A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING ORGANIZATIONAL CHANGES IN THE PUBLIC WORKS
DEPARTMENT AND DEVELOPMENT SERVICES DEPARTMENT,AUTHORIZING A
BUDGET AMENDMENT TO ADD A SUSTAINABILITY MANAGER, SENIOR
PUBLIC WORKS ANALYST AND BUILDING PERMIT TECHNICIAN I/II
POSITIONS,AND APPROVING THE ASSOCIATED JOB DESCRIPTIONS
WHEREAS, on March 23, 2021, the City Council adopted a resolution (Reso 2021-
032) authorizing and approving changes to the position title and associated job description for
the Director of Public Works, transferring the City's capital improvement engineering function.
from Development Services to Public Works, and the transfer of the City's Community
Services function to a new department; and
WHEREAS on June 8, 2021 the City Council adopted a resolution (Reso 2021-060)
approving the City's Fiscal Year 2021-22 Operating Budget which implemented the transfer of
the capital improvement engineering function from Development Services to Public Works by
including the cost of this function in the operating budget for the Public Works Department;
and
WHEREAS, on July 1, 2021, the engineering staff directly associated with the capital
improvement program transferred from the Development Services Department to the Public
Works Department; and
WHEREAS,On November 9, 2021, the City Council approved the following
organizational changes to the Development Services Department and Public Works Department
to better suit the operational needs of the City; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rohnert Park that it does hereby approve the addition of the position title and associated job
description for Sustainability Manager, attached hereto as Exhibit "A" and incorporated by this
reference; and
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the addition of the position title and associated job description for
Senior Public Works Analyst, attached hereto as Exhibit "B" and incorporated by this
reference; and
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the addition of the position title and associated job description for
Building Permit Technician I/II, attached hereto as Exhibit "C" and incorporated by this
reference; and
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the following changes to two departments:

• Deletion of one Management Analyst II

BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby authorize the Finance Director to adjust the Fiscal Year 2021-22 Operational
Budget to reflect these changes and include any operational adjustments needed to facilitate the
work of these positions.

DEFINITION
Under general direction, plans, organizes, directs, and coordinates sustainability and environmental activities
city-wide, including activities related to energy, water, and natural resource conservation, climate action
planning and healthy community initiatives; develops public outreach strategies in support of local and
regional energy efficiency and greenhouse gas reduction efforts; serves as a liaison and leader to promote,
provide direction, and assist residents, community groups, business organizations, internal departments, and
the public in the development and implementation of sustainability efforts; provides highly complex staff
assistance to the Director of Public Works and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Public Works. Exercises direct or general supervision over
professional, technical, and/or administrative staff. May provide direction to volunteers and and interns.
CLASS CHARACTERISTICS
This is a professional class that performs highly complex administrative and technical work and leads
citywide and community efforts in planning, developing, managing, coordinating, and implementing
sustainability efforts. Successful performance of the work requires independent judgment and analytical
abilities, and a strong knowledge of municipal and state government requirements. Responsibilities include
representing the City in a variety of public forums, developing constructive community relationships with a
variety of diverse interest groups, and building consensus/trust to implement policy initiatives. Strong
written, verbal, interpersonal and human relations skills are essential for an incumbent assigned to this
position. Positions at this level receive only occasional instruction or assistance as new or unusual
situations arise and are fully aware of the operating procedures and policies of the work unit

Develops and implements divisional goals, objectives, policies, and procedures.
Plans, develops, implements, manages, and monitors the City’s Climate Action and Adaptation Plan,
State mandates, and other related policies and projects; tracks and reports on ordinances, laws and
regulations having to do with sustainability.
Plans, directs, and implements measures and programs from the City’s approved General Plan 2040-
Climate Change Element and associated programs.
Serves as a liaison and leader for a variety of community organizations, actively engaging and
cultivating relationships with groups organized for climate equity, environmental, and sustainability
purposes and builds positive working relationships with the community to ensure these programs are
successful.
Serves as a public spokesperson for the City's sustainability initiatives and programs by attending
conferences, giving presentations and fostering local and regional partnerships with businesses and other
organizations, and presenting and promoting the City's Climate Action and Adaptation Plan at
community events and City activities.
Manages and coordinates community-focused programs related to energy efficiency, renewable energy,
green buildings, decarbonization, greenhouse gas emissions, climate change, stormwater management

