CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Giudice called the joint regular meeting to order at 5:01 p.m.,the notice for which being legally noticed on October 21, 2021. Mayor Giudice declared a recess to the Ribbon Cutting for SAFE Team Mobile Crisis Van located in the City Hall parking lot at 5:25 p.m. Mayor Giudice reconvened the meeting at 5:55 p.m. 7. Review of the Highway 101 Bicycle and Pedestrian Overcrossing Feasibility Study (Project 2017-20) Location Recommendation at Copeland Creek(Project 2017- 20), Discussing Landing Layouts, and Discussing Bridge Aesthetics and Budget Director of Public Works Garrett and Steven Grover, Consultant, Steven Grover and Associates presented this item. Recommended Action(s): Review of the highway 101 City of Rohnert Park Joint Regular Meeting Minutes for City Council October 26, 2021 RPFA/CDC Successor Agency Page 4 of 7 bicycle and pedestrian overcrossing feasibility study location recommendation at Copeland creek (Project 2017-20), discussing landing layouts, and discussing project aesthetics and budget. ACTION: By consensus (none opposed), Council directed staff to move forward with the Copeland Creek location, "Butterfly" bridge design, project initiation document, and to seek grant funding for the project. ACTION: Moved/seconded (Stafford/Linares) to reorder agenda to have Item 7.C. moved to before 7.B. Recommended Action(s): Receive a report providing information regarding the redistricting process and conduct a public hearing to receive input on composition of districts. Public Hearing Closed: 7:14 p.m. Mayor Giudice declared a recess at 7:14 p.m. Mayor Giudice reconvened the meeting at 7:26 p.m. ACTION: By consensus (none opposed), Council directed staff to conduct a community workshop about the community of interest and mapping tools without Council present on December 4 or 11 at 10 a.m. at the Community Center or Council Chambers. B. Discussion and Direction on City's Preliminary Water Rate Study Findings Finance Director Bali and Mark Hildebrand, Consultant with Hildebrand Consulting, presented this item. Recommended Action(s): Discussion and direction on initial findings for the City of Rohnert Park's (City's) water rate study and proposed water rate increases. Councilmember Adams left the dais at 8:57 p.m. Councilmember Adams returned to the dais at 9:03 p.m. D. Consideration of a Letter to the County Board of Supervisors Requesting Rohnert Park be Placed into One Supervisory District City Manager Jenkins presented this item. Recommended Action(s): Authorize the Mayor to submit a letter to the Sonoma County Board of Supervisors requesting Rohnert Park be placed into one supervisory district. PUBLIC COMMENTS: Chris Borr, Jim Duffy, Chris Meyer, Julie Royes, and Paul Libeu spoke about this item. ACTION: By consensus (none opposed), Council authorized the Mayor to submit a letter to the Sonoma County Board of Supervisors requesting Rohnert Park be placed into one supervisory district with a statement requesting Rohnert Park be placed in District 3 and noting the unique characteristics of Rohnert Park. ACTION: By consensus (none opposed), Council directed staff to post information about the Board of Supervisors redistricting public information encouraging residents to attend on the City's social media sites. 8. Discussion Regarding City Council Protocols ACTION: At the request of Councilmember Adams and Giudice, staff is directed to add an item to a future agenda to review the City Council Protocols. B. Revisit the City's Shopping Cart Policy and How We Can Reinforce it to Keep our Unsheltered Friends from Using Shopping Carts to Move Items Around Town ACTION: At the request of Councilmember Adams and Stafford, staff is directed to add an item to a future agenda to provide an update on the effectiveness of the shopping cart policy. 12.
