MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:02 p.m.,the notice for which
being legally noticed on November 4, 2021.
Present: Gerard Giudice, Mayor

4. SSU STUDENT REPORT
A. By Charles Bordy, Director of Legislative Affairs, Sonoma State University
Associated Students, Inc. (SSU ASI)
Charles Bordy reported that the Associated Students Join Us Making Progress (JUMP)
program continues partnerships for students to volunteer in the community, the Basic Needs
program serves an average of 60 students per week and held its biannual CalFresh Outreach
Day,the Associated Students hosted a virtual preview day for potential new students and an
orientation for Spring 2022 students, and the student government leadership team is working
on addressing the cost of education for students.

A. City Redistricting Update by City Manager Jenkins
Director of Community Services Bagley spoke about the redistricting workshop, Coffee
Beans and District Dreams, the activities taking place at the event, and raffle prizes.

A. Discussion and Direction on Subscribing to Sonoma Clean Power's EverGreen
Program
Assistant City Manager Schwartz presented this item. Recommended Action(s): Discuss
and provide direction on changing the City's energy choice from Sonoma Clean Power's
CleanStart program to its EverGreen program at an annual estimated cost of approximately
$123,000, divided among the General Fund, Water Fund, Sewer Fund, and Wilfred JEPA
Fund.

ACTION: Moved/seconded (Stafford/Adams)to change the City's energy choice
to Ever,Green as proposed by staff.
Motion carried by the following 4-0-0-1 vote: AYES: Adams, Stafford,
Elward, and Giudice,NOES: None, ABSENT: None. ABSTAINS:
Linares.
Councilmember Adams left the dais at 5:33 p.m. and was absent for the rest of the meeting.
B. Discussion and Direction on General Plan Update—Racial, Social and
Environmental Justice Element
Director of Development Services Pawson and Jim Harnish, consultant with Mintier and
Harnish, presented this item. Recommended Action(s): Receive a presentation and provide
direction on the Racial Social and Environmental Justice Element goals and policies in the
draft General Plan.
PUBLIC COMMENTS: Ken Bierman spoke about this item.
ACTION: By consensus (none opposed), Council directed staff to proceed with the
proposed Racial, Social and Environmental Justice Element goals and
add the sentence "Racial, social and environmental justice for all is an
important American ideal. The conversations of ethnic and racial
disparities in our country have made it clear that our governments,
communities and people need to rededicate themselves and take actions
toward creating a culture of belonging, equity and racial justice."to the
beginning of the element and add diversity, equity, and inclusion
training and personal resiliency training to RESJ 2.6.

C. PUBLIC HEARING (Noticed: October 29, 2021 and November 5, 2021):
Consideration of the City of Rohnert Park's 2020 Urban Water Management Plan and
Water Shortage Contingency Plan
Director of Development Services Pawson presented this item. Recommended Action(s):
Conduct a Public Hearing on the City's 2020 Urban Water Management Plan and Water
Shortage Contingency Plan and approve a resolution adopting the plans and authorizing
filing with the required state and local entities.

D. Presentation on the Sixth Cycle Housing Element
Housing Administrator Garcia and Luke Lindenbusch, Housing Policy Planner with 4LEAF,
Inc. Recommended Action(s): Receive a presentation on the Sixth Cycle Housing Element.

E. Determine if a Councilmember is Interested in Appointment to the By-Laws
Subcommittee of the Sonoma County Mayors' and Councilmembers' Association
City Manager Jenkins presented this item. Recommended Action(s): It is recommended that
the City Council appoint a Councilmember to the By-Laws Subcommittee of the Sonoma
County Mayors' and Councilmembers' Association.
PUBLIC COMMENTS: None.
Councilmember Stafford expressed interest in being appointed to the By-Laws Subcommittee
of the Sonoma County Mayors' and Councilmembers' Association.
F. Discussion and Direction Regarding Sonoma County Board of Supervisors
Redistricting
City Manager Jenkins presented this item. Recommended Action(s): Receive an update on
Sonoma County Board of Supervisors (Supervisors) redistricting process. Provide direction
regarding additional communication to the Supervisors.
PUBLIC COMMENTS: Chris Meyer spoke about this item.
ACTION: By consensus (none opposed), Council directed staff to send a letter to
the Sonoma County Board of Supervisors submitting the two maps
projected during the meeting as City of Rohnert Park submitted maps
and state in the letter that if one of the two submitted maps are not
selected, the Council's preference is to not change the boundaries of
Rohnert Park and being in District 5 would be worse than splitting
Rohnert Park between Districts 2 and 3.
G. Discussion and Direction Regarding California Redistricting of State Assembly,
State Senate, and Congressional House of Representatives Districts
City Manager Jenkins presented this item. Recommended Action(s): Receive an update on
California's State Assembly, State Senate, and Congressional House of Representatives
redistricting process. Provide direction regarding communication to the California
City of Rohnert Park Joint Regular Meeting Minutes for City Council November 9, 2021
RPFA/CDC Successor Agency Page 5 of 6
Redistricting Commission or others.
PUBLIC COMMENTS: Chris Meyer spoke about this item.
ACTION: By consensus (none opposed), Council directed staff to submit a letter to
the California Redistricting Commission stating the City of Rohnert Park
would prefer Rohnert Park remain in its current State Assembly and
Congress districts.
H. Discussion and Direction of a Resolution Authorizing the First Amendment to
the Retiree Health Reimbursement Arrangement Plan and the City of Rohnert Park
Retiree Health Reimbursement Arrangement Appendix
Human Resource Director Perrault presented this item. Recommended Action(s): Provide
direction to staff to proceed with preparation of a resolution authorizing the First Amendment
to the Retiree Health Reimbursement Arrangement and the City of Rohnert Park Retiree
Health Reimbursement Arrangement Appendix to be considered at the November 23, 2021
City Council meeting or at another date at least two weeks from November 9, 2021.

ACTION: By consensus (none opposed), Council directed staff to proceed with
preparation of a resolution authorizing the First Amendment to the
Retiree Health Reimbursement Arrangement and the City of Rohnert