and reuse, waste reduction and recycling, water conservation, watershed protection and general
sustainability.
Prepares the Sustainability and Environmental budget; assists in budget implementation; participates in
the forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the
approved budget.
Recommends the appointment of personnel; provides or coordinates staff training; conducts performance
evaluations; implements discipline procedures as required; maintains discipline and high standards
necessary for the efficient and professional operation of the department.
Prepares staff reports to City Council and give presentations.
Reviews water usage reports and tracks progress of water conservation program; directs and oversees the
modification of program to meet regulatory requirements.
Coordinates with outside agencies related to electric vehicle plan implementation, urban forest
management plan coordination, permit compliance, and water conservation.
Maintains a variety of records, statistics, forms, correspondence, and related documentation on division
operations; ensures all mandated forms and reports are properly completed and filed in a timely manner
for all City permits; prepares reports and other written documents including quarterly reports, contracts,
program plans, and assessments to meet City, State and Federal goals and mandates.
Researches, identifies, and applies for funding writes grant applications for sustainability projects that
would benefit the City.
Supports and provides oversight to grant applications and funding related to sustainability projects.
Works with City leadership team and staff to recognize internal and external communication
opportunities and solutions, and defines and executes appropriate strategies to support them; builds and
maintains positive working relationships with co-workers, other City employees, and the public using
principles of good customer service.
Represents the division and department to outside agencies and organizations; participates in outside
community and professional groups and committees; provides technical assistance as necessary.

Principles and practices associated with the management and administration of sustainability and
environmental programs including permit compliance, water quality, recycled water, stormwater
management, and water conservation.
Practices of researching environmental issues, evaluating alternatives, making sound recommendations,
and preparing and presenting effective reports.
Familiarity with public land management and stewardship, including land acquisition, conservation
easements and other conservation strategies.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor’s degree from an accredited college or university in biology, natural resource
management, environmental sustainability, urban planning, or a related field, and three (3) years of
professional work experience natural resource management, community advocacy or a related field. A
Master’s degree is desirable.

Possession of a valid California Driver’s License by time of appointment and a satisfactory driving

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a
computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed
materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
This is primarily a sedentary office classification although standing and walking between work areas may be
required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter
keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally
bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 40 pounds.
ENVIRONMENTAL ELEMENTS

SENIOR PUBLIC WORKS ANALYST
New Salary Range 56RP - $102,395.17 - $124,461.34
DEFINITION
Under general direction, plans, organizes, leads and may supervise staff engaged in complex, sensitive, and
detailed analytical work including quantitative analysis in the areas of accounting, budget, contracts, grant-
writing, financial/fiscal, economic, legislative and administrative policies and reporting ; analyzes practices
and procedures and makes recommendations for organizational, operational, policy, and procedural
improvements; conducts needs analyses, feasibility studies, and program evaluation; develops and reviews
council reports; coordinates assigned activities with other City departments, officials, outside agencies, and
the public; fosters cooperative working relationships among City departments and with intergovernmental
and regulatory agencies and various public and private groups; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Public Works Director. The work provides for a wide variety of
independent decision-making, within financial, departmental, fiscal, budgetary, legal, general policy and
regulatory guidelines. May exercise direct supervision over staff.
CLASS CHARACTERISTICS
This is a specialized single-position, advanced journey level classification that plans, develops, and
implements policies and procedures for assigned City-wide programs, including developing, reviewing, and
presenting reports for Council, program and project budget preparation, government financial reporting,
contract administration, management analysis, and program evaluation. Successful performance of the work
requires knowledge of budget development; grants development and administration, public policy, City
functions and activities, including the role of an elected City Council, and the ability to develop, oversee,
and implement projects and programs in a variety of areas, develop clear, well-written reports for different
audiences and the ability to present them. Responsibilities include coordinating the activities of the
department with those of other departments and agencies. Performance of the work requires the use of
considerable independence, initiative, and discretion within established guidelines.
This class is distinguished from Management Analyst II in that the former performs the most complex
analyst support to City-wide programs and projects, while the latter provides department specific analyst
support.

recycled water enterprise funds, and Capital Improvement Program budget; provides for financial
forecasting and planning including revenue projections, and multi-year cash flow analysis; directs all
aspects of assigned programs, including legal and regulatory compliance.
Makes presentations to explain program or project status; answers questions or arranges for compilation
of data to assist in decision-making process.
Serves as a liaison with employees, public, and private organizations, community groups, and other
organizations; provides information and assistance to the public regarding the assigned programs and
services; receives and responds to complaints and questions relating to assigned area of responsibility;
reviews problems and recommends corrective actions.
Develops and implements new or revised programs, systems, procedures, and methods of operation;
compiles and analyzes data, and makes recommendations regarding staffing, equipment, and facility

