MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:01 p.m., the notice for which
being legally noticed on November 18, 2021.

3. PRESENTATIONS
A. Mayor's Recognition: Honoring Doshia Dodd for receiving the California State
University Trustees' Award
Mayor Giudice presented the recognition to Doshia Dodd.
B. Annual Report by Phil Smith, District Manager of Marin Sonoma Mosquito and
Vector Control District
Phil Smith provided an overview of the programs and services offered by Marin Sonoma
Mosquito and Vector Control District, services performed in Rohnert Park, local occurrences
of West Nile Virus, Tick Testing Program, public outreach and education efforts, and
challenges faced by the district.

C. Sonoma County Regional Climate Protection Authority Presentation on Energy
Efficiency Services Available to Local Residents, Businesses, and Public Agencies
BC Capps provided an overview of Bay Area Regional Energy Network (BayREN) and
programs available to residents, businesses, and public agencies.
D. 39th Annual Holiday Lights Celebration on December 4, 2021, 6-8pm, at the
Community Center
Lisa Orloff spoke about the booths, performances, and tree lighting that will occur during
39th Annual Holiday Lights Celebration.
4. DEPARTMENT HEAD BRIEFING
A. 42nd Annual Holiday Arts & Crafts Faire on November 26 and November 27, 2021,
l0am-4pm at the Community Center Update
Senior Office Assistant Walston stated this is an opportunity to support local businesses and
crafters, over 60 vendors will be at the event, a ceramics demonstration will occur, and
holiday arts and crafts activities will be available for children.
B. Coffee Beans and District Dreams Redistricting Workshop on December 4, 2021,
loam, at the Community Center and City Redistricting Update
Acting City Clerk Machado provided an overview of the event, outreach efforts, and number
of people who have preregistered.

6.0 Adopt Resolution 2021-133 Accepting the Development Impact Fee Report for Fiscal
Year July 1, 2020 through June 30, 2021
6.D Authorize the City Manager to Execute Task Order 2021-03 with Brelje & Race
Consulting Engineers for Assessment and Design Services for Tank and Well Facility
Assessment & Design (Project 2020-17) in an Amount Not to Exceed $306,170

Resolution 2021-134 of the City Council of the City of Rohnert Park Adopting Capital
Project (CIP) Appropriations for Fiscal Year 2021-22 and Fiscal Year 2022-23 and
Approving the Five-Year Capital Improvements Program for Fiscal Year 2021-22
Through Fiscal Year 2025-26
Management Analyst II E. Tacata presented this item. Recommended Action(s): Conduct a
public hearing to adopt a resolution of the City Council of the City of Rohnert Park adopting
capital project (CIP) appropriations for fiscal year 2021-22 and fiscal year 2022-23 and
approving the five-year capital improvements program for fiscal year 2021-22 through fiscal
year 2025-26.

No. 956 An Ordinance Repealing Chapter 8.12 (Refuse Disposal) of the Rohnert Park
Municipal Code and Enacting Chapter 8.12 (Solid Waste and Edible Food Recovery)
Assistant City Manager Schwartz and Carrie Baxter, consultant with R3 Consulting.
Recommended Action(s): Introduce, read the title of, and waive the first reading of
Ordinance No. 956, An Ordinance Repealing Chapter 8.12 (Refuse Disposal) of the Rohnert
Park Municipal Code and Enacting Chapter 8.12 (Solid Waste and Edible Food Recovery)

Meeting on December 28, 2021 due to the Holiday Season
City Manager Jenkins presented this item. Recommended Action(s): Discuss and provide
direction on the cancellation of the Rohnert Park City Council Joint Regular Meeting
scheduled for December 28, 2021 due to the holiday season.

E. Consideration of Resolution Authorizing Execution of Second Amendment to

and the City of Rohnert Park Retiree Health Reimbursement Arrangement Appendix

City Attorney Kenyon presented this item and made a disclosure under Government Code
Section 54953. Recommended Action(s): Staff recommends that City Council adopt a
Resolution Authorizing Execution of Second Amendment to the City Manager Employment
Agreement between the City of Rohnert Park and Darrin Jenkins and adopt the First
Amendment to the City of Rohnert Park Retiree Health Reimbursement Arrangement and the
City of Rohnert Park Retiree Health Reimbursement Arrangement Appendix (attached hereto
as Exhibit 1).

Section 54953. Recommended Action(s): Approve the attached resolution approving
Amendment to the Employment Agreement between the City of Rohnert Park and Timothy
S. Mattos for Public Safety Director Services.

A. Local Control Over Zoning and Land Use Decisions
At the request of Councilmember Stafford, Councilmember Adams, Vice Mayor Elward, and
Mayor Giudice, staff will place an item on the agenda to discuss the City's stance on SB 9
and SB 10 and provide information about the local control ballot measure being circulated
for signatures.
