CALL TO ORDER Chairperson Orloff called the regular meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Led by Chairperson Orloff. 3. ROLL CALL Present: Tramaine Austin-Dillon, Commissioner Daniel A. Blanquie, Commissioner Fanny Lam, Chairperson Marc Orloff, Commissioner Charles Striplen, Vice Chairperson Absent: None Staff attending via Zoom Video Communications: Planning Manager, Jeff Beiswenger, Planner I, Suzie Azevedo, and Recording Secretary, Jennifer Sedna. 4. CEREMONY FOR INSTALLATION OF PLANNING COMMISSIONERS AND SELECTION OF OFFICERS FOR THE YEAR 2022 ACTION: Moved/seconded (Blanquie/Orloff) to nominate Commissioner Lam to the Chairperson. Motion carried by the following unanimous (5-0-0) roll call vote: AYES: Austin-Dillon, Blanquie, Lam, Orloff and Striplen; NOES: None; ABSTAIN: None; ABSENT: None. ACTION: Moved/seconded (Orloff/Austin-Dillon) for Commissioner Striplen to be the Vice Chairperson. Motion carried by the following unanimous (5-0-0) roll call vote: AYES: Austin-Dillon, Blanquie, Lam, Orloff and Striplen; NOES: None; ABSTAIN: None; ABSENT: None. 5. PUBLIC COMMENT None. 6. CONSENT CALENDAR - ADOPTION OF MINUTES 6.1 Approval of the Draft Minutes of the Planning Commission Meeting of December 9, 2021. ACTION: Moved/seconded (Orloff/Blanquie) to adopt Minutes of the Planning Commission Meeting of December 9, 2021. Motion carried by the following unanimous (4-1-0) roll call vote: AYES: Austin-Dillon, Blanquie, Lam, and Orloff; NOES: None; ABSTAIN: Striplen; ABSENT: None. 7. AGENDA ITEMS 7.1 SITE PLAN AND ARCHITECTURAL REVIEW – File No. PLSR21-0001 – Wayne Bossier, Architect – Consideration of Resolution 2022-01 Approving Site Plan and Architectural Review for the 946 Camino Coronado Apartment complex addition located at 946 Camino Coronado (APN 143-480-053). Suzie Azevedo, Associate Planner, presented the item and answered questions from the Commission, including: the location of the new units relative to the site; the similarity between the new and existing units; and, plans to add a solar component. Wayne Bossier, Architect joined the meeting and answered questions from the Commission, including: installing solar panels on the carports; the color and material of the new building relative to the existing buildings; the conditions in the resolution; maintaining the creek environment with drought adaptive landscaping; and, the age of the existing building. ACTION: Moved/seconded (Blanquie/Striplen) to adopt Resolution 2022-01 Approving Site Plan and Architectural Review for the 946 Camino Coronado Apartment complex addition located at 946 Camino Coronado (APN 143-480- 053). Motion carried by the following unanimous (5-0-0) roll call vote: AYES: Austin-Dillon, Blanquie, Lam, Orloff and Striplen; NOES: None; ABSTAIN: None; ABSENT: None. 8. ITEMS FROM THE PLANNING COMMISSION Commissioners Orloff and Lam requested that the transitional housing project on Medical Center Drive be agendized when meetings are in the Chambers. Commissioner Orloff requested the City policy on mask wearing. 9. ITEMS FROM THE DEVELOPMENT SERVICE STAFF Staffperson Beiswenger stated the Council is moving back to in person meetings on February 22nd and the Commission has a virtual meeting on February 24th with three public hearings advertised as such.