DEFINITION
Under direct or general supervision, performs a variety of technical and paraprofessional duties in the
Development Services Department’s Building Division, including the processing of plan check submittals
and issuance of building permits. Provides information to industry professionals and the general public
concerning building permit requirements, codes, ordinances and inspections provided by Development
Services Department.
SUPERVISION RECEIVED AND EXERCISED
Receives direct or general supervision from the Building Official. May exercise technical and functional
direction over and provide training to lower-level staff.
CLASS CHARACTERISTICS
Building Permit Technician I: This is the entry-level class in the paraprofessional Building Permit
Technician series. Initially under close supervision, incumbents with basic clerical support experience in an
environment involved in permit processing perform work on the least complex tasks and duties related to
the building permit application process in the Development Services Department. As experience is gained,
assignments become more varied and are performed with greater independence. Positions at this level usually
perform most of the duties required of the II level but are not expected to function at the same skill level and
usually exercise less independent discretion and judgment in matters related to work procedures and methods.
Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or
changes in procedures are explained in detail as they arise. Since this class is often used as a training class,
employees may have only limited or no directly related work experience.
Building Permit Technician II: This is the full journey-level class in the paraprofessional Building Permit
Technician series. Incumbents perform the full range of technical work in all of the following areas:
providing direct public assistance and information to department customers for the entire spectrum of
building division permits, and processing permits requiring less technical review. Incumbents also support
and organize the processing of more complex permits that are reviewed by specialized professional staff in
a variety of disciplines. Positions at this level are distinguished from the I level by the performance of the
full range of duties as assigned, working independently, and exercising judgment and initiative. Positions
at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully
aware of the operating procedures and policies of the work unit.
Positions in the Building Permit Technician class series are flexibly staffed and positions at the II level are
normally filled by advancement from the I level requiring two years of experience and after gaining the
knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after
demonstrating the ability to perform the work of the higher-level class. When filled from the outside, two
(2) years of prior related experience that allows the employee to meet the qualification standards for the II
level is required.

Processes and issues web and over the counter permit request for less complex building, electrical,
plumbing and mechanical permits.
Inputs application information into an automated permit tracking computerized system; enters and
retrieves data; establishes and updates information; generates documents and correspondence; updates
system files; reviews and maintains necessary records.
Calculates fees both manually and using computerized program.
Reviews and provides input on addressing issues involved with projects; issues addresses for utility
structures and building suites, as necessary; revises and updates address files in permit database.
May be assigned to coordinate address tracking computerized programs for purposes of locating
properties during emergencies.
Researches files for the purposes of processing public records act requests, plan duplication, permit
history and inspection history for parcels, provides clarification, some interpretation and follow up as
necessary.
Assembles application materials and creates project application files for routing to other department
staff for processing, including initiating referrals and performing any necessary entries into the
computerized tracking system for file management.
Participates in staff meetings and training to keep abreast of issues, policies, procedures, and changes
in process.
Drafts and maintains forms and handouts needed by customers. Makes copies and coordinates website
posting.
Performs other related duties as assigned.
In addition, the Building Permit Technician II may perform the following duties:
Provides training and assistance to Building Permit Technician I in dealing with more complex building
permits and public inquires.
Manages building permit submittals for complex projects from application submittal through closeout
and issuance of certificate of occupancy. Acts as division liaison to developers, architects, engineers,
contractors, other City divisions and departments.
Performs advanced fee estimates and calculations, applies fee credits and manages fee deferrals.

QUALIFICATIONS
Knowledge of:
Basic building and permit practices including construction drawings and blueprints, construction types
and occupancies.
Applicable Federal, State, and local laws, rules, codes, regulations, ordinances, and organizational
policies and procedures relevant to various applications for permits, clearances and requests for
services, sufficient to answer questions and provide information to the public.
Planning and/or building application types, review practices, and permit filing and approval procedures.
Technical resource materials and information sources applicable to development related activity.
Techniques for providing a high level of customer service by effectively dealing with the public,
vendors, contractors, and City staff.
The structure and content of the English language, including the meaning and spelling of words, rules
of composition, and grammar.
Modern equipment and communication tools used for business functions and program, project, and task
coordination.
Computers and software programs to conduct, compile, and/or generate documentation.
Business letter writing and basic report preparation.
Business arithmetic and basic statistical techniques.
Record keeping principles and procedures.

the division interrelates with other city divisions/departments and outside agencies

Ability to:

general public, permit applicants, and City staff.
Interpret, apply, explain and ensure compliance with applicable Federal, State, and local laws, rules,
regulations, policies and procedures.

Read, understand and interpret plans, maps, aerial photos, drawings, reports, applications, construction
documents and specifications.
Perform detailed, technical, and specialized permit support work.

interruptions.
Compose correspondence and reports independently or from brief instructions.
Maintain accurate logs and records of work performed.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:
Building Permit Technician I: Equivalent to completion of the twelfth (12th) grade and on year of clerical
support and/or customer service work in a governmental building and permits department or private
construction firm involved in permit processing. Experience interviewing clients is desirable.
Building Permit Technician II: Two (2) years of experience equivalent to Building Permit Technician I at
the City of Rohnert Park. Two years of college course work including classes in construction technology,
building inspection or civil engineering is desirable.
Licenses and Certifications:
Building Permit Technician I and II: Possession of a valid California Driver’s License by time of
appointment and a satisfactory driving record.
Building Permit Technician II: Possession of ICC Permit Technician Certificate. The City may
consider other ICC certifications (i.e. building inspector, plans examiner) as equivalents.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a
computer; vision to read printed materials and a computer screen; and hearing and speech to communicate
in person and over the telephone. Standing and walking in work areas is frequently required; may operate
a motor vehicle. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard
or calculator and to operate standard office equipment. Positions in this classification occasionally bend,
stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees
must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions,
and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or
public and private representatives in interpreting and enforcing departmental policies and procedures.
