The Student Safety Policy concerning Active Shooter Response Training shall be in writing and
given to all instructors. All students shall be informed of the policy prior to each training session.
Facility Guidelines
Active Shooter Response Training may take place at several sites, all of which shall be adequate
in size for the number of students to be trained, and contain a safe area in order to deploy a blank
firing handgun.

along with a gated parking lot.
b. The floor is a mixture of polished concrete, asphalt and carpet
c. The interior is climate controlled with ventilation and lighting controls.
d. The area is gated off from the general public.
e. The facility includes restrooms, water fountains, and separate locker rooms for male
and female students, each with showers.
f. Hand-sanitizer dispensers are located at the main doorways leading into the building
near the locker room access.
g. The training area has a readily accessible first-aid/ trauma kit and AED.
h. The facility is a second run firehouse equipped with fire extinguishers.
i. There is a telephone in the training room for quick communication with emergency
dispatch center.
j. The condition of the facility and equipment is regularly monitored by instructional
staff for any safety issues.

i. Cell phones will be carried by instructors to ensure immediate access to emergency
communications.
j. The condition of the facility and equipment is regularly monitored by instructional
staff for any safety issues.

The instructors and staff of all Active Shooter Training courses shall inspect the facility prior to
the start of each training day to detect and correct safety hazards.
Equipment Guidelines
Every student shall wear appropriate training attire consisting of a training shirt, load bearing
vest (If used on patrol), duty belt, duty pants, and duty boots.
If instructors, students, or role players are in close proximity to the area the blank firing handgun
is to be deployed, they will wear appropriate hearing and eye protection.
The only live weapons allowed into the safety zone are two (2) clear, safe, and empty handguns
and two empty magazines if needed, for the purpose of firing blanks. The only live ammunition
allowed into the safety zone will be blank ammunition. The handguns and blank ammunition will
be possessed and discharged by instructors only.
Instructional staff shall conduct a safety check of all weapons and ammunition prior to training,
following any break in training, or where students or role players have been allowed to leave the
training site.
There will be a designated armed Safety Officer acting as site protection.
There will be adequate signage on the perimeter of the scenario site, to read “Law Enforcement
Training in Progress”.
Procedures for weapon malfunctions will be reviewed prior to shooting.
All firearms will have be safety checked prior to entering or leaving the safety zone.
All firearms will be treated as loaded.
All firearms will be pointed in a safe direction at all times and will not be fired unless pointed in
a safe direction with the intent of being discharged.
At no time will, a handgun designated to be a blank firing weapon for the purpose of scenario
training, be pointed at another person, student, instructor, or role player.

Communication equipment (portable radios and/ or cell phones) to be utilized in the event of an
emergency will be carried or shall be easily accessible by each instructor. In the event there is
limited cell phone service at an indoor range, the location of facility landlines will be made
known to all Firearms Instructors and students prior to the start of training.
Instructor Qualifications
All lead instructors for Active Shooter Response Training shall be a POST certified Active
Shooter Instructor or the equivalent with required updates prior to training classes.
Instructional Staff to Student Ratios
Instructor to student ratio will be 1 to 5. An instructor shall be present with any suspect
throughout each scenario.
Presentation Guidelines
The safety rules concerning Active Shooter Training shall be emphasized to the students prior to
any training.
All Instructors will be responsible for adhering to all applicable safety guidelines, policies and
approved course outlines and lesson plans.
Before any scenario is run, the students will be orientated to the course by the Instructors.
Instructors shall conduct a briefing of role players before the application phase of incident
simulations or field scenarios.
Instructors shall be aware of physical fatigue factors that affect the ability of the student to
perform safely. Tactical operations training is inherently tiring. Instructors shall be aware that
long periods of training, environmental conditions, or other factors may fatigue students and
increase injury potential. Adverse climatic conditions, for example, could suggest a reduction in
instructional intensity.
The instructional staff shall conduct a pre-training inspection of student clothing and personal
equipment prior to its use in the tactical operations training program.
All instructional staff shall wear distinctive clothing so they may be easily identifiable during
training.
The instructional staff and the students share responsibility to stop action when a safety breach is
observed or other problem occurs.

Water is provided by onsite drinking fountains or bottled water supplied by the Instructors.
Response to Injury
All injuries will be attended to as they occur and documented appropriately on the Departments
“Supervisor’s Report of Injury” form or a City’s Worker’s Compensation form. Any injury
beyond basic first aid shall be reported to the training bureau and notification made to the
Department’s POST consultant in writing within (5) days of report of the injury.
ILLNESS OR INJURY GUIDELINES
I. Participants
A. MINOR ILLNESS OR INJURY: ROUTINE RESPONSE
1. On Site Emergency Medical Technician (EMT) provides immediate
evaluation and First Aid. (Rohnert Park is a Public Safety Agency and
therefore Police Officers are trained as certified Fire/EMS personnel.
This allows for on-site EMT’s during all training.)

B. IMMEDIATE, NON LIFE-THREATENING ILLNESS OR INJURY: URGENT
RESPONSE
1. On Site Emergency Medical Technician (EMT) provides immediate

allows for on-site EMT’s during all training.)
2. Instructors activate EMS by calling 911.

C. IMMEDIATE, LIFE-THREATENING ILLNESS OR INJURY:
EMERGENCY RESPONSE
