ORDER/ROLL CALL
Mayor Elward called board special meeting and joint regular meeting to order at 5:02 p.m.,
the notice for which being legally noticed on January 7, 2022. There was no physical location
for this meeting but the agenda included language on how to observe and attend the meeting
as well as how to submit live public comment.

Director of Public Safety Mattos introduced the new officers to the Council.

MOTION TO ADD ITEM TO AGENDA
City Attorney Kenyon reported the following facts, which supported the findings necessary for
Council to add the item to the agenda:
1. The issuance of a Health Order adding more prohibitions to certain gatherings, which
could implicate council meetings and location of meetings and manner of having
meetings came to the attention of the City after the posting of the agenda; and
2. There is a need to take action prior to the next regularly scheduled City Council
Meeting.
ACTION: Moved/seconded (Stafford/Hollingsworth-Adams) to find that a need to

Discussion and Direction on how to Conduct the January 25, 2022 City Council Meeting.
City Manager Jenkins presented the item. Recommended Action(s): Council provide direction
on whether to conduct a virtual meetings or hybrid meetings that would allow Council, City
Manager, City Attorney and video production staff present in Chambers with presenting staff
and public appearing via zoom.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed staff to conduct hybrid
meetings and allow the City Manager the discretion to have a virtual
meeting if necessary.
7. REGULAR ITEMS
A. PUBLIC HEARING (Noticed on Friday, December 31, 2021): Conduct a Public
Hearing and Consider Adopting a Resolution Approving a Development Area Plan II
for 26 Single-Family Homes and Landscaping on Property Located South of Keiser
Ave., North of Hinebaugh Creek and East of Griffin's Grove Park on Lot Nos. 1 through
26 of the Vast Oak North Phase 3A-Sandalwood Subdivision (CEQA Status: Consistent
with Final EIR for the University District Specific Plan and the 2014 Addendum to the
EIR). Senior Planner Noel presented this item. Director of Development Services Pawson
answered questions of the Council. Recommended Action(s): Conduct a public hearing and
adopt Resolution 2022-007 approving a Development Area Plan II for 26 Single-Family
Homes and Landscaping on Property Located South of Keiser Ave.,North of Hinebaugh
Creek and East of Griffin's Grove Park on Lot Nos. 1 through 26 of the Vast Oak North Phase
3A-Sandalwood Subdivision

B. Consider Adopting a Resolution Authorizing the California Statewide
Communities Development Authority to Form a Community Facilities District for
SOMO Village within the Territorial Limits of the City of Rohnert Park and Related
Matters. Director of Development Services Pawson presented this item. Recommended
Action(s): Adopt Resolution 2022-008 Authorizing the California Statewide Communities
Development Authority to Form a Community Facilities District within the Territorial Limits
of the City of Rohnert Park and Related Matters

C. Discussion and Direction on Amendment of Chapter 13.04.080 (Testing,
Maintenance, and Repair of Backflow Devices) of the Rohnert Park Municipal Code.
Utilities Operations Manager Hendersen presented this item. Recommended Action(s):
Option 4. Amend Municipal Code 13.04.080: Mandate the Submission of Test Results/
Impose Regulatory Fee- Recommended Option to require submission of test results and
impose a regulatory fee to offset the costs of the program.

ACTION: By consensus (none opposed), Council directed staff move forward to
amend Municipal Code 13.04.080 to mandate the submission of test
results and impose a regulatory fee (option 4).
E. Time Certain 6:30 p.m. PUBLIC HEARING (Noticed on Friday, December 31,
2021): Second Public Hearing to Receive a Report Providing Information Regarding the
Redistricting Process and Conduct Second Public Hearing to Identify "Neighborhoods,"
"Communities of Interest," and "Secondary Areas."; Introduce by Title Only and Waive
Further Reading of Ordinance No. 957, an Ordinance Adding a New Section 2.66.025,
"Adoption of City Council District Boundaries" to Chapter 2.66, "District Elections"
within Title 2 of the Rohnert Park Municipal Code to Allow for Adoption of the District
Boundaries by Resolution. Demographer. City Attorney Kenyon and Demographer Michael
Wagaman presented this item. Recommended Action(s): Receive a Report Providing
Information Regarding the Redistricting Process and Conduct Second Public Hearing to

Elward.

item. Recommended Action(s): Adopt Resolution 2022-009 Adopting the Amended
Recreation Facility Use Fee Schedule.

F. Discussion and Direction Regarding City Council Protocols. City Manager Jenkins
presented this item. Recommended Action(s): Provide direction regarding inconsistencies
between protocols and practices to either change the protocols to match the practices, or adjust
practices to conform to the protocols as written.
ACTION: By consensus (none opposed), Council directed staff to move forward
with the proposed amendments and bring back for adoption by
resolution.

G. Establishment of and Appointments to City Council Sub-Committees, Liaison
Assignments, and Outside Agency Appointments for the Year of 2022. City Clerk Lopez
Cuevas presented this item. Recommended Action(s): 1) Establish and/or terminate City
Council Sub-committees; 2)Announce Mayor's assignment of Councilmembers to City
Council Sub-committees; 3)Announce Mayor's assignment of Councilmembers to liaison
assignments; and 4) Confirm Mayor's nominations of Councilmembers and staff to outside
agencies.
Mayor Elward distributed a list of assignments regarding committees and liaison assignments,
and appointments to various outside agencies for 2022. Councilmembers reviewed the list of
assignments.

to add an item to a future agenda to discuss the ban of new gasoline
stations and gasoline infrastructure in the City.
