Student Safety Policy
Tactical Pistol and Rifle
The Student Safety Policy concerning Tactical Pistol and Rifle Training shall be in writing and given to all
instructors. All students shall be informed of the policy prior to each training session.
Facility Guidelines
Tactical Pistol and Rifle Training may take place at several sites, all of which shall be adequate in
size for the number of students to be trained and contain a safe area in order to deploy
ammunition.
1. Art Koch Range and Training Facility

a. The training facility consists of 20 lanes of 25 yard pistol range and a six lane 100
yard rifle range.
b. The floor is cement with painted lane lines and yardage markers.
c. The ranges are climate controlled with ventilation and lighting controls.
d. Windows and doors to the range are inside so learning activities can occur without
any outside interference or disturbances
e. The facility has a sink and water fountain as well as separate restrooms for male and
female students.
f. Hand-sanitizer dispensers are located at the entry doors to the facility.
g. Each range room a readily accessible first-aid/trauma kit and AED
h. The facility has multiple fire extinguishers that are readily accessible
i. Cell phones will be carried by instructors to ensure immediate access to emergency
communications
j. The condition of the facility and equipment is regularly monitored by instructional
staff for any safety issues.
2. Santa Rosa Junior College Public Safety Training Center

a. The training facility consists of 15 lanes of 25 yard pistol range using frangible
ammunition.
b. The floor is cement with painted lane lines and yardage markers.
c. The ranges are climate controlled with ventilation and lighting controls.
d. Windows and doors to the range are inside so learning activities can occur without
any outside interference or disturbances
e. The facility has a sink and water fountain as well as separate restrooms for male and
female students.
f. Hand-sanitizer dispensers are located at the entry doors to the facility.

Equipment Guidelines
Every student, while engaged in Tactical Pistol/Rifle Training, shall wear appropriate hearing
and eye protection while engaged in discharging of the firearms. All students shall wear their
issued body armor, either in the form of their issued patrol carrier vest, or their concealed vest.
Students shall also wear the patrol duty belt that they would use while on patrol.
Instructors shall be responsible to ensure students utilize the necessary ear and eye protection.
All instructional staff shall wear distinctive clothing so they may be easily identifiable during
training.
Procedures for weapon manipulations and malfunctions shall be reviewed prior to shooting.
All firearms will be treated as loaded.
All firearms will be pointed in a safe direction while un-holstered.
Never point a firearm at anything that you do not intend to shoot.
Only place your finger on the trigger when ready to shoot.
Communication equipment (portable radios and/or cell phones) to be utilized in the event of an
emergency will be carried or shall be easily accessible by each instructor. In the event there is
limited cell phone service at an indoor range, the location of facility landlines will be made
known to all Firearms Instructors and students prior to the start of training.
Instructor Qualifications
All lead instructors for Tactical Pistol/Rifle Training shall be POST certified Tactical Pistol
Instructors or the equivalent with required updates prior to training classes.
Instructional Staff to Student Ratios
In all courses involving active student participation for Tactical Pistol Training, the instructor to
student ratio shall be 1 to 5.
In high risk/ high liability techniques the instructor to student ratio shall be 1 to 1.
Presentation Guidelines
The safety rules concerning Tactical Pistol/Rifle Training shall be emphasized to the students
prior to any training.
All Firearms Instructors will be responsible for adhering to all applicable safety guidelines,
policies and approved course outlines and lesson plans.
All students shall be reminded to keep their fingers out of the trigger guard unless actively
shooting a designated target.
Before any course of fire the students will be orientated to the course by the Instructors.
Water is provided by onsite drinking fountains or bottle water supplied by the Instructors.
After completion of the range students will be encouraged to wash their hands and face. Also
to remove any clothing used at the range as lead particles can be a health hazard to them and
others.
Response to Injury
All injuries will be attended to as they occur and documented appropriately on the
Departments “Supervisor’s Report of Injury” form, or a City’s Worker’s Compensation form.
In the case of a serious injury requiring more than just basic first aid, we will contact our POST
regional consultant.
Illness of Injury Guidelines
I. Participants
a. MINOR ILLNESS OR INJURY: ROUTINE RESPONSE
i. On Site Emergency Medical Technician (EMT) provides immediate
evaluation and First Aid. (Rohnert Park is a Public Safety Agency and
therefore Police Officers are trained as certified Fire/First Responder
personnel also. This allows for on-site First Responder’s during all
training.)
ii. Instructors notify on-duty supervisor. 707-584-2628 or 707-584-2611
b. IMMEDIATE, NON LIFE-THREATENING ILLNESS OR INJURY: URGENT RESPONSE
i. On Site Emergency Medical Technician (EMT) provides immediate
evaluation and First Aid. (Rohnert Park is a Public Safety Agency and
therefore Police Officers are trained certified Fire/First Responder
personnel also. This allows for on-site First Responder’s during all
training.)
ii. Instructors activate EMS by calling 911.
iii. Instructors notify on-duty supervisor. 707-584-2628 or 707-584-2611
c. IMMEDIATE, LIFE-THREATENING ILLNESS OR INJURY: EMERGENCY RESPONSE
On-Site Emergency Medical Technician SHALL:
i. Provide immediate evaluation and First Aid. (Rohnert Park is a
Public Safety Agency and therefore Police Officers are trained
certified Fire/First Responder personnel also. This allows for on-
site First Responder’s during all training.)
ii. Activate EMS by calling 911.
iii. Notify the Department of Public Safety’s Administration. 707-584-
2611 or 707-584-2612.
