recommendations to build capacity to `inform' low-income residents by
increasing relationships with other organizations willing to share
information,expand use of social media analytics to help assess
effectiveness of and improve social media communications, increase our
capacity to respond to emergencies on short notice and without
activating the Emergency Operations Center, and increase press releases
to include more on City programs and Council actions.
